This letter serves as oIicial notice that a Special Exception petition has been filed with the City of
Carmel Board of Zoning Appeals regarding the property located at 10470 Roxley Bend, which is
owned by Vivian Cain.
The petitioner is requesting approval to operate a Short-Term Residential Rental (STRR) at this
location. This use is defined as the rental of a dwelling for periods of 30 days or less and is
considered a Special Exception in the S-1/Residential Zoning District, per the Carmel Unified
Development Ordinance (UDO), Section 5.73.
A public hearing has been scheduled before the Board of Zoning Appeals Hearing OIicer:

Statement of Variance Request
The petitioner, on behalf of property owner Vivian Cain, respectfully requests a Special
Exception from the Carmel Unified Development Ordinance (UDO) to permit the use of the
property located at 10470 Roxley Bend, Carmel, IN 46032 (Windsor Grove II – Lot 9) as a
Short Term Residential Rental (STRR). The property is currently zoned S-1 Residential,
where STRR use is not permitted by right and therefore requires approval under UDO
Section 2.03 – Permitted Uses, Residential.
This request seeks approval to allow the entire single-family home to be rented for
durations of 30 days or fewer, under a professionally managed, owner-aligned hosting
model that prioritizes neighborhood integrity, safety, and city compliance.
