CARMEL REDEVELOPMENT COMMISSION

The Carmel Redeveiopment Commission (the"Commission") held its October 21, 1996
.meeting in the Caucus Room at;Carmei City Hall, One Civic Square Carmel; Indiana, at, 6:00 p.m.
Present were Airy Boidt, Megan Boschini;-?Ronald*E.: Carter,.Rick ,Roesch and'Susan
Westermeier; members of the Commission,. Debra Grisham, City Attorney,.Luci Emison of Ice
MillerDonadlo &,Ryan and Mayor Brainard.
Serving as,tempo ary chair 'man:and secretary of the meeting, Ms. Grisfiam called the
meeting to order noting that all members were, present and asked each member to introduce
themselves which served as roll.calI.
Ms. Grisharrt:passed out the. Agenda and explained that the Commission needed to elect a
President, a Vice President, aSecretary and had the authority to elect a Treasurer which office is
optional under Indiana law, 23 fter:some.discussion,-thexonsensus-was to eiect.all orTicers.except
the Treasurer and to ask the Clerk-Treasurer to handle the _C.ommission's finances. 4s. G isham
agreed'to,discuss such with the Clerk-Treasurer. Ms..Grisham opened nominations for officers,
starting-with the o'f5ce of-President. Mr. Carter nominated Ms. Boschini and Ms. Westermeier
nominated.Mr.,Roesch. Mr. Roesch was elected.on,a vote of a°to 1 with b1r.-Carter,vo ing,for
Ms. Bcschini. Ms. Grisham,then turned the chair-of the.meetiag over to President Roesch;
President `Roesch opened.nominations for Vice President. Mi•. Carter nominated Ms.
Boschini. No other nominations were made:and Ms: Boschini was,eiected,5 to,0. President
Roesch opened nominations for Secretary. Mr. Carter nominated Ms. BoAt and after a
discussion of the responsibilities;forthe`Secretary, tiffs. Boldt accepted the,nomihation;and,was
Elected 5 to 0.
The scheduling of regular meeting; was the next agenda item discussed. Before sched`uling',
the next two meetings for November, 11, 1996 and December :l 0, 1996 a16 30 p.m.,,the
Commission discussed,the purpose of the meetings. -While it.was decided that it'was;too
p mature to discuss the particulars of the Linder TIF proposal with,reprd to the Merchants
Square property, the Commission deeded to educate itself on its role. Accordingly, it asked that
Ms. Grisham invite to the-Commission's November meeting; airepresentative from the
Department of Community Services to summarize the.2020 Vision Plan and a representative from
the Carmel.Main Street'Committee fo:address future'develooment in,Carmel. The.Gommission
decided to invite to the December meeting; `a=rep resentative.from-t he4Noblesville Redevelopment
Commissiotrand Mayor Brainard: While the•Noblesviiie representative will be asked to focus on
what role the.Noblesville Commission has played, Mayor Brainard will be asked to sham his
