Dear Mr. Duncan:
We are providing the following in response to your Cherry Tree Softball Complex - Project
Review No.2, dated July 29,2008. The following is in the same format as your review letter.
Construction DrawinQ Review Comments
34. We agree that the GIS indicates a small amount of off-site stormwater runoff from the west
entering the dry detention basin. This off-site water should be part of the existing 20.85 acre
watershed accommodated by the dry detention basin that was approved in 1988. The
existing drainage patterns in this area will not be changed or interrupted.
38. The walls will be installed in this first phase of the Project; however, a construction barricade
will remain in place, separating this area from the balance of the Cherry Tree Elementary
School Property, and no public access will be allowed until Phase 2 work is complete.
39 The Department of Community Services has confirmed that a 1 a-foot multi-use path is
required. This path will be incorporated in the Phase 2 portion of this Project, which will be
submitted at a later date.
40. Carmel Clay Schools will dedicate the additional 1 a-foot half right of way on Hazel Dell
Drive. We will proceed with documentation to accomplish this dedication as soon as
possible. We hope that the timing of this dedication will not affect the issuance of a building
permit.
46. We have revised a few spot elevations and contours on the Grading and Drainage Plan to
more accurately depict our intention of keeping the stormwater contained on the site and
eventually drain north into the proposed dry detention basin. Please note that the drainage
on the school site will be dramatically enhanced with the improvements being made with the
softball complex.

comments, is included. In addition, revisions in response to these comments are

22-26. The Skillman Corporation will respond and/or procure.

Availability and Connection Fees
30. We will address this issue in a subsequent phase. No domestic water connections are
included in this phase.

Construction Drawing Review Comments

34. The stormwater/drainage information is shown on the Grading Plan G1.1 as requested.
35. We have addressed the comments from Amanda Foley on revised Erosion Control Plan
G1.2.
36. The paved areas proposed for this project will be installed in the future phase. Please
note that all future impervious surfaces tor the softball complex have been accounted for
in the stonnwater quantity and quantity calculations.

38. A railing will be provided in Phase 2.
39. A five foot concrete sidewalk currently exists on Hazel Dell Parkway frontage.
40. We have included the legal description and right of way dedication for this property under
cover of this letter. It appears that a 60 foot half ROW currently exists. Please advise if
additional ROW is required.
41 . No proposed parking areas, or expansion of existing parking areas, are associated with this
phase or subsequent phases.
42. Concrete pavement from parking to gate entrance, pervious pavers on interior of complex
and gravel under bleachers.
43. Underdrains have been added at all of the swales as requested as shown on the Site
Sewer Plan SU1.1.

44. Underdrains have been added along the berm of the detention basin, where caver
allows and are connected into the next downstream storm structure from the detention
basin.
45. The construction limits are shawn on all of the plan sheets as requested.
46. The flood routes far the local basins are contained on site and will drain into the
proposed dry detention facility.
47. The 100 year elevation of the proposed underground detention system is shown on the
Grading Plan G1.1 and the Site Sewer Plan SU1.1 as requested.

This letter is in response to your comment letter dated July 21,2008. A revised set of plans and
hydrology report is included with this letter. TIle response to each of your comments js as
follows:
1. A legal description is included with this submittal as requested.
2. Gary Duncan has waived the stonn sewer plan and profile requirement for this
project.
3. We have included the Current Grading Plan of the site that delineates the property
boundaries for your reference.
4. a. The existing drainage facility information is shown on the Survey Sheet included
with this submittal as requested.
b. There are no off-site borrow, stockpile or disposal areas associated with the

small amount of water draining from the sidewalk north of the softball fields. The
Inlet Basins Map, Figure 6 of the Hydrology Report, reflects the actual watershed for
each inLet.
10. The location and total number of chambers is shown on Sheet SUI.2 as requested.
11. Th.e 100 year storm elevation in the dry detention basin is 777.99'. This is the
elevation ofthe required volume of 155,000 cubic feet as interpolated from the
stage/storage table on page 77 of the hydrology report.
12. The invert elevations in the calculations have been revised to match the invert
elevations of the underground detention chambers. Revised calculations arc included
with this submittaL
13. Detail 5/SU2.2, the Structure B-t Weir Wall Section Detail (plan View) has been
revised to indicate the 15" RCP outfall pipe from the underground stonnwater
storage faciljty.
14. DetaH I/SU2.2, the "BMP Layout-Plan" is correct. The Structure Data Table and
Details 3/SU2.2 & 4/SU2.2 have been revised to show the correct information.
15. The stormwater nmofffor trench drains A9, A14, At7 and A2l has been accounted
for in the storm sewer sizing calculations. These four structures are shown on pages
61 and 62 of the hydrology report.
16. Per the manufacturer's instructions, the stonnwater quality BMP Isolator Row
diversion weir height is to be set at the crown ofthe detention chambers in order to
divert the flISt flush of runoff into the Isolator Row. The information on page 12 of

the drainage calculations does not affect this stormwater quality diversion weir. No
revisions necessary.
17. The requested note regarding the Freemont-Randall Legal Drain has been added to
the Grading and Drainage Plan G 1.1 as requested.
18. The size of the dry detention basin on the site was based on the volume of storage
required as stated in the 1988 calculations for the original school site. The volume
required in the original calculations is 155,000 cubic feet. No hydrographs or flood
routings were completed at that time to provide a time-stage relationship (i.e.
tail water elevations) in the detention basin. Based on early discussions "With Gary
Duncan a volumetric approach for the proposed dry detention basin was agreeable.
To be consistent with the existing conditions, 155,000 cubic feet of storage is being
provided in the dry detention basin which results in a 100 year peak elevation of
777 .99'. This is strictly a volumetric approach with no hydrographs or flood routing
being completed. Therefore, no time~stage relationship has been determined. The
155,000 cubic feet accommodates 20.58 acres which originally included the 7.7 acres
of the proposed softball complex. However, the stormwater runoff from the 7.7 acres
softball complex is now being accommodated in the underground storage facility.
The current calculations use critical depth in the outlet pip~ from Structure B 1 to the
detention basin. The underground storage facility is providing 67,323 cubic feet of
storage for the 7.7 acre site that will only have a total of 0.75 acres ofimpervious
surfaces within the watershed at a cost of approximately $400,000 to the school
corporation. Based on this infonnation. it is our professional opinion that the volume c
currently provided in the lIDderground stormwater storage facility using critical depth
will adequately accommodate the new softball complex.
We look forward to receiving approval for this project in the near future.

Dear Board of Zoning Appeals Members:
The Dads' Club has a very special relationship with the Carmel School System
""ith regards to its athletic space. For many years Cherry Tree Elementmy has
been the only location for both the high school softball teams and all of the
Carmel Dads' Club softball leagues. Since the inception of Carmel Dads' Club
Softball, we have utilized the high school fields when the school has 110t been
using them. Without access to these tields we would be in danger of losing much
or our entire program for our softball youth.
The Carmel Dads' Club Board of Directors fully supports the renovation of the
Cherry Tree Softball Complex. The facilities that we have shared with the school
system are woefully inadequate compared to the other athletic tacilitics in Carmel
and the surrounding areas. They are lacking for our handicapped visitors, our
senior citizens, our neighbors, the softball community and our high school girls
who do not have a changing area or a decent restroom facility. This is why \ve arc
in total support of the school board who has voted to upgrade the facility starting
this summer.
We understand that several neighbors have concerns and want to make sure they
have been heard by the school board, We believe the school board has heard their
issues and have acted upon them. From our perspective, the upgrades to the
facility will not only improve the softbal1 situation but will improve the situation
for the neighborhoods in the proximity of Cherry Tree. Here is a list of concerns:
The complex should be relocated to west Carmel, away from resIdentIal
neighborhoods: The complex and Cherry Tree Elementary School were built in
1989 and there were no neighborhoods contiguous to the complex. The
neighborhood developers chose to build next to the complex. Relocating the

complex to the west side would be extremely costly and eventually
neighborhoods would be developed around the complex.
More fields are being built: This is not the case; Cherry Tree Elementary
currently has seven softball fields. TIU'ce small fields are on the north end and
four full sized fields are on the south end of the complex. The four fields will be
recontlgured into a "pod" system, which makes the complex more user friendly
with regards to restrooms, concessions, etc. The "pod" system is actually
beneficial to the neighborhood as it takes the lighting and sound aw'ay from the
neighboring homes.
Lighting will be affected negatively: T\vo fields are currently lit and the
renovation will continue to have only two fields lit. In fact, the flelds that will be
lit in the future willnot only be flu'ther away from the neighborhood than they
currently are but will utilize modern lighting features which are superior to the
current 1980's lighting technology. It is the architect's view that this will cause
much less lighting spill over into the neighborhood than they currently have.
Sound will be negatively impacted: The current sound system at the complex is
very old and not neighborhood friendly. The new system will utilize modern
technology and because the pod system locates the bulk of the action further from
the neighborhood it means that the neighbors \,vill actually have fewer issues vI/ith
the sound than they currently have. In addition, with the new "pod" configuration
the fans will be located in the center of the complex whereas currently the fans
watching the varsity and junior varsity games are seated on the boundary of the
complex close to the neighborhood homes. This will also alleviate noise for many
of the neighbors.
Parking will be a bigger issue than it currently is: At this time the Dads' Club
has no plans to utilize Cherry Trce in any other fashion than it has utilized it for
the last dozen years. We practice and play our games at Cherry Tree... this will
not change. It is also our understanding that the high school will continue to
utilize the complex in a similar manner in which they have previously utilized it.
The renovation pl<ll1S do not call for any additional parking. To the best of our
knowledge there is only one weekend a year when the Cherry Tree parking lot
lacks sufficient space and that is when Carmel High School hosts the Softball
State Tournament and in that instance shuttle buses are provided to transport fans

to and from a local church parking lot. The high school has been hosting this
tournament weekend for many, many years.
Dust from the fields is an issue for the bordering neighbors: We couldn't
agree more and the new upgrades to the facility will address this issue by A)
moving four of the infields away from the neighboring homes and B) providing
much needed irrigation to the dirt infields, thus keeping dust down substantially.
Safety: Cars are driving back to the west side of the complex on a gravel road
that winds around a playground and through the field area: This is a very
legitimate concern and once the new complex is upgraded it will alleviate the road
as the complex will be located nearer the parking lots.
The new complex will affect the current playgrounds that the Cherry Tree
students use: The renovation plans call tor an upgrade of the north playground
that makes it comparable to any of the current elementary school playgrounds in
Cannel.
Green space will be inadequate for the elementary students: It is our
understandi ng that the useable green space at Cherry 'free after the renovation
will still be more than most of the other elementary schools in Carmel.
We hope that this information helps your organization to give immediate approval
to this project. We feel that the alterations to the current 20-year-old facility are
beneficial to the neighborhood, students, and our youth softball community. We
also are confident that the renovations will not in any way change the original
intended use of the facility,
Again, the Carmel Dads' Club Board is completely SUPPoliive ofthis project
being started as soon as possible.
