Please respond in writing to the preliminary review comments listed at the
bottom of the 05/09 docket no. assignment email, and please do that before
noon on Friday, June 13. For your convenience, they are listed again, below:
a) Please make checks payable to City of Carmel if you are paying via check.
(Or you can pay online via credit card, but please note a transaction fee
might apply. With online credit card payment, be sure to include your Docket
No(s) and select Planning & Zoning.)
b) Provide a copy of the Official List of Adjacent Property Owners from the
Hamilton County Auditors Office. (Make sure to check Carmel BZA on their
form.)
c) *The Current in Carmel only prints on Tuesdays, and their filing deadline is
usually 14 days prior to their printing date. Please submit your Microsoft
Word file of the legal ad to them by Fri., May 23 so that it prints on time
Tues., June 3. Their contact info is 317-489-4444 or
legals@youarecurrent.com. (Please refer to the Handout for a Template of
wording to use for the legal ad and the mailings.)
d) The mailings/notices to the neighbors should be done by first class mail
with Certificate of Mailing (not Certified Mail). Please provide us with copies
of the certificate of mailings on or before Noon, Wed. June 18.
e) Please provide the filled out & notarized Placement of Public Notice Sign
Placement Affidavit form (found in Handout) once the sign is placed.
f) Please provide the filled out & notarized Petitioners Affidavit of Notice of
Public Hearing form (found in Handout).
g) Please provide the filled-out Notice of the Public Hearing form/template
(found in Handout).
h) Please provide a copy of the Publishers Affidavit from the newspaper once
you receive it.
i) Please consult with John Thomas in the Carmel Engineering Dept. on the
proposed drive going over the existing creek on the property.

j) Please make sure to list out the true practical difficulties and hardships
associated with having to comply with the zoning ordinance. (Providing the
filled out Findings of Fact form, found in your application/handout).

Is the proposed driveway material to be asphalt?

No. The current driveway to my parents' house is gravel,
so that is what I'm planning to have for our driveway as
well. The only spot that would be different is I am
assuming the engineer will tell me the part of the drive
over the creek will need to be concrete.

I have sent calls and emails to multiple people who are
working on determining the direction of the closest
sewer line, and then I can apply for the permit.

Engineering Advisory: Please Confirm that this submittal is only for variance
application and not for a building permit.
The submittal for building application must include the following:
Total disturbance area, construction phase erosion control plan, FFE, MFPG,
MLAG, site plan that shows all existing easements and utilities, and grading
and drainage information. If the total disturbance exceeds .25 acres,
additional information may be required by the City of Carmel.
NOTE: Crossing the existing creek with the proposed driveway will likely
require hydraulic analysis to ensure the culvert is sized correctly.

It appears the project will disturb over 1/4 acre of land which will require an
approved stormwater permit for the project prior to construction.
Stormwater permit approval will require engineered determination of the
100 year flood elevation of the creek, appropriate sizing of the culvert in the
creek, drainage report, construction plans, and detention facilities as
necessary. Additionally, the culvert may require federal and state permitting
for impacts to a Water of the U.S., which will need to be acquired before
stormwater permit issuance.

Please provide the anticipated land disturbance amount needed to install all
improvements that don't currently exist. This shall include all limits of
clearing and grading necessary to install drive and building pad.

The home design appears to be a slab foundation, which means the land will
need to be regraded to accommodate. Please provide a preliminary grading
plan showing anticipated limits of disturbance to construct the home and
driveway.

How do you envision future owners of the site utilizing the accessory
structure?

My future plans for the property include moving into
the primary dwelling once my parents are no longer
living there. Then the ADU would be available if either
of my children would want to live there once they are
grown.

Hello,
My name is Molly Smith, and I am applying for a use variance for an accessory dwelling unit. As my
parents have aged, they have both developed neurological issues that have caused mobility to be a
growing concern. It would be ideal to be near them so I can help with whatever I can. I would also
love to be back in the Carmel school system for my two young children, as both my father and I went
through the Carmel school system. Please don't hesitate to reach out with any questions or concerns,
and I look forward to hearing any advice or recommendations you may have. I have attached the plot
