Dear Mr. Olson:
We previously reviewed plans for Parcel #74 for the Indiana Design,Ct:nter Parking Garage. We have
reviewed the plans submitted for review for Parcel #12 and Parcel #67 associated with the lndiana
Design Center that were presented at the May '16, 2007 Technical Advisory Committee meeting. We
have also received plans associated with parcel 12 dated December 10, 2007. We offer the following
comments:
GENERAL JNFORMA nON
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
o Streets and Right of Way - City ofCal'mel (Rangeline Road, 1st Street SW, 1S1 Avenue
SW)
. Water- City of Cannel Utilities
. Sanitary Sewers -City of Cannel Utilities
. Storm Sewers/Drainage - City of Cannel.
. Legal Drains... Hamilton County: Surveyor's Office.
3. Board of Public Works and Safety Requirements:
o Water A vailabil it l' and Sanitary Sewer Availability. We defeno Carmel Utilities
regarding determination of fees.
o Commercial Curb Cut Approval - The Department understands that the Carmel
Redevelopment Commission h~ approved the location ohlle proposed access points to
the site. The Departrnent suggests that approval of the curb cuts associated with the
Parcel 12, 67 and 74 developments on Rangeline Road or 151 Avenue SW be obtained
formally from the BPW&S. Provide a letter to this office requesting BPWS Commercial
Curb Cut approval. Provide an 8 Y2 xli exhibit or exhibits detailing the requested curb
cut(s) with all appropriate dimensional data Including width, radii, aceVdecel/passing
blister dimensions, existing and opposing streets or drives, etc.
. Temporary Construction Entrance approval if the location is at a site other than a
permanent curb cuton Rangeline Road. Submission requirements are the same as for
commercial curb cut.
e Any permanent improvemeflt to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Eilcroach Agreement between the
Owner and the City of Carmel.
. Secondary Plat approval if applicable.
o Dedication of Right of Way if applicable.

o The proposed pavement cut of I st Street SW for the proposed water main connection; the
proposed pavement cuts on St Avenue SW for the sanitary lateral and water lateral
connections. It would be assumed that such work would require road closure or lane
restrictions.
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and
agenda deadlines for your use. Please use the Engineering Department deadlines for
submissions to the Board.
Any submission to the Board requires prior approval by the Carmel ClilyPlan Commission
and/or the Board of Zoning Appeals . (if applicable) and completion of review by the
Technical Advisory Committee. All written requests to be placed 011 the Board's agenda
must include the appropriate Docket Number and the date (or dates) of approval by the
Plan Commission and/or the Board of Zoning Appeals (if applicable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in
writing and be accompanied by a drawing reflecting requested revisions. Final drawings will
not be approved for constructionunti 1 all Engineering Department and Utility Department
issues have been resolved. The design engineer must certify all drawings submitted for final
approval. This office will require a minimum of five-sets of drawings for approval after all
issues have been resolved. The drawings will be stamped as approved and will be signed by
the City Engineer and Director of Carmel Util ities. The Owner will receive one-set which is
to be maintained on the construction site at all times. Carmel Utilities will receive two-sets,
our Public Works Inspector will receive one-set-and one-set will be rnaintained in the
Engineering Depmtment. ]f additional approved sets are desired, we will approve a
maximum of two-additional sets. However, the additional sets must be submitted with the
required five-sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the
City of Carmel. This agreement, with the exception of irrigation systems, requires BPWS
approval. The City Engineer may approve irrigation system agreements.
6. Carmel Utilities should be provided drawings for review of water and sanitary sewer issues.
They wil1 provide a separate review regarding these issues. Please assure sets of all drawings
are submitted to:

7. Cannel Utilities doessubsciibe to "Holey Maley" who should be contacted directly for al1
water main and sanitary sewer main locations.
8. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage
calculations submitted to this office Jorreview. We will share Crossroad's comments as they
are re.ceived. When construction plans are submitted for review for this development, please
provide a set of drawings and drainage calculations directly to Crossroads.
BONDING REQUIREMENTS
9. The Departmentassumes that the Carmel Redevelopment Commission will require
performance, maintenance and other bonds to be posted by the installing contractor for all
installations in the City's right-of-way or for items t6 be maintained in the future by the City.
The Department defers this issue to the Cannel RedevelopmehtCommfssion.
10. No right-of-way permits are required for work in the right-of~way provided that these projects
are awarded under contract through the Cannel Redevelopment Commission.

11. We defer to Cannel Utilities regarding this issue.
GENERAL PROJECT COMMENTS
12. Are their any differences from the plans received on December 10,2007 from those
submitted in May of2007 and used as the basis for generating the comments of this letter?
13. To date, there has been no response to the comments dated January 23,2007 issued by the
Department of Engineering.
14. This Department will not provide comments on Structural, Architectural, Mechanical,
Plumbing, Landscaping or Electrical drawings that might: be included with these sets of plans.
15. This Department will not provide comments on the Erosion and Sediment Control Plan and
Post Construction Storm Water Quality measures. These plans are being reviewed by the
Hamilton County S'oil Conservation District.
16. Any portion oftheproposed stonn piping network ih the existing or proposed right-of-way or
portion of the proposed stann piping network that is to be maintained by the City of Carmel
shall includemanh61es at all locations where pipes connect (no blind tees), the pipe changes
direction and the sizing of the pipe changes.
17. The City's curbing policy must be added to a sheet in each plan set.
18. The Department assumes that the details indicated for sidewalk in the right-of-way has been
utilized on other City projects. Please: confirm.
19. There is no detention provided on-site. As indicated in an email dated December IS, 2007, the
City Engineer previously waived this requirement due to the fact thatthe existing site \-vas
developed and the proposed site lessens the amount of impervious area from the previous
condition. A formal variance from the BPW should be obtained.
20. The provision of one BMP does not meet current Cityord.inance; however the Construction
Erosion and Sediment Cohtrol and Post Construction Storm Water Quality measures are not
being reviewed by the City.
21. The Department assumes that the light duty and heavy duty pavement sections on-site are
adequate for the vehicles expected to regularly access the site, and that all infrastructure,
including manholes, inlets and piping, located under such pavement is adequately rated for
such traffic.
PROJECT COMMENTS - PARCEL 12
22. It is apparentthatportions'ofthe proposed structures encroach into the right-of-way indicated
on the current20-Year Thoroughfare Plan right-of-way. Is additional right-of-way being
dedicated with this project?
23. Please confirm if this package includes any work in the current or proposed right-of-way of
1 51 Avenue SW, inc1udingbut not limited to: paving, sidewalk, ADA ramps, curbing, integral
curb and walk. Applicable City standards would apply for such work and will require further
comment. An appropriate Maintenance of Traffic Plan would also need to be provided.
24. Detail 02/C700 shall be updated with the most current detail available from the City's
website.
25. Any proposed curbing (or integral curb and walk) in the right-of-way of 1 ,t A venue SW must
include City standard sub-surface drain.
26. Details 06/C701 and 07/C701 shall be updated with the current City standard detail for any
installations in the right-of-way or for any portion oftlle piping network to be maintained by
the City.
27. Detail 1 O/C70 1 must be updated with the current City standards if any such installation is to
be maintained by the City.

28. The City's paving policy shall be added to a sheet in the plan set if there is any paving in the
existing or proposed right-of-way.
29. The City Street Cut and Patch detail shall be included in the plan set'for the sanitary .and
water laterals indicated for installation tinder 1 ,t A venue SW unless the pipe will be installed
by trenchless method or will be backfilled with granular material meeting the City's
specifications.
30. Detail 5/C70 1. The City's backfill standards shall be indicated on this detail for Installations
within the City right-of-way unless the trench in the right-of-way will be backfilled with
flowable fill per the City Street Cut and Patch detail.
31. Sheet C702. The detail for the blind ,tee cormection to an existing pipe will not he allowed for
connections to any City infrastructure.
32. Clearly defined construction liniitson the plans would likely be beneficial to the installing
contractors.
33. Sheet ClOD. Keynote 5. Is any existing on-site pavement being salvaged? It is unlikely that it
will be in any acceptable condition for continued use after construction is completed.
34. The Department has not reviewed the on-site grading. No information was provided fat
sidewalk or other work in the 1st Avenue SW right-of-way. Any grading interface between the
on-site improvements and the existing pavement was not evaluated.
35. Sheet C200
a. Note 20. Striping in the right-of-way must be thermoplastic.
b. Note 22. Please also indicate a maximum control joint spacing of 5-feet on radii.
c. Note 27. Existing pavement must also be sawcut where it is adjacent to proposed
curbing and integral curb and walk installation.
PROJECT COMMENTS - PARCEL 67
36. Sheet C200
a. Note 20. Striping in the.right-of-way must be. thennoplastic.
b. Note 22. Please also indicate a maximum control joint spacing of 5-feet on 'radii.
37. SheetC201
a. The Department could not locate Keynote 5.
b. Keynotes 3 and 4. The City requires I-inch ribbing as a tactile warning element for
ADA ramps in the right-ot'.:.way.
38. Please verify that the Maintenance of Traffic Plan indicated on Sheet C600 is in accordance
with the IN DOT Work Zone Safety Manual.
39. Is it correctly indicated that concrete pavement is proposed for the on-street parking spaces?
40. City ADA ramp details must be provided and referenced with a unique keynote for ADA
ramps in the right-of'.:.way.
41. Any proposed curbing (or integral curb and walk) in the right-of-way of Rangeline Road and
1 st Street SW must include City standard sub-surface drain.
42. Please update Detail 02/C700, 05/C700 and 06/C700 with the most current detail available
from the City's website.
43. Detail 06/C701 shall be updated with the current City standard detail for any installations in
the right-of-way or for any portion of the piping network to be maintained by the City.
44. Detail 07/C701 must be updated. with the current City standards if any such installation is to
be maintained by the City.
45. There appear to be grading issues in the proposed parking spaces based on the existing and
proposed spot shots. There are excessive grades as well as areas that will not drain. The
Department requests a meeting to review these 'issues.

provided in writing. Failure to provide written, responses may result in the delay ofthe review

It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered i'new" or fall outside of our previous reviews, Please
provide revised plans including .iill revisions. Please notify us of any changes and specifically state
any changes, including changes resulting from Plan Commission, aZA or other committee meetings.
The Department reserves the right to provide additional comments based upon subsequent I'eviews.

Dear Kurt:
I have talked to Kevin Sellers and Adrienne Keeling, I just thought I would pass my review comments on to you.
I received this version of the landscape plans for the Indiana Design Center, 200 South Range Line Road in
Carmel, from Adrienne this week, and was told the administrative hearing would be shortly.
My comments are as follows:
1. .The graphic planting details sHould agree with the notes in the attached details. They are Public Domain
and you may use them if you wish.
2. Since I do not have access to other plans (or a complete set), I could not figure or estimate the soil
volumes associated with the various planting areas, but several of them look very small for trees to be
planted in. Those completely surrounded by pavement on the south side of the building, and the small
parking lot "island" with the red maple look to be very small for trees to remain healthy over time. Jim
Urban has designed and the DeepRoot company offers Silva-Cell Technology
(bm2:!f\f\<'WYlf,Q~,!2Rf.Q.91Q.Q!"Dl ) that would make rooting space available for such trees. Structural soil
technology has also been used by the City on several occasions to provide increased rooting volumes for
trees (on Main Street, in front of Shapiro's, etc:). Please investigate this type of technology so that the
trees in this location will grow to a stature and remain in health to provide the City with the ecological and
environmental benefits these trees are capable of.
3, On the south side of the site, I would replace the maple species with a species which would be more
adaptable to growing in smaller, more narrow, soil volumes, such as a variety of thornless honey locust.
On the north side of the site where ihe planting area is wider, I would suggest a more substantial species
such as a variety of London plane tree. I would also suggest removing all crabapple species from the
plan, they tend to constantly grow(hehce a constant maintenance need) into the space that conflicts with
people (walking, vision, etc.). A slightly taller, less round, more colorful plant usually fills the bill here,
such as yellowwood, redbud (Indiana natives) , or tri-color beech.
