Docket No. 08010011 DP/ADLS: Old Meridian Plaza (RA Franke Subdivision~ lot #8A) The applicant seeks site plan and design approval for a 4- story officelretail building. The site is located at 12863 Old Meridian St. and is zoned OM/MU- Old Meridian, Mixed Use. Piled by Ersal Ozdemir of Keystone Group, LLC. The petitioner seeks to develop a 4-story mixed use office/retail building within the Old Meridian corridor on approximately 2.5 acres of land. The building materials are predominantly brick, cast stone and EIFS. No residential uses are proposed. The development plan also shows a possible future 11,400 sq. ft. building located on the eastern half of the site. Environmentally friendly site and building features are proposed. There will be a dry detention area at the back of the site. The petitioner is also seeking administrative replat approval to combine two lots into one to alleviate any property lines from running through the project. Part of the building will utilize separate dog and cat kennels what wi II use hoth odor and noise mitigation. The ground sign will be internal1y illuminated with white text day and night. The tenant wall signs will be black by day and shine white at night. At the February 25 BZA meeting, the board unanimously approved all variances and use variance requests, with the condition to reduce the tenant signs on the east elevation by 50 percent (down to 16 sq ft) and add pet waste stations. The project was received favorably with no remonstrance. 2. The dumpster enclosure height was discussed. 3. The conunittee voted on a 4-0 favorable recommendation to the fuB Plan Commission. Staff comments/concems: 1. The City Forester is comfortable with the landscape plan. 2. The Engineering Oept is comfortable with this item going back to Full Plan Commission, and is working with the petitioner on finalizing some last-minute changes to the plans before the project appears at the Full Plan Commission meeting: There are still issues related to access and the opposing curb cut modifications that need to be addressed before Enginet::ring provides a favorable recommendation for approval. They may have these items worked out prior to the April 15 meeting m1d will provide updates the day of the meeting. DOE is also unceJ1ain if a shared access easement has been indicated to allow a shared access for future development to the south. 3. Though not required, the petitioner should consider using LEED or 'green' building practices and consider using pervious pavers in all or part of the parking area. 4. The petitioner should provide the Findings of Fact sheet to the Commission, found in the Development Plan application. The Department of Community Services recommends the Commissioll vote to approve this item~ after all comments and concerns are addressed.
