This past weekend June 6-8, 2025, the house was rented out for a bachelorette party without a short term rental permit yet which is a violation of the City ordinance. The owner, Vivian Cain left her house Fri late afternoon, the customers arrived from Illinois in several vehicles, and they stayed until Sunday morning when they locked the garage door then drove off, the owners returned shortly after. All morning and early afternoon Saturday June 7, 2025, the outdoor music at the pool party was so loud that it disturbed neighbors. One of the neighbors behind them in Shelborne Green said the pool party music was so loud even with her windows closed they were unable to focus on their work as a writer. A noise disturbance was called in to the non emergency police number. A bachelorette party goer spoke with a neighbor and apologized for their music being so loud and they were told by the neighbor that some of us actually live here. On Sat June 7, 2025, there was some sort of a plumbing issue and the plumber was called and the owner of the house Vivian Cain drove to the house as she was clearly not staying there as her car was not present since late afternoon Friday and parked in the culdesac and conversed with the plumber outside. Then she drove away and did not return until the customers left Sunday morning. I have a short video with how loud the music was even at my house next door to share with the BZA members. We feel that this is a violation of the City of Carmel code where a short term permit is required before renting out short term rentals and should be noted by the BZV members. Thank you. Helen Wang 1
