Madeleine Torres was the Hearing Officer. Department of Community Services Staff in attendance was Rachel Boone and Christine Barton-Holmes. D. Public Hearing: Id. Carmel Elementary School- Signage The applicant seeks the following development standards variance approval: Docket No. 08040003 V Section 25.07.02-05 Sign size larger than permitted Docket No. 08040004 V Section 25.07.02-05 Sign height taDer than permitted The site is located at 101 4th Ave. SE. It is zoned R-2, Single family residential, low to medium density, narrower lots, Filed by William Payne of Fanning Howey. Present for the Petitioner: William Payne. The variances are for an institutional ground sign that will be 6 feet 2 inches in height, rather than the permitted 5 feet. Also the area of the changeable copy on the sign will be 18.67 square feet, rather than the permitted 16 square feet. This sign will be the same as the ground signs at the other Carmel Clay elementary schools. Members of the public were invited to speak in favor or opposition to the petition; no one appeared. The Public Hearing was closed. Miss Boone gave the Department Report. As stated by the Petitioner, this sign will be similar to many of Carmel's other elementary schoor signs. The need for a larger changeable copy area is to notify parents and residents of activities and events happening at the school. The sign will only be 3.33 square feet larger than the permitted 30 square feet. The Department recommended positive consideration. Mrs. Torres APPROVED Docket Nos. 0804003 V and 08040004 V, Carmel Elementary School- Signage, for size of sign. Cannel Board of Zoning Appeals Hearing Officer Agenda May 19, 2008 U 4d. Broad Horizons School The applicant seeks the following development standards variance approval: Docket No. 08050002 V Section 18.01.01 Lot size smaller than one acre The site is located at 1021 S. Range Line Road and is zoned B7, within the Carmel Drive/Range Line Road Overlay. Filed by Matt Skelton of Baker & Daniels for Broad Horizons Montessori School, LLC. Present for the Petitioner: Matt Skelton and Susan Pieples, owner of Broad Horizons. The variance is to allow this school on a parcel smaller than the required one acre. This lot is 0.47 acre with an existing commercial building. Ms. Pieples intends to use the building as a school, which is a permitted use in the B7 district. There are additional commercial uses to the north, south and west, and residential uses to the east. Members of the public were invited to speak in favor or opposition to the petition. Terry McMillen, 1037 S. Range Line Road. He did not have any concerns; he just wanted to listen to the petition. The Public Hearing was closed. Mrs. Barton-Holmes gave the Department Report. The structure is a one-story commercial building that is somewhat residential in appearance. It is similar in intensity to the adjacent uses. The underlying zoning requires commercial lot sizes of at least one acre and this site is 0.47 acres. However, it has been used 0 commercially for many years and the lot size has been adequate. No significant changes are proposed for .. . the building or site. It should be adequate for the proposed use. The Department recommended positive consideration. Mrs. Torres asked about the parking situation. Mr. Skelton stated the lot was adequate for drive tlrrough and parking. Ms. Pieples stated she would have a maximum of25 pupils split into two sessions. The parents do not usually park. The parents drop off the students and drive through the parking lot. Mrs. Torres APPROVED Docket No. 08050002 V, Broad Horizons School, for lot size. E.
