The Indiana Design Center parking (which includes 120 underground spaces and 67 above-ground spaces) is exempt from the zoning requirements and procedures listed therein. The Carmel Redevelopment Commission, acting in the name of the City of Carmel, approved this project. Further, since the City will be a user of the property in the form of public parking, the project is considered a government facility for purposes of the Zoning Ordinance. Section 28.07.05 of the Zoning Ordinance stateS: All City of Carmel and Clay Township governmental facilities and buildings are exempt from the zoning requirements and procedures listed herein. The proposed project falls in the incorporated limits and MS4 jurisdiction of the City of Cannel. 2. The propos.ed project DOES fall in a Carmel Wellhead Protection Zone. 3. This proposed project falls in the Follett Marrow Regulated Drain Watershed. 4. Please submit the following procedural items: outlet pCllllit(s) fpr the direct discharge to the Follett Morrow Regulated Drain. Also, please submit a Non. Enforcement on Individual Tracts for all encroachments that will be placed in the related drain casement. I have reviewed the drawings submitted for the May I G, 2007 Technical Advisory Committee meeting, and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS 1) The City of Carmel Parking Ordinance requires that all commercial and retail venues include bicycle parking. Bicycle parking spaces arc required at a rate of five (5) bicycle parking spaces per one hundred (100) automobile parking spaces with a minimum of tour (4) spaces. In this instance the site will require at least four (4) bicycle parking spaces. Please revise your plans to show the required bicycle parking spaces on your site. Please see the City of Carmel's Parking Ordinance in order to determine appropriate locations, specifications and construction details [or the above. 2) Please indicate ADA compliant handicap ramps at all crossings. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all revisions. Design center uses, among others, are permitted within these districts (see the attached Appendix A: Schedule of Uses). This will be a two-story building with underground parking. The abutting properties are zoned B-2 Business to the north, B-1 Business to the east and south, and I-l/Industria1 to the west (see zoning map excerpt below). The Carmel Redevelopment Commission approved this project. Since it is a City project, the Indiana Design Center did not need Plan Commission approval. There are no outstanding zoning or building code violations. Carmel has approved all plans and other matters, so that the operation of the Property as a design center complies with applicable zoning requirements, and makes it a legal, confoTIning use. The Indiana Design Center will contain 85,000 square feet of home goods businesses that carry appliances, materials and furnishings open to the trade and the public. This project will serve as a one-stop shopping destination for home design and decor.
