3. Docket No. PZ-2025-00103 OA: DP/ADLS UDO Amendment
The applicant seeks to amend the UDO pursuant to City Council Resolution 05-05-25-01 which directs
the Plan Commission to consider amendments to UDO Sections 2.20, 2.21, and 9.03 of the UDO
relating to Development Plan (“DP”) and Architectural Design, Exterior Lighting, Landscaping and
Signage (“ADLS”) requirements, application, consideration, and approval processes in order to
standardize, enhance, simplify, and better define DP and ADLS approvals. This ordinance further
requires DP approval in B1 and B2 districts. Filed by the Department of Community Services on behalf
of the Carmel City Council.

DOCS Analysis:
The Department of Community Services and Department of Law were involved in the Council’s Land Use
Committee discussions regarding the proposal to update and more clearly distinguish the standards, submittal
requirements, and evaluation criteria between the Development Plan and ADLS approval processes. This
proposal is one of several anticipated as part of the Council’s Land Use Committee’s ongoing review of the
Unified Development Ordinance (UDO).
Recommendation:
The Department of Community Services recommends the Plan Commission send this item to the Plan
Committee meeting on Tuesday, July 1st, with the Committee having final voting authority.
Note that the Plan Commission's deadline to act upon this item is Saturday, August 16, so the Tuesday, August
5 Committee meeting will be the last opportunity to act before the deadline.
