St. Vincent Carmel Hospital- Signage The applicant seeks the following development standards variance approval: Docket No. 08050004 V Section 25.07.02-05 (b) 'Number of signs The site is located at 13500 N. Meridian S1. It is zoned 8-6, Light commercial and office uses adjacent to limited access highways. Filed by Dan Adler ofBSA LifeStructures for S1. Vincent Carmel Hospital. General Info: The petitioner is requesting an additional ground sign that would be placed at the southwest comer of the round-a-bout at Guilford Rd. and Old Meridian St. It would identity St. Vincent Carmel Hospital only. Analysis: The proposed sign will have a sign area of 27 sq. ft. It will be 5 ft. tall and 16 ft. wide overall. The sign size allowed for this street frontage is 75 sq. ft. 11 is within the Sign Ordinance size regulations; however there are many other signs on this site, therefore requiring a variance for the number of signs. There are two directional signs at each of the ~ ~ entrances to the hospital off of Old Meridian St. This sign would simply identity the hospital and would not serve any directional purposes. The sign will be internally illuminated and the exterior would be made of routed aluminum to match the other existing ground signs. The sign will be landscaped as is required and there is a good illustration of this in the information packet. The Department is concerned that there may be too many identification signs on this site. With directional signs at the entrances, large monument signs along U.S. 31, and a wall sign visible driving south down Old Meridian St., we feel this additional sign may not be necessary. We look to the 8ZA for their concerns and thoughts about this sign. Findings of Fact: Number of signs 1. The approval of this variance will not be injurious to the public health, safety, morals, and general welfarc of the community because: the sign will be beneficial to the public health, safety, and welfare by aiding in wayfinding to the hospital for patients and visitors. 2. The use and value of the area adjacent to the property included in the variance will be not aft"ectcd in a substantially adverse manner because: the sign will not adversely affect adjacent properties as it will only be visible from the public right-of-way or adjacent, unoccupied wooded properties. 3. The strict application of thc terms of thc Zoning Ordinance to the property will result in a hardship in' the use of the property because: the hospital location will not be adequately identified to aid patients and visitors in accessing the hospital. Recommendation: The Dep1. of Community Services recommends positive consideration of Docket No. 08050004 V after all concerns have been addressed.
