We bave reviewed the pre1hninary plat submitted to the; Hamilton County Surveyor's Office
on July 6, 2007, for tbia project and have the following commentS:
1. The proposed. project falls in the incmporated area and MS4 jurisdiction Df the
City of Carmel.
2. The proposed project DOES faU in a Carmel Wellhead Protection Zone.
3. The proposed projec:t is located in the U .0. Mitchner Regulated DmiD WaterShed.
hIS a portion of the U.G. Mitchner Regulated Drain, and has an unregulated
tributary of the U.G. MitclmerRegulated Drain rooning through the proposed
project.
4. This site will have allowable release rates of 0.1 cfs per acre for the 1 to 10 year
24 hour storm event and 0.3 cfs pet acre for the t 1 to 100 year 24 hour stann
event. This includes any direct nmoff for non-floodplain areas or other areas that
can not be reasonably detain.
S. The proposed site has studied floodplain per Panel227 of the FIRM, dated.
February 19. 2003.
6. }Iamilton County Ordinance 4-26--99.c(6) prohibits the filling of floodplain
(FloOOwaY and Floodway Fringe) of any regulated drain.

Please remove the ""Tree Preservation or Buffer" designation from any area within
the regulated drain easement. Under Ie 36-9.27-33, these trees may be removed
at any time by the Drainage Board Ql" Surveyor, and designating it as tree
preservation is misloading to all parties involved. Also. no new trees will be
allowed within the regulated drain easement per the same statue.
9. Hamilton County Ordinance 4-26-99+C(4) requires :improvements to the open
regulated drain that traverses the parcel. These. improvement will included, but
not limited to, debris and flowline obstruction mnoval, tree clearing from 30' of
top of bank to 30' of top of bank. and stream bank erosion repair and stabilization.
10. Hamilton County Ordinance 4-26-99.C(3) will require improv~e.ms to the
natural watercourse a.eross the site. These Unprovements will incl\lded, but not
limited to, debris and flowline obstruction removal, tree eleannl from top of bank
to top of bank, and stream bank erosion rep~r and stabilization.
11. Please note this site will be required to comply with parts (release rates) of the
new Hamilton County Stormwater Management Techruea! Standards Manual. and
any additional requirements of the City of Carmel St01'n1water Management
Manual.
12. Please submit tOmplete con$tn1ction plans, landscape plans, and dninage
calculations to this office when they become available.
13. Please note that fbrthercomments may be necessary at a later date.

Dear Mr. Thomas:
This letter serves to acknowledge receipt of a transmittal received 07/03/07 containing the
Primary Plat for review. After reviewing the plans the HighwayDepartment has the following
comments: '
1.
Additional Right-of-Way is requested in accordance with the Hamilton County
Thoroughfare Plan. The RfW along 146lh Street is: to be an 85' half within 500' of the
intersection with Gray Road and 75' beyond the initial 500'. Gray Road RfW is to be a
65' half within 500' of the intersection with 146th Street and 55' beyond the'initial 500'. A
corner cut with a 50' le~ is also needed at the intersection. .
The full access on 146' Street will not be allowed. Please remove this entrance as well
as the construction entrance at the same location from the plans.
Please note the removal of the existing residential drives that exit onto 146th Street at the
east end of the property.
Please include this statemenron the Primary Plat: Decorative signs, sprinkler systems,
trees, landscaping mounds, fences, light poles or other such amenities are not permitted
within the Right-of-Way of 146lh Street.
Please be aware that further comments may be needed at a later time.
