(V) Heisey Garage Bay Addition Variance.
The applicant seeks the following development standards variance approval for a garage addition:
5. Docket No. PZ-2025-00089 V UDO Section 5.02(B)(3)(a) The combined square footage
of the ground floor area of garages and/or accessory buildings shall not exceed 75% of the ground
floor area of the principal building, 95% requested.
The 0.46-acre site is located at 13885 Adios Pass (Village of Mt. Carmel, Section 6, Lot Pt 324). It is zoned
S-2/Residence. Filed by Geoffrey Heisey, owner.
General Info:
• Petitioner seeks approval to construct a 12-ft by 32-ft garage addition, for addition 384 sq. ft.
• An attached garage and shed already exist on the site.
• Variance approval is requested for total accessory building/use ground floor area.
• Pending building permit is B-2025-00505.
• The site is not located in Village of Mt. Carmel subdivision; Petitioner states that an official Homeowner’s
Association (HOA) does not exist (per HOA form). The HOA is more of a social club with no enforcement
of any neighborhood covenants/restrictions.
• Surrounding this site are single family residential dwellings.

Variance Requested:
Accessory Building Gross Floor Area -
• The UDO states that the combined square footage of the ground floor area of garages and/or accessory
buildings shall not exceed 75% of the ground floor area of the principal building, and 95% is requested. This
is a variance of 20%.
• The current principal ground floor area is 1,157 SF (square feet).
• The current total accessory square footage area is 709 SF (629 SF garage + 80 SF shed).
• A 384 SF garage addition is proposed.
• A 629 SF existing garage + 80 SF shed + 384 SF proposed garage addition = 1,093 SF total accessory/garage
Then, divide that by the 1,157 SF First Floor Area & multiply it by 100 to get 94.46%.
• The garage addition materials and colors will complement the primary residence.
Remaining Review Comments:
• The Petitioner addressed all planning/zoning review comments.
Final Comments:
• The Planning Dept. supports the variance request. The garage addition will look like it has always been there.
• Petitioner, please work with the Carmel Engineering Dept. and/or Board of Public Works (BPW) to obtain
any necessary Right-of-Way (ROW) permit approval.
Findings of Fact:
• Please refer to the Petitioner’s Findings of Facts included in their BZA Info Packet.
Recommendation:
• The Dept. of Community Services (DOCS) recommends positive consideration of the variance request, and
with the adoption of the Findings of Facts submitted by the Petitioner.
