Please respond in writing to the preliminary review comments listed at the
bottom of the 04/16 docket no. assignment email, and please do that before
noon Friday, May 16. For your convenience, they are listed again, below:
a) Please make checks payable to City of Carmel if you are paying via check.
b) Provide a copy of the Official List of Adjacent Property Owners from the
Hamilton County Auditors Office. (Make sure to check Carmel BZA on their
form.)
c) *The Current in Carmel only prints on Tuesdays, and their filing deadline is
usually 14 days prior to their printing date. Please submit your Microsoft
Word file of the legal ad to them before Noon, Fri., April 25 so that it prints
on time Tues., May 6. Their contact info is 317-489-4444 or
legals@youarecurrent.com. (Please refer to page 6 of the attached Handout
for a template of wording to use for the legal ad and the mailings the Notice
of Public Hearing.)
d) The mailings/notices to the adjacent property owners should be done by
first class mail with Certificate of Mailing (not Certified Mail). (Please provide
us with the stamped receipts of the certificate of mailings for the file on or
before Noon, Thursday, May 22.)
e) Please provide the filled out & notarized Placement of Public Notice Sign
Placement Affidavit form (found in Handout) once the sign is placed.
f) Please provide the filled out & notarized Petitioners Affidavit of Notice of
Public Hearing form (found in Handout).
g) Please provide the filled out Notice of the Public Hearing form/template
(found in Handout).
h) Please provide proof of notice, such as Publishers Affidavit from the
newspaper, once you receive them.
i) Planning Staff is not supportive of the request, as proposed, and the
Petitioner should work with the Citys Sign Permits Specialist, Aliza Shalit, to
come up with a proposal that Planning Staff can support.
j) Please make sure to list out the true practical difficulties and hardships
associated with having to comply with the zoning ordinance.
k) Please have your Findings of Fact written out for each separate variance
(three (3) total), and please write them so that they address the specific topic
of the variances requested, with more details as to why you need that
specific variance approved, etc.
l) Additional review comments (if any) will be issued through ProjectDox, our
online plan review software.

Angie Conn's Response: i) the BZA Info Packet will be
forward by May 16th. k) Updated Findings of Facts have
been uploaded in Correspondence. Two separate
Findings of Facts for PZ-2025-00077V and 00080V now.
We will change and meet the ground sign masonry base
to proper code. (00081V)

Thank you for addressing most of these comments...
Regarding comment i) Planning Staff is still reviewing
the revised variance petition and will issue the BZA Dept
Report on the afternoon of May 22 with its analysis and
vote recommendation to the BZA after we receive your
BZA Info Packet by May 16 with the latest, updated
proposal for signage. Regarding comment k) this
comment remains active; we need a filled out Findings
of Fact form for each variance being requested (and
depending on your next set of revisions, the need for
the 'Ground sign masonry base' variance might go
away...)
Regarding comment l) please address Aliza's latest 2
review comments. Thanks again.

Cornice has been revised to meet code. (ground sign
masonry base shale be at least equal to width and
depth of sign. Current ground monument sign will also
be modified so base also meets new code.

Dimensions of the sign spandrel panel (wall where sign
will be installed have not been included. Final size will
be confirmed when sign permit applications are
reviewed taking in consideration the spandrel panel
dimensions for each sign location. Sign Permit
applications are required for all new signs. Please apply
through our online permitting site. Completed
renderings and sign schematics will be required.

I think the latest file should include the full
specifications. No lighting for the signs, flush mounted
to the fascia and dimensions. I thought that my

dimensions. Their will be no lighting features. Sign
(letters are mounted flush to fascia) In addition, this
applies to the South Lobby Elevation as well. Revised file

Good morning,
When Aliza and I met with Marty from Harvest we were able to confirm that they were willing to widen the masonry
base of the proposed sign and bring the existing sign base up to code to avoid that additional variance. We also
discussed removing one of the wall signs and exploring the idea of a wall mural in that area later. Aliza confirmed with
me that staff is only supportive of the additional ground sign and is not supportive of the additional wall signs, according
to Mike. I would circle back with him to make sure nothing has changed on that front.

In looking at their BZA info packet, it looks like they have removed one of the requested wall signs and are now only
asking for 4 total signs. What do you think?
Also, it looks like they widened their sign base on the Front View of the proposed south Ground Sign and will no
longer need a variance for that. But the BZA info packet shows two different versions of that south Ground Sign,
but I think it is safe to say that they now comply (especially after viewing their ProjectDox responses and uploads).
I propose that the BZA agenda item now reads as the following (Do you concur?):
(V) Harvest Church Sign Variances.
The applicant seeks the following development standards variance approvals for additional signage:
Docket No. PZ-2025-00077 V UDO Section 5.39(H)(2) One (1) sign allowed per
street frontage; Four (4) requested (1 existing ground sign, 1 proposed ground sign, 2 proposed wall signs).
Docket No. PZ-2024-00080 V UDO Section 5.39(H)(2) Signs not facing any public
street right of way not allowed; Three (3) requested (3 wall signs)

Hello Marty,
After reviewing the proposed signage Staff has made the determination that as presented this request
would go in front of the full BZA board without Staff support.
Per UDO sign standards (as well as PUD) Harvest Church is entitled to one sign per street frontage, a
total of 5 signs are being requested, one of which is existing and three were never presented as options
during the recent ADLS Amend for a new building and parking lot. Staff would be supportive of one (1)
additional sign (either the ground sign or wall sign on the south side of the building). That said, the ground
sign would have to follow present day UDO sign standards for Ground/Monument signs. Unfortunately,
the original ground sign design has a base that is not as wide as the sign itself which is now required for
all monument signs. The options for this are updating the base for both existing and new ground signs or
requesting a variance from that section of the UDO so the new sign can match the old one.
While reviewing the proposed wall signs it was also noted that you are proposing adding wooden textured
spandrel panels in 3 locations on the building. These architectural details were not previously presented
during the recent ADLS approval, so at a minimum an administrative ADLS Amend review will be
required. This review may also include the proposed pergolas/outdoor swings that don't currently
complement the building architecture per the Legacy PUD. Staff would also like to discuss the removal
of the diamond pattern on the existing building as agreed upon during the review of the original ADLS
Amend for the addition project.

Joe and I will review this with Aliza and then let you know what BZA variances you need to seek and whether
Planning Staff can be supportive of them. 5 signs is a lot to request when only 1 is allowed. You are also requesting
all wall signs to not face the street…
With variances, you have to prove a practical difficulty to the Board of Zoning Appeals as to why you cannot
comply with the zoning ordinance regulations.

In the meantime, for that 2 proposed Ground Sign have you considered instead utilizing the free/exempt Traffic
Directional Sign option? ( It can be up to 3 feet tall and up to 3 sq ft in size.) We will be in touch, soon. Have a nice

Joe and Angie, After compiling the information needed for our Harvest Church sign variance process, I am
attached the materials and information from our sign contractor. I hope this can begin moving forward with our
variance request for installing a second monument sign at our new south parking lot entrance.
Per Aliza’s request, attached are the following:

Permitting 1.0 – Legal description of property, proposed building sign on south elevation, proposed building sign
on north elevation (removing currently “You Are Loved” sign), proposed building on north elevation of office
building. These would be all of the building signs proposed. None of the signs face River Road.
Building Signage – Specs for the proposed building signage
Permitting – Legal description and specifications on existing River Road monument and Duplicate Monument for
Variance
Duplicate Monument – Specifications for new additional monument
I hope this can continue the process for our sign variance for a second monument sign. Requesting permits and
sign variances are not something I do very often, so thank you in advance for guidance and your assistance for this
permitting.

Good Morning Mr. Baker,
Thank you for reaching out. I am copying Joe Shestak and Angie Conn who will be your contact point for
the variance process. They will guide through the process.
Before we can determine which variance process is appropriate, please review the following items:
Other than the existing ground sign, what other signs are present on the building/s?
Is there any other signage being proposed? Per UDO sign standards, this parcel may have one sign
per public street frontage (one public street frontage, one sign).
During the ADLS Amend review process, there were other proposed signs (canopy signs) as well
as multiple existing wall signs/murals. Please provide a full sign plan that should include all
existing and proposed signs including incidental directional signs.
The new ground sign must follow present day UDO Sign Standards for ground signs regardless of
what the existing ground sign looks like. Please see attached sign standards (sections E, H, and
Sign Chart A: Ground Signs). The only UDO requirement that does not apply is the need for a

delineated cornice as per the Legacy PUD. Signs must have appropriate landscaping and a base
that is as wide and deep as the sign.
The stand-alone construction signs shown in the photos below have not been permitted and are
prohibited as installed.
Ground signs, temporary or not, must be installed into the ground and must be permitted.
