Docket No. Docket No. 08040006 ADtS Amend: Meridian Plastic Surgery Center (perkins V~m Nnttn). The applicant seeks approval for a building addition and signage. The site is located at 170 W 106lh St. It is zoned B-5/Business within the US 31 Corridor Overlay. Filed by Eric Gleissner of Civil Sitt: Group for Dr. Stephen Perkins. The petitioner seeks approval for a building addition and srgnage. The petitioner already received Board of Zoning Appeals variance approval for the building's proximity to the proposed road right of way of 106lb Street. Future IllinoIs Street wi] t be located j List east of this site, however the City does not have street plans finalized for this yet, and that is why the street is not shown on the site plan. All new building materials will match the existing building. Tbe building will have dimensional fiberglass shingles, brick veneer, EIFS keystones and Elf'S window arches and wraps The wall signage wi II comprise of intel11all y illuminated black letters and an awning graphic. The "Meridian Plastic Surgery Center" Signs wi] I each be 19.33 ft wide by 1 ft tall, and 19.33 square feet. They will be placed on the south and east facades. The "Spa 170 West" (illuminated) wall sign will be ] 133 ft wide and 1.1 ft tal!, and is 12.51 square feeL. It will be on the east elevation. A more expansive version of this sign will be placed on the awning over thc cntrance on the south side. It will be 31.5 sq. ft. and not illuminated. This awning sign is considered to be a wall sign and is included in the total square footage allowed (80) for this fw;ade, A variance will not be needed to have both of these wall signs facing the same street. However, a variance will be required to have both the existing ground sign and these new wall signs to face 106\11 SI. If Illinois St. existed today, it would be allowed under the Sign Ordinance to transfer the sign that would be allowed to face Illinois Sl. to face 106\11 St. Also, if the applicant seeks to keep its current ground sign, a permit will need to be obtained. A permit was never obtained when the original DP/ADLS went through in 1988. (109-88 DPI.ADLS) In order for the signs on the east fa<;ade of the building to be approved, a public street would need to be built there, Because Illinois St. has not yet been constructed and the City Engineer's office does not have plans drawn up for it at this time, variances will be required in order to install the proposed signs. It is the Department's suggestion that the committee approve the signs contingent upon the construction of Ulillois St. At that time when Illinois St. is completed, tbe applicant may return for sign permits. However, a variance may still be required for number of signs and tWD signs facing one right of way. The Department is concerned with the size oj' the proposed "Spa 170 west" sign on the east facade. Compared to "Meridian Plastic Surgery Centel-" above it, it seems tDO large. Depending on the distance between the building and Illinois SI., either 60 or 80 sq. ft. of signage would be allowed for this fa~ade. Perhaps the two signs could be better designed to compliment each other more, and not take away from one or the other. I The Department will need accurate illustrations showing the signage on the facades as proposed in the drawings. The submilted FronUSouth elevation - Option B (in the packet) does not match what is shown on the drawing. For example, there is no awning illustrated, windows missing on the second story and the sign is not shown above the \vi ndows. Outstanding comments/concerns: I. DOCS has some concerns, listed above. 2. The Forestry Dept is comfortable with the proposed landscape plan. Some plant specie changes may be requested. 3. Please work with the Engineering Oept and/or the Hamilto~ County Highway Dept on commitments for road right of way, a possible pedestrian path, and the encroachment of the parking spaces i11lo the future mad right of way; contact Gary Duncan at 571-2441 and/or David Lucas at 770-4474. 4. Petitioner, please review the Sigll regulations of the zoning ordinance for a multi tenant building: Section 25.07.02-09 al1d 25.07.02-10. Variance approval from the BZA will be required for two signs facing south. S. Variance approval 1'1'0111 the BZA wi 1I be required for the signage oriented east; please show/label the future Illinois Street road right of way to show that the future east facing signs will face a public rond. The Department of Community Services recommends the Committee approve this item, after all questionslcol1ccrns are addressed.
