Introduction
The White River North WTP Expansion project involves increasing the treatment capacity of the drinking water
treatment plant’s surface water treatment facilities from 34 million gallons per day (MGD) to 59 MGD. Since a
portion of the project is located within the FEMA floodway and an additional portion is in the floodplain, due
diligence includes ensuring that all IDNR and City of Carmel flood protection requirements are met. The proposed
expansion design includes updates to the plant’s chemical storage system to accommodate increased plant
capacity such as in kind expansion of the existing aqueous ammonia (aqua ammonia), sodium hydroxide
(caustic), hydrofluorosilicic acid (fluoride), sodium hypochlorite (hypo), and polyaluminum chloride (PACl)
chemical systems. Additionally, Citizens proposes the addition of two powdered activated carbon (PAC) silos to
store dry PAC which will be fed to the existing slurry tanks as well as the addition of anionic water-soluble polymer
in emulsion (polymer) for sludge conditioning. This memorandum describes how each of the proposed chemicals
will be protected from flood hazard.
Chemicals Not Stored in Special Flood Hazard Area
The existing aqua ammonia, fluoride, and PACl chemical systems will continue to be housed in the existing
Operations Building which is outside of the Special Flood Hazard Area (SFHA) in the area removed from the
SFHA via LOMR in 2021. The proposed PAC silos will also be located outside of the SFHA.
Caustic and Hypo
The caustic and hypo chemical systems will be relocated in the northeast corner of the proposed Filter Building
which is located partially within the regulatory floodway. As shown in Figure 1, the finished floor elevation (FFE)
of the chemical area is at 746.00 ft, which is the Base Flood Elevation (BFE) for the site. However, all door
openings are based above the Flood Protection Grade (FPG) of 748.00 ft. Figure 2 exhibits a section view of the
chemical storage area, where additional flood protection is provided via a containment wall which extends up to
748.00 ft. A Safety Data Sheet (SDS) is provided for caustic (Attachment A) and hypo (Attachment B). Existing
feed equipment will be used for distribution.

Sludge Conditioning Polymer
Polydyne Clarifloc A-210 polymer will be stored in the proposed Residuals Management building within the
floodway to be used for sludge conditioning as part of the sludge dewatering process. The polymer will be stored
where the FFE is above the FPG at 748.19 ft. Additionally, secondary containment is provided via a containment
curb around the chemical totes and poly blend units which extends up to 748.67 ft. A Material Safety Data Sheet

for the polymer is included as Attachment C, and product information for the proposed dynaBLEND Liquid
Polymer Blending System is included as Attachment D.
Conclusion
While three chemicals (caustic, hypo, and sludge conditioning polymer) are proposed to be stored within the
SFHA as part of the White River North WTP Expansion project, all chemical storage areas will include secondary
containment that provides flood protection up to or above the FPG of 748.00 ft for the site.
