The property located at 10470 Roxley Bend, Carmel, IN 46032, is a single-family home that the owner, Vivian Cain,
seeks to use as a Short-Term Residential Rental (STRR) for stays of 30 days or fewer, consistent with the City of
Carmel’s ordinance definitions.
The home will be offered in its entirety—no rooms will be sublet or shared—and will be rented through recognized
short-term rental platforms such as Airbnb and VRBO. The property is fully furnished and will serve as temporary
lodging for vetted guests, including business travelers, visiting family members, or individuals relocating to or exploring
the area.
The owner is committed to maintaining the quiet residential character of the Windsor Grove neighborhood. Rentals will
be professionally managed, with oversight that includes:
Pre-screening of all guests
Clear and enforceable house rules (quiet hours, occupancy limits, trash collection, parking)
A reliable cleaning and maintenance schedule
Immediate response procedures in place for any guest-related concerns or issues
No commercial signage, events, or large gatherings will be permitted. The home will be maintained to the highest
standards and treated with care and respect for neighboring residents. The goal is to operate a safe, compliant, and
community-conscious short-term rental that contributes positively to the neighborhood while responsibly utilizing the
property.
Project Description: Cain Short Term Residential Rental. Conversion of residential property into a Short-Term
Residential Rental (STRR), including any required safety, code, or aesthetic improvements to meet city regulations and
enhance guest experience.

* Applicants must be a Permanent Resident (may be an owner or lessee) of the proposed Short Term Residential
Rental Unit. Initial applicants shall have occupied the Dwelling for at least sixty (60) consecutive days with intent
to establish the Dwelling as their primary residence. Renewal applicants shall have occupied the unit for at least
two hundred seventy five (275) days of the proceeding calendar year.

SPECIAL EXCEPTION PROPOSAL:
Note that Special Exception approval is not necessary for specific dates (up to 30 days per calendar year) on
which the Mayor has suspended the requirements of UDO Section 5.72. See annual Council Resolution for more
