Statement of Compliance with Comprehensive Plan
146th Street and Gray Road Rezone Petition
The development complies with the following policies in the Comprehensive
plan.
1.1.1 In residential communities, land should be used primarily for residential
purposes. Commercial development within residential corrununities generally
should occur only when the commercial use is not of a community or regional
serving nature and when the intensity and scale is compatible with surrounding
residential uses.
The proposed development is single story and residential scale thereby making
it compatible with surrounding residential and commercial uses. The smaller scale
and single story nature provide a good transition between higher intensity commercial
uses to the north and residential uses to the south.
1.1.2 Transitions, in scale and density, should occur between residential
communities and community/regional employment areas to facilitate
maintenance of neighborhood stability. In areas where zoning changes are
requested, such transition shall be encouraged and considered as part of the
approval process.
The proposal provides the proper transition in hoth scale and density to higher
intensity commercial uses to the north and existing residential developments.
1.7.1 Neighborhood-serving office and retail uses should be located in
residential conununity areas. These uses should be of an intensity and scale
compatible with surrounding residential uses.
The scale and nature of the uses is compatible with surrounding residential
areas.
1.7.2 New neighborhood-serving commercial areas should generally have the
following access characteristics:
· the site is at the intersection of at least a principal arterial or parkway
and a collector; or
. other locations where access is adequate for the use and does not
adversely affect the surrounding residential neighborhood.
This site is located along 146tll Street, which is a Primary Arterial, and Gray
Road, a Secondary Arterial. The small scale of the development and preservation of
significant open space allows for minimal impact to surrounding residential areas as
trafflcfrom the site can utilize the adjacent major thoroughfares.
1.7.4 Neighborhood-serving commercial establishments shall be adequately buffered
from low-intensity residential areas through the existence of at least one of the following:

The proposed development is bufferedfrom surrounding residential areas by
large expanses of preserv(!d floodplain, open space and forested areas. The
development takes extra care to preserve these natural features. Approximately 5 acres
or 40% of the site is preserved as open space. This space is situated between the
residential areas to the south and the proposed development.
2.1.3 Adequate buffering, including landscaping! density, and scale transition
between community/regional employment areas and residential communities
shall be encouraged.
The development provides a substantial buffer area between proposed
commercial structures and nearby residences. Buildings are oriented towards the
major thoroughfares and parking areas to the interior of the site to allow for minimum
impact to surrounding residences.

Primary Plat Supporting Data Report
This document follows Chapter 5 (Procedures for Subdivisions) of the Carmel Subdivision Control
Ordinance. It shall be updated as the review process for this primary plat progresses. An updated and
final report shall be presented to the Plan Conunission.
This development consists of five commercial lots. Single story professional office buildings are the
intended development. Development also will include serving parking, access roadways, access
paths, and utilities.

Service reports have been made to various authorities. At this time, no comments have been received
from those authorities. This report will be updated Vvith all comments received from the review
authorities. Appendix 2 contains the r'equesis.
Sewer and wafer Utilities [5.3.4]
The primary plat contains the proposed water and sewer locations for this project. Refer to it as
necessary.
Existing 8 inch water mains run along the north and west boundaries of the Rroposed subdivision.
The main along the north side of the subdivision is on the south side of 146t1 Street. It is only covered
by pavement or sidewalks in a few locations. This project intends to COlmect to this main near the
northeast corner of the development Vvith a 6 inch main. The extension will extend southward along
the development's east side to approximately the center of the development. It then proposes to
deflect westward and split the development in half. Three fire hydrants shall serve the development.
It is anticipated that the proposed building will have fire sprinkler protection. This extension will
require an IDEM NOl, Idem plan review, and Carmel Utilities Plan Review.
At this time, no sewer serves this parcel. An 8" gravity sewer is on the west side of Gray Road
approximately 950 feet south of this development. The Carmel sewer master plan indicates that this
sewer wiH extend north to 146111 Street. This development will extend this sewer with the coordination
of Carmel Utilities. From the southwest comer of the development, an S inch gravity sewer will
connect to the proposed extension and run north along the east side of Gray road to the south side of
the proposed west development entrance. '[he sewer wiU deflect eastward and extend down the
approximate center of the development and termi nate at the east limits of building development. 6
inch service laterals will connect to the main. Three manholes will be set along the east-west portion
of the sewer main which divides the north and soutl1 halves of the development. An additional
manhole at the property's southwest corner may be necessary to connect the Gray Road main
extension. This extension will require an IDEM NOr, IDEM plan review, and Carmel Utilities Plan
Review.
Expected water and wastewater flows have been assessed as follows: 88% of the project's total
72,244 sft. gross floor area is considered (12% allowance for halls and entries); One employee or
client (person) has been assessed per 144 8ft. of considered floor area; 20 gpd has been assessed per
person. A total daily water usage and effluent has been estimated to be 8,880 gallons. The peak
instantaneous rate of use has been detemlined to be 22,200 gpd (2.5 times the average daily use).
Serving Roadways and Rights-of-Way (5.3.5]
Service reports have been made to various authorities. At this time, no comments have been received
from the Hamilton County Highway Department or the Carmel Streets Department. This report will
be updated with all comments received from the review authorities. Appendix 2 contains the requests.

A soils map and erosion control sheet is a part of the Primary Plat document. Refer to the plat as
necessary.
Protective Covenants and Restrictions [5.3.7]
At this time, no covenants or restrictions are proposed to be recorded with the Secondary Plat. This
development shall be solely regulated by Carmel land usage ordinances.
Application for Primary Plat Review [5.3.8]
The primary plat application may be reviewed in Appendix 3.
Erosion Control Plan [5.3.9]
A soils map and erosion contra I sheet is a part of the Primary Plat document. Refer to the plat as
necessary.
Notification to the Carmel Board of Public Works [5.3.10]
Appendix 4 contains the letter notifying the Carmel Board of Public works of the total number of
water and sewer hook ups and the anticipated usages.

Brookview Properties, LLC intends to submit a preliminary plat to the Carmel Department of Community
Services for a commercial development located on the southeast comer of 146th Street and Gray Road. As
required by the subdivision ordinance, we are notifying you of our water and sewer service intentions. We
plan to coordinate with Carmel Utilities sewer and water main extensions. This development proposes five
water hook ups (ten including fire protection connections) and five sewer hook ups, The sewer extension
may provide significant benefit to nearby residences by allowing their sewer connections as well. This
development will generate a total daily water usage and effluent volume of approximately 8,880 gallons.
