RE: Vance Minor Plat – 2911 E Smoky Row Road
To whom it may concern:
The intent of this project is to subdivide the existing ±12.5-acre parcel located at
2911 E Smoky Row Road into two single-family lots and a common area for
detention. The site is currently zoned R-2. The new single-family homes will be
accessed from Smoky Row via a single shared driveway which will be in line with
the existing driveway on the north side of the road per Carmel staff’s requirement.
The existing drive on the west side of the property will remain in place, as it is the
only access to 2907 E Smoky Row.
Based on the existing right-of-way shown on the minor plat, it is not anticipated
that any additional right-of-way will be required to be dedicated at this time to
meet the City of Carmel Thoroughfare Plan. Water, sewer, gas, and electric public
utilities are readily available and directly accessible to the property. The new
homes will be served by public utilities in accordance with Carmel requirements.
The common area will contain a wet detention pond that will meet the stormwater
quantity and quality requirements for the property. An access easement will be
provided on Lot 1 for access to Lot 2. A drainage easement will be provided along
the west property line to allow maintenance access to the pond.
The south boundary is centered on Cool Creek, and a portion of this property falls
within the floodplain/floodway; however, no development will take place south of
the existing tree line, and all floodplain area will remain undisturbed.
