1. Docket No. PZ-2025-00087 DP/ADLS: Republic Airways Hotel - Addition.
The applicant seeks design approval to construct a six-story, 60,930 square foot hotel (84 keys) with first floor
retail as an addition to the 8 story/850 space parking garage. The site is located in the Meridian Corridor at 20
Brickyard Lane, Carmel, IN 46032. The property is zoned C2/Mixed Use. Filed by Alex Stephens of Kimley-
Horn on behalf of the owner, Republic Airways, Inc.
Site Context:
The overall site is bordered by US 31 on the west, Carmel Drive and Capital Group to the north (zoned MC/Meridian
Corridor), Pennsylvania St. and Penn Circle Apartments (zoned UR/Urban Residential) and Encore Sotheby’s (zoned
UC/Urban Core) to the east, and Sunrise Senior Living (zoned MC/Meridian Corridor) to the south. The three other
buildings on campus were approved under Docket No. 20020017 DP/ADLS – Training Center and Hotel; and Docket No.
2023-00251ADLS – Headquarters building. Please see the Petitioner’s Info Packet for additional information.
Project Details:
• Hotel addition:
o 60,930 square-foot hotel over five floors (76.5’ tall), concealing the west and north facades of garage
o This is a separate building from the existing hotel on site, providing 84 additional rooms
o The first floor of the hotel building will have 2 commercial spaces opening to the internal street.
• Parking garage:
o The existing structure is 8 stories, providing 850 parking spaces
o 3 new on-street parking spaces will be installed on the north side of the garage building
o 25% (212.5 spaces) of the total garage spaces are reserved for tenant usage, the rest are open to the public
• Building design and materials:
o Proposed hotel design and new garage screening will complement existing buildings’ modern style
o Brick base (dark iron spot), metal panels – gray and silver, accent metal panels – shades of blue, curtain
wall glazing
• Site design:
o Constructed north of existing hotel, to east of HQ currently under construction.
o 31.0% open space provided, 20% required
o 10’ sidewalk is shown along Pennsylvania St. – this will need to be changed to an asphalt path.
o Additional sidewalks and space for outdoor seating are also provided around the building.
• Bicycle parking:
o 8 Short-term spaces are provided – 4 at the SW corner, near the hotel entrance, and 4 on the north side of
the building, adjacent to the retail space
o Please provide more details on long-term bicycle parking spaces within the garage.
• Lighting:
o Streetlights will be installed along Brickyard Lane to the north of the building and adjacent to the
sidewalk along Pennsylvania Street.
• Landscaping:
o The north and east sides of the garage will be landscaped.
o Several planting beds will be located on the west side of the garage along the internal street.
o The Urban Forester has approved the Landscape Plan.
• Signage:
o Standard “P” Parking signs will be installed at the entrances to the garage.
o Signs for the two commercial tenants will be installed on the awnings above their respective entrances.

The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item.
