I have enclosed 2 paper copies of the Secondary Plat for VOWC Section 5001 for your review and comments prior to obtaining signatures by Mike.
This plat is planned to go for signatures at the Board of Works on December 1 st. I have also enclosed a signed mylar of the secondary plat should
you not have any comments. If you would forward me any comments you might have I'll revise the plats, get it certified, signed by subdividers and
send you a new mylar for Mike to sign. I have also submitted a paper copy to Dick Hill and requested to be put on the agenda for the Board of
Works. If you do not have any comments, please have Mike sign and then deliver the plat to Dick HilL

Dear Mr. Burke:
The City has received your comment letter and revised drawings dated September 14,2004. Thank you for addressing
the City's comments. Based on a review of your comments and the submitted drawings, the issues from the City's
second review on August 10,2004, were satisfactorily addressed with the exception of the following items:
Based on additional review, the City provides the additional comments:
1. Sheet C701 _ The Duke of York Street detail shows subsurface drain on one side only. Please add a
subsurface drain to both sides of Duke of York detaiL
2. Comment on previous review was: "The City is concerned with the proximity between Deerstyne Green
Street and Tradd Street and between 131" Street and Greencroft Street. The City is also concerned with
the short offsets of Trowbridge High Street at Deerstyne Green Street and Tradd Street. What
discussion was there regarding these concerns during the plat approval process?" Thank you for your
response. The City made this comment in the interest of public safety as traffic entering the
development in dose proximity to each other will have to be aware that vehicles will possibly be .
making two 90 degree turns in quick succession, or will stop more or less at the entrance waiting for
exiting traffic, to access Greencroft Street. This is not an ideal situation.
3. Please add recommended pad grades.
4. Are the alleys private? lfthey are please label them so.
5. The aHey drainage behind lots 531 - 541 seems awfully long without any intermediate inlets. Will the
alley way pond during rain events~ Can the street gutter carry this much water to structure 6587
6.. Do you anticipate ponding and possible winter freezing where alley drainage enters street curbing
system? .
7. Do the pond revisions at Tovme Road and 131" Street agree with conversations had with Mike
McBride?
8 Detail 16/C801 -Please revise to be #11 HAC SURFACE.

Dear Mr. Burke:
We have reviewed the revised construction plans submitted to the Hamilton County
Surveyorls Office on S~ptember 14,2004 for thhs project and have the following comments;
1. Please submit the following procedural items to this office, engineer's estimate
and all associated bonds for 120% of construction cost.
2. In several locations trees are planted directly over the top of regulated drains.
This is not allowed ufider [ndiana Code 36-9-27-33 and we ask that the trees are
shifted around to keep future drain maintenance in mind.
3. All changes being made to the inlet and outlet pipes-f'or the detention pond in
section S002 will need to be coordinated thru Jerry Liston with the HCSO. These
changes MUST be pick up in the section 5003 as.buUts to avoid have to do a
reconstruction of a regulated drain.
4. Before sending the plan sets for approval, please add the note that all casting
should be labeled ++Dump No Waste - Drains to Waterway/l which are readily
available now from local casting distributors. Please add a note to the plans that
will make the contractor away of this requirement.

5. Once all issues are resolved with the City of Carmel, please submit the plans for
approval stamps as outlines in the previously supplied letter regarding required set
of plans for approval.

9. There are no crosswalks proposed.
10. Sheet C302/C303
o Brenwick is currently working with the City of Carm~l Engineering Department
regarding to road improvements within the area relative to the commitments
made with the Primary Platting process. The improvements to 13151 street will
impact this area, we feel that any current improvements should correspond with
the goals of 13151 street once negotiated. Therefore, at this time we are not
showing any improvements on the north side.
. The striping has been revised per your comment.
12. The primary area of the village requires 5 foot sidewalks, however the greenway
between curb and walk needs to be maintained for consistency as well as room for street
trees. Previous sections in this area have 5 foot walks abutting the r/w line.
13. The note has been revised per your comment.
Additional Comments
1. It is our understanding until the City installs the street signs, dimensioning is not required
at this time. For the one way streets revised and indicated on C104, appropriate signage
has been added.
2. Subsurface drains have been added to both sides of a cross sloped street cross section
per your request.
3. A detail has been added to sheet C801, Developer shall handle bonding issues under
separate cover.
4. The pavement cross section was revised per request, a note was added to match
existing if greater.
5. Granular fill specifications were added to sanitary and storm plan and profile sheets.
6. The pavement section was revised per request, the note was added to the detail.
7. The subsurface drain was revised, detail updated to the City's standards.
8. The zoning ordinance conforms to the 20 mph speed limit.
9. The entrance was modified per request.

10. The two east twest lanes are one way streets and will be signed appropriately as shown
on C104. In addition. All east/west roads in this vicinity have stop signs at the
appropriate locations allowing for uninterrupted travel only north/south. The land plan has
been sent to various agencies with no comments to the offsets.

Greencroft Street has been revised from a private drive into public right-af-way. Section 5003
went through the same scenario previously with the City Engineer.
Future Section 5002 (southeast corner of Towne Rd and 131 st Street) has been added to the plans
for mass grading purposes only with temporary seeding entire site for erosion control. This is
needed for earthwork balance during construction of Section 500 1.

10. Sheet C302/C303-Intersection &; Entrance Plan/lvlaintenance of Traffic Plan
To our previous question: "Is there right of way available on the north side of.\ 31" Street to construct a
passing blister?" you re5ponded: "There is only apparent RfW currently availa1;lle." If a passing blister
cannot be provided on the north side of 131 'I Street, the City requests that an exclusive left turn lane for
westbound traffic turning into the two entrance streets (Tradd Street and Deerstyne Green Street) be
provided in addition to the auxilia:y right turn lane for eastbound traffic. How do you propose to do
this?
. Please extend the solid white striping westward to the intersection and also opposite Lot 447.
12. Sheet C80 I-Street Details
. The Street Cross Sections indicate the sidewalks being constructed on the right of way line while the
Sidewalk Detail indicates the sidewalk being constructed one-foot inside the right of way line. Please
revise to indicate the sidewalk one~foot inside the right of way line.
13. Sheet CS03-Stonn Sewer Details
Special S.traight Curb Inlet - Please revise the notc to state: "As the Detail shows, structure shall be.
constructed such that no part of the structure extends under the mainlihe pavement beyond the limit of
thecasting frame."
Based on additional review, the City provides the additional comments:
]. Sheet C104 - All signs are to be installed by the City of Carmel Street Department, but please provide a
more detailed standard plan for this installation. Please precisely locate the signs using stationing,
distances rrom intersecting centerlines, or some other method. Please provide details for one-way'
signage for the three one-way streets.
2. The City requires subsurface drains on both sides to adequately drain the subgrade. Please show
subsurface drains on both sides of Trowbridge High Street, Duke of York Street, and Greencroft Street.
3. It is apparent from the details that chair back curb is to be installed along all roadways. This type of
curb does not facilitate driveway access Is it intended to cut out the curb and install depressed curbs
when the final driveway local ion for each lot is determined? Please provide details for depressed curbs
at driveways and for transitions between straight curb and depressed curb. Will the contractor include
the future curb work in his performance bonds?
4. Sheet C302 - Please revise the 13]" Street Typica1 Proposed Widening Cross Section to have the
following section: ].5" H.A.C. '!! 11 surface over 5" H.A.C. i'T5D base over 7" compacted #53 stone over

curb (please refer to copy of standard that we included with a previous review). The relative sizes of the
curb and the subsurface drain trench as drawn could be misleading.
8. The City.typicaIiy requires no lower than 25-mph speed limits. Does the proposed 20-mph speed limit
conform to the zoning requirements of the Village?
9_ You have recognized the need for an auxiliary lane for eastbound traffic at the 131" Street/Deerstyne
Green Street intersection, but the taper should not bcgin at the radius. Instead the full width (12-foot)
auxiliary lane shou ld begin at the radius end point and extend \vest for a distance of at least one hundred
feet. Then tne one hundred-foot taper begins at the west end of the full widtn lane. Please provide both
the full width lane and the taper during the construction of Section 5001.
10. The City is concerned with the proximity between Deerstyne Green Street and Tradd Street and between
131" Street and Greeneroft Street. The City is also concerned with the short offsets of Trowbridge High
Street at Deerstyne Green Street and Tradd Street. What discussion was there regarding these concerns
during the plat approval process?' .

The amount of the Performance Guaranlee is based upon a certified Engineer's Estimate for 100% of the cost
oflabor and materials to construct the individual improvements, to be provided by the design engineer.
Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials
and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for al I other improvements.
Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's/Certified/Offieial Checks. Please reference the enclosures for more detailed explanation of our
procedures.

. Is a sidewalk or a path indicated running down the middle of Block B and Block C Commons?
Crosswalks and crosswalk striping on dedicated streets has been typically been a Board of Public Works
and Safety approval item. I assume this will still be the case unless this is one of the approved
exceptions for the Village.
10. Sheet C302!C303-Interseetion & Entrance Plan!Maintenance of Traffic Plan
.. Is there right of way available on the north side of 13 I S1 Street to construct a passing bl ister?
.. Why is there only ISO-feet of solid white line striping? It appears it should be extended westward to the
intersection and also opposite Lot 447.
.. All pavement lane markings, striping, arrows, etc. shall be thermoplastic.
Will 131" Street be widened adjacent to future Section 5002 the same as it is being widencd for Section
