We are preparing to submit to the City of Carmel for plan review, and they have requested that
(2) sets of final exterior elevations be submitted to them (stamped approved) by you. Please
see the attached sets of plans for your review and approval. We would appreciate it if you
could forward the approved plans to Trudy Weddington after your review.
Changes/revisions have been made to the plans during coordination with the hotel franchise as
they have made some changes to their prototype plans.
These changes did not change the building size or configuration, but amounted to some
changes in the interior spaces that required moving some of the windows and faux windows on
the exterior.
The attached plans are for the construction/permit set of drawings, so the size of the sheets
has changed to match the size of the sheets in the construction document sets.

Dear Angie:
In furtherance of our recent conversation regarding this matter, enclosed please find nine
(9) informational CD's of all relevant plans and drawings for the above-referenced matter. In
this regard, as we discussed, you advised me that we were not required to submit informational
brochures for this meeting. However, in the event any Plan Commission member did not retain a
copy of the April 15lh Plan Commission brochure and the May Slh Special Studies Committee
brochure, you can distribute these CD's to those particular Plan Commission members.
Further, at the May 20th Plan Commi'ssion meeting, aMotion was made to approve the
project and the vote was 5 in favor and 2 opposed. However, because three Plan Commission
members were absent, there were not enough positive votes to carry the motion. Consequently,
we were required to come back to the June 17th Plan Commission meeting for another vote.

Attached are tile Commitments that the Special Studies Committee asked that we prepare for this project
Also, Chris Laystrom will be emailing to you both today the following:
1. Revised Landscape Plan regarding replacing some of the ornamental trees along the southern property with
evergreen trees. This should address Angie's first question below, I have also asked that Chris send to you all a hard
copy of the revised landscape plan.
2. A sight line drawing looking to the south to show how the existing trees and proposed new trees will provide
screening.
This should address Angie's second question below. Again, in addition to emailing this, Chris wHI also send you a hard
copy.
3. A revised LEEDs memo that Christine asked for at the Committee meeting. A.gain, Chris will also send you a hard
copy
In regard to Angie's remaining questions below, the following are our initial responses:
#3, David has explained to 1118 that the proposed AlC units are very quiet and thai is why he using this particular
manufacturer. We will be prepared to explain IIlis in more detail if needed at the PC hearing on May 20tll
#4 David has explained to me that he is agreeable to arranging trash pick up times that are respectfui to the
neighbors. We will be prepared to explain this in more detail if needed at the PC hearing on May 20th,
#5 I will bring to the PC hearing on May 20th FOF sheets for the DP amend application and zoning waiver request
In regard to neighbor requests, the following are our initial responses:
#1 The applicant IS not able to extend city water to the adjacent neighborhood. Ti.e request is ecollomically
unfeasible Further, it seems relevant that jf this general area were not opposing annexation, this is a service that the City
would provide as part of the annexation process.
#2 The applicant is not able to provide this type of fence, There is a county drainage easement along the southern
portion of the property that would prohibit a fence directly between the neighbors to our south and our southern property
line. Further, if a fence were installed closer to the southern edge of the actual building, it could most likely impact the
existing tree cover and it could potentially "cut off" the path that extends around the building and that serves both our
parcel and the parcel to our north (Standard Management property). This path is open to the public and if were were to
install a fence it may impact the use of this path. If the fence is desired for screening, we believe that the sight line
drawing that Chris will send to you today shows that our site will be effectively screened from the neighbors to our south,
On the other hand, if for some reason the fence is desired for "security", we don't believe that will be an issue, It seems
highly improbable and unlikely tllat any of our guests will be walking from our property into the adjacent neighbor's yards.

I have reviewed the revised plans for Staybridge Suites and Reso is conceptually in
agreement with the landscaping within IS' of the centerline of the Regulated Drain.
course, this landscaping is at risk if we need to do maintenance work on this drain

vegetation that is within and over 15' from the Regulated Drain.

There is soine discussion about doing another non-enforcement agreement (encroachment),
because as it stands now the building would be in the 75' easement. If that is done, the
landscaping would be added on to the agreement and if the Drainage Board approves, it
would make the landscaping encroachment official, at which point you could be provided
with that documentation. And if it does not go that route, we are just going to allow it
to move forward and not "enforce" the issue. My thought being we would rather have the
actual area over the pipe accessible, and by allow it as currently designed, we are
keeping a buffer between the hotel and residents if we ever do need to clear in that area.

Dear Angie:
On April 8th, I filed with your office a set of responses to the Staff Review letter
dated February 15, 2008. Because we did not respond to all the matters set forth in the
Staff Review letter, please accept the attached letter from Mark Carlsen, our architect.
My understanding is that the attached response letter from Mark addresses the remaining
issues in the Staff Review letter.
Further, in response to the Staff's Department Report for the April 15, 2008 Plan
Commission meeting, below are a set of initial responses:
I. We will be prepared to discuss the color of the courtyard fence and gate at the
Plan Commission meeting and at the Special Studies Committee meeting.
2. We will be prepared to discuss the trash dumpster proximity, as well as the
possibility of arranging trash pick-up Limes that address potential neighbor
concerns at the Plan Commission meeting and at the Special Studies
Conmtittee meeting.

3. We will be prepared to address whether the address numbers will be located
on the ground sign or on the building fa~ade at the Plan Commission meeting
and at the Special Studies Committee meeting. However, my understanding
at this time is that the address letters will be included on the ground sign.
4. The Petitioner will continue working the Planning Department regarding
proper location for bicycle parking.
5. The Petitioner is in the process of obtaining revised signage drawings and
intends to bring them to the Special Studies Committee meeting. The revised
plans will include individuaJly mounted channel letters, and the ground sign
cabinet will be enclosed with brick in a limestone type cap to match the
building materials of the hotel.
6. The Petitioner and its architect and engineer will determine if there are any
applicable LEED or green building practices that can be incorporated in to the
project.
7. The Petitioner wiU endeavor to provide a rendering of the west side of the
building fa~ade from the street showing how the landscaping will complement
this fa<;ade for the Special Studies Committee meeting.
8. The Petitioner is still in the process of reviewing whether or not it may seek
any sign variances. If Petitioner seeks not to pursue any sign variances, the
Petitioner understands that the signage must comply with the sign ordinance
requirements.
9. I wm include a Findings of Fact sheet in the final information packets for the
final Plan Commission meeting.
10. While it appears that the Department of Engineering has no significant issues
and is comfortable with the matter moving forward, the Petitioner's engineer
will provide a response letter to the Department of Engineering's initial
comment letter, in the event one has not already been provided.
11. The Petitioner will continue to work with the Urban Forester regarding
landscaping issues.

AprillSth Plan Commission meeting and we look forward to appearing before the Special
Studies Committee on May 8th. Please contact me should you have any additional

I got the revised planS from Chris Laystrom on Friday, and I spoke to him via phone call today. He said I should contact

you as well. As you can see from the GIS image below, there is a substantial bufferyard already in place for this site. It is
the City's preference that the existing plant material remain in place if possible, but the plat shows 320' to the west, 340' to
the east, and 690' to the south that are all a "D" level buffe~ (5 shade trees, 5 ornamental trees, and 27 shrubs per 100
linear feet) and 690' of level "A" buffer (3 shade trees, 2 ornamental trees and 0 shrubs). If the existing buffer is not kept,
that amount of plant material needs to be planted to meet the ordinance.
According to the grading and demolition plan, you are removing 19 trees, plus many shrubs to build this hotel. The
survival of some of the existing trees remains in question because of the nearness of construction and mounding activities
to their root systems. Please provide aehart that shows that your plan will meet the ordinance buffering requirements,
and provide a written tree preservation plan and graphic preservation details on the plan to show this project meets the
ordinance requirements.
According to Chris Laystrom, he has yet to meelwith the Gas Line easement personnel. In the past, they have not
allowed such planting in their easements. Please provide proof from them that they are. allowing the. plantings that you
show in their easement..
In notes on the landscape plan, there are new notes that say in part that "No new landscaping" east or south of a certain
line "per City Review". This is not true. These agreements were reached with the County Drainage Board, whieh had
nothing to do with the City or it's ordinance requirements. Please change these notes.
Please contact me if there are further questions. I will have further comments depending on what revised plans are sent
for my review.

I am following up on the TAC meeting comments along with Chris Laystom
and we wanted to make sure we picked up all of your comments in regard
to the landscape plan. We have heard from Greg Hayes, who has indicated
that we may not plant in the 15 ft easement on the south and west sides
of the property, but may plant in the 30 fteasement between the 15 ft
and 30 ft lines.
You had recommended that we should change some of the tree species and I
wanted to get your ideas for substituting other trees for the maple
shade trees and crab apple ornamental trees shown on the plan
currently. We would also like to address any other concerns and
comments that you might have.
I teft you a couple of phone messages and thought] would just follow up
with an email. You can reply to this email or call me at the number
listed below. We appreciate your help and suggestions.

I received your review letter dated February 15, 2008. The following is a list of actions that were taken to
address those comments as related to the architectural and landscaping items.

20. Cut sheets for the exterior light fixtures have been provided.
21. LEED and 'green' design concepts will be: incorporated into the project.
23. Condensing unit locations are shown on the Landscape Plan with landscape screens shown to
conceal them. No other items are anticipated at this time other than the electrical transformer.

Hi Angie,
My client is interested in converting three rooms, approximately 650SFeach, into meeting space for their guests. The
space would only be available to hotel guests. It would primarily be used during business hours when the majority of
guests would be away at work. It is my understanding, from our conversation on Friday,that no additional parking would
be required for the meeting space because there will be ample parking available during working hours and its use is
limited to hotel guests.
We're not trying t6 avoid adding parking, but reduce the amount of impervious area where it makes logical sense.

Dear Mr. Littlejohn:
We are in receipt of your review letter dated March 11,2008. The following is a list
of actions that were taken to address those comments.
1. Six (6) racks are shown at the northwest comer of the building, per our phone
conversation. The overlay ordinance requires I space /100' of building
frontage, which we exceed.
2. The sidewalks around the building have been connected to the perimeter
sidewalks in three locations, at the NW, SE and SW comers of the hotel.
3. The existing perimeter path is gravel. We are replacing the perimeter path on
the south side of the building- where it is impacted by the development. We
are replacing the portion of the path with asphalt/concrete. The remaining
sections were kept as gravel to match existing and to keep the natural look of
the area.

I did get Mark's changes back, and have looked at them - just haven't a chance to send any
written comments. The plan is very "busy" because there is a LOT going on, on this fairly
small site for a hotel - including several drainage and utility easements which should not
be planted in.
