The applicant seeks the following development standards variance approval for a 3-seasons room: 6. Docket No. PZ-2025-00113 V UDO Section 2.10 Maximum 35% lot cover allowed; 41% requested. The 0.27-acre site is located at 525 W. Main Street. (Johnson Addition subdivision, Lot 3A). It is zoned R-2/Residence. Filed by Samantha Alberts of KD Landscaping Inc., on behalf of David & Traci Chapman, owners. General Info: • Petitioner seeks approval to construct a 20’ x 20’ three seasons room addition onto the existing house. • BZA variance approval is requested for exceeding maximum allowed lot coverage. • The site is in Johnson Addition subdivision; there is not an active Homeowner’s Association (HOA). • The lot just to the east of this subject lot shares driveway access to York Drive. • Surrounding this site are detached single family residential dwellings and multifamily apartments. • Please see the Petitioner’s Info Packet for more details on the variance request. Variance Requested: Lot Coverage - • The UDO allows for a maximum 35% lot coverage, and 41% is requested. This is a 6% variance. • The existing lot coverage is around 37%. The existing patio will be removed as part of this project. • The 3-seasons room addition will have an asphalt shingle roof and will have LP Trim Hardy Lap siding, wood posts, and screens for the siding materials. It will match the existing home colors and height. Remaining Review Comments: • The Petitioner addressed all planning/zoning review comments. Final Comments: • The Planning Dept. supports the variance request. The increase in lot coverage is minimal. • BZA variances were granted in 2018 for 515 W. Main St., regarding lot size, setbacks, and lot coverage with Docket Nos 18060007-9 V. At that time, the Petitioner did not see the need to request any variances for 525 W. Main St. Over time, improvements have been made to the subject site, such as a 2020 remodel and garage addition, patio expansion, etc., and this has contributed to the extra lot coverage over the years. It is not just this 3 seasons room addition that is doing it. • Carmel Engineering Dept. comment: The lot has already paid into the Stormwater Fund, prior, and if it is staying at the current 41% lot cover, we are willing to waive the additional Stormwater Fund/fee. However, additional lot coverage increase variance requests will require an additional fee paid. (Planning Staff asks that the Petitioner continues to work with the Engineering Dept. on this item.) Findings of Fact: • Please refer to the Petitioner’s Findings of Facts included in their BZA Info Packet. Recommendation: • The Dept. of Community Services (DOCS) recommends positive consideration of the variance request, with the condition of the Petitioner addressing the last few remaining review comments in ProjectDox (the online plan review software), and with the adoption of the Findings of Facts submitted by the Petitioner.
