Location
This site is located just east of Old Meridian Street and north of Canm;l Drive in Cannel, Hamilton County,
Indiana The project is 110t located withi11 the 100-year t100d zone as shown by the Flood Insurance Rate Map
(FrRM) I R057C0207P, effective Pebruary 19,2003. A copy of the FIRM is located in Appendix A.
Description
The proposed development includes the constnlction of one building, on-street parking and associated off-street
parking, utilities, a \vet pond, and a future building pad area.
Existing Drainage
Under existing conditions, the majority of the project site drains east via overland and shallow concentrated
tlow to the adjacent property. A portion of the site drains west into Old Meridian Street.
Proposed Drainage
fn the proposed condition, the far west portion of the site will drain into Old Meridian Street, as it currently
drains. The majority of the site will drain via sheet /low to three inlets. These inlets discharge into the wet
detention pond at thc east side of the site. Stonnwater held in the dry detention facility will drain through a
restnctor pipe and wlll outlet near the propel1y line. The detention facility was designed to contain the
1 OO-year storm without overtopping Stormwater release from the dry detention facility is controlled by a 6-inch
control orifice .md includes an emergency spillway to provide tlood release for stonn events that produce runoff
greater than the laO-year frequency stann. The minimum 6-im;h diameter orifice, as required by the stormwater
ordinance, discharges at a rate higher than the 0.1 and 0.3 d's/acre allowable discharge restnction.
Post-Construction BMP
The detention pond has also been designed as a wet pond to be uscd as a permanent post-constrLIction Best
Management Practice (BMP). The volume of stOtn1\Vater mitigated by wet pond is calculated as follows.

Rv = 0.05+.009(1) = 0.05 + 0.009 * 75 % = .722
The calculated volume of the permanent pool is 0.57 acre/feet.
(3) (.168) = 0.505 < 0.57
The pond meets the requirement of the permanent pool volume, exceeding three times the water quality volume.
The pond has been designed with a length to width ratio of approx.imately 2: 1. The depth of the pond IS
approximately eight feet with a 10-foot safety shelf acting as the littoral zone. The side slopes have been
designed at a maximum slope of 3: 1, The outlet pipe designed for the detention pond will also function as the
wet pond outlet. A Snout has been installed 1I1 the upstream structure from the pond to provide the second
required BMP. Additional information can be found in Appendix E.
Conclusions
No adverse impacts are expected from the construction of the proposed project, Although the discharge from
the dry detention bcility exceeds the Allowable Discharge restriction, this condition could not be avoided since
the ordinance also stipulates the control orifice shall not be less than six inches in diameter.
