Please respond in writing to the preliminary review comments listed at the
bottom of the 05/23 docket no. assignment email, and please do that before
noon on Friday, June 13. For your convenience, the remaining reveiw
comments are listed below:
i) Please make sure to list out the true practical difficulties and hardships
associated with having to comply with the zoning ordinance.
j) Please have your Findings of Fact written out the variance request and
please write them so that they address the specific topic of the variances
requested, with more details as to why you need that specific variance
approved, etc.
k) Additional review comments (if any) will be issued through ProjectDox, our
online plan review software.

Just a 'heads up' that the Carmel Engineering Dept. *might* require on-site
stormwater detention (since you are exceeding the allowed lot coverage) or
payment into the Stormwater Fund.

is this going to be a 4 seasons room or a 3 seasons room? Will window
panes go in, too, and be removable, or will it have screens only?

I was not aware of a 3 seasons room and was told it is a
4 seasons room. It will not have window panes and will
only be screens. If I need to change anything per the
BZA info packet please let me know. Everything says 4
seasons room.

It appears there is a concrete patio that was installed that is not on the plot
plan submitted for the lot coverage calculation. We are calculating the
existing lot coverage at around 41% and with the addition we anticipate a
43% lot coverage. Please revise lot coverage request.

The patio is not included in the lot coverage because it
is being removed. The plot plan is accurate for concrete
purposes.

In order for the department to approve a lot coverage variance a $6000
contribution to the City's thoroughfare fund or reduce the hard surface on
the lot so there is no increase in existing lot coverage with the project.

The contribution will not be required as long as the lot
coverage remains the same as the existing condition of
41% due to the previous contribution for the
construction of the lot. However, additional lot
coverage requests in the future will result in the
requirement to make a contribution.

Hello again, Samantha –
Here is the email response I received from the Carmel Engineering Dept.: The lot already paid $6000 to build, and if
it is staying at the current 41% (lot cover), we would be willing to waive the $6000. However, additional lot
coverage increase variance requests will require an additional fee paid.
I hope this makes sense to you (I still do not fully understand).
Feel free to reach out to them for clarification, if needed (317-571-2441 and/or jthomas@carmel.in.gov (and CC:
eprescott@carmel.in.gov and soneal@carmel.in.gov )).
I would just ask that you continue to work with that Dept. to come to a resolution. Thanks!

I think that is all for now. No additional paperwork needed for the variance side of things.
I have also reached out to the Engineering Dept. to clarify that you are removing the patio area, along with adding
the three seasons room. We will have to wait and see what they say about the Stormwater Fee.
The BZA Dept. Report will be released tomorrow afternoon, and we will recommend positive consideration of the
variance request, with the condition of the Petitioner addressing the last few remaining review comments in
ProjectDox (online plan review software).

Hi, Samantha –
I received your email and voicemail message regarding the Chapman Lot Cover Variance for 525 W. Main St.
It looks like the Carmel Engineering Dept. will require on-site stormwater detention or payment into the
Stormwater Fund ($6,000). I think they have until June 27 to complete their re-review task in ProjectDox. If you
need to coordinate or discuss things with them before the June 23 BZA meeting, then please contact their o?ice at
317-571-2441 and/or jthomas@carmel.in.gov (and CC: eprescott@carmel.in.gov and soneal@carmel.in.gov ).
Over time, improvements have been made to the subject site, such as a 2020 remodel and garage addition, patio
expansion, etc., and this has contributed to the extra lot coverage over the years. It is not just this 3 seasons room
addition that is doing it.

Hi Samantha – I received your voicemail message.
This ProjectDox project is still in a review cycle, where the engineering department still has to complete their
review task. You will not be able to upload documents or type in responses to the review comments during this
time period. When all reviewers are done reviewing, the system will then send you an e-mail letting you know that
you have an ‘applicant upload’ task. Then, you will be able to upload documents and type in responses to the
review comments.
Please note that this ‘hold up’ will not hinder your BZA variance. And, thank you for providing the written responses
via email, below! Early next week, we will also let you know if we need anything else from you, before we issue the
BZA dept. report, which contains our analysis of the variance request, vote recommendation, etc.
If you have not yet provided Joe/Bric with your BZA Info Packet, please feel free to just email it to them/us if your
ProjectDox Applicant Upload task does not become available before noon tomorrow/Friday. Thanks!

Good afternoon,
I went to start adding items to the ProjectDox and realized I did not receive any notifications that there had been
questions to be reviewed.
I am currently trying to answer said questions but I am not allowed to type responses.
I can respond here if helpful but I just want to make sure that my inability to access ProjectDox correctly does not
hinder this BZA Variance.
Ref.# 1.
I believe I have answered all these questions and am adding all the documents if able to ProjectDox.
Ref. #2.
The exterior colors and roof will match the existing home colors and heights.
Ref. #3.
I have already let the homeowner know this might be the case and will be addressed as soon as the Carmel
Engineering Dept gives information.
Ref. #4.

I honestly did not know there was a thing called a 3 seasons room.
I’ve only ever been told about 4 seasons.
It will only have screens. So I guess it’s a 3 seasons and not a 4.
