Dear Ms. Williams:
We have reviewed the concept plans stIbmitted to the Hamilton County Surveyor's Office on
August 7, 2006, for this project and have the following conunents:
Based on the reasons outlined below, the Hamilton County Surveyor's Office
recommends denial of this projed:!t until S21tisrs~tory resolution of tbe proposed site's
drainage issues are complete.
1. The propos~d project falls in the unincorporated area and MS4 jurisdiction of
Hamilton County.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project falls in the Crooked Creek Regulated Drain Watershed.
This watershed bas an aIJowablc release rate of 0.25 cfs per acre,
4. Please submit an indirect outlet pennit to the Crooked Creek Regulated Drain.

5. Hamilton. County Ordinance 4-26~99-C(7)b requires detention for all projects in a
regulated drain watershed. The new Hamilton County Stormwater Management
'Technical Standards Manual sets allOwable ['l;lease rates of 0.1 cfs per acre up to
the 10 year storm event and the watershed allowable release rate of 0.25 cfs per
acre from the 11 to the 100 year storm event. This results in an allowable release
rates from. the proposed project of 0.09 and 0.21 cfs respectively, which jncludes
all runoff, like detention release and direct runoff

6. As presented~ this site is being converted from approximately 10% impelVious
area to approximately 90% impervious area, without any detention being provided
or water quality practices being installed. The project will not receive approval
from Hamilton COlmty Surveyor's Office "Nithout detention being provided and a
decrease in. the proposed runoff.
7. Hamilton COWlty Ordinance 4.26-99-C(2) outlines the requirements of an
acceptable outlet within regulated drain watersh.ed. An acceptable outlet for this
site will need to be app ved by HCSO before any approvals are granted.
8. Hamilton County Ordi ce 4-26-99-C(5) "If an adequate outlet is not l(lcated on
site. then off site impm ent may be required. Those improvements may
include but are not limit d to: extending stonn sewers, clearing, dredging and/or
removal of obsttuctions 0 open drains to natural wa.ter courses, and the removal
or replacement of under ized culvert pipes as required by the county surveyor.. .."
9. Please provide complete constroction plans, erosion control plans. and drainage
calculation to this office for review.
