TRANSPORTATION IN CENTRAL INDIANA
WHEREAS, the Cil-y of Carmel supports the;Campaign for.flctive Multi-Modal.
Transportation iii Central fiidiana because citizens'are clemanding more choicEfTq `
trausportation`to eonnectto accessible destinations, tliat,will diive,'economicand
community developmentto elihanee quality=of life,mid physical and environmental
health::and
WHEREAS, studies show that people arb,more likely to ride'tralisii, walk, or ride their
bicycles iftieii-:destinations or transit ?stop7isless than-Half a rnilc"(ivalking),and vuithin
two to ihree miles (bicycling); and
WHEREAS, constructing'anetwork of €i'onniotorized transportation i'nFrastructure
facilities in-order to damonstrate the extenttoo-whlch iicyclnig.and walking ca€i carry a
significant part of the ti ahspo€ tat on load, thus ;playng a' major role-in transportation'
solutions°in Central Indiana; and
WIIEREAS; City of Carmel believes that.by lcvcraging! the resamces,of partnering
age c es, the.2010 Campaign,forActivelransportatiou will ftindan..initial, yet
ezpand"able system ofpedesti'iali aiid:bicyclc network-pri`otitlcs,and make c.onnecti'6ns to
neighborhoods, transirsiops and faeiliues,to:,signif'cautlyincrease;,walking; bicycling and.
transit as viable modes of travel i€i Ceimi7al;lndiana;,and
WHEREAS; the Rails-to=Trails Conservancy is bui'Iding upon-a,pilot plogiam from the-
20,05'federal transportation act, where l'otar'cotpmunit es were provided with325 million
each over four years to demonstrate that targctecl,investiiients,can^resu]t=in,transportation
mode-shift to bicycling and walking;-and
WHEREAS, the hails-to-Trails Conservancy seeks to expand [heir program iii-the next.
federal transportation reauthorizatioic_to include2at3cast 40 conimC ttties; with $50 million
per community over'six years to_promote active't€ ens"poRatton;, afro
WHEREAS; the Rails-,to-Trails Gonscivancylias;ide€itifieil the Indianal)olis;Meteopolitan
P]anning;Area as:a candidate for the expanded program; called the-2010 Campaign for
Active Transport_ciiion;. and
WHEREAS;-the Indianapolis,Metropolitan,Planning_,Ai-ea is agreat exampleofa

WHEREAS, our region benefits from active bike-pedestrian-trails groups in most
municipalities, and from strong regional.advocacy organizations such as the Indiana
Greenways Foundation and the Health by Design Coalition, and also fiom supportive
planning efforts such as the Regional Pedestrian Plan, Greenways Master Plans and
Transit Plans; and
NOW, THEREFORE, ICE IT RESOLVED by the Common Council of the City of
Carmel, Indiana, that the City of Carmel strongly supports Central Indiana's participation
in the 2010 Campaign for Active Transportation for the significant non-motorized
transportation opportunities it will provide.
PASSED by the Common Council of the City of Carmel, Indiana this -a P% d day of
2005, by a vote of (.o ayes and ? nays.
