Overview
The site consists of 2] acres located at 14200 River Road. The site is zoned S- ]. A
school is a permitted special use within this district. All of the adjoining properties are
vacant(ab'Ticultural ground). The development will consist of a single-story, masonry
and steel-framed elementary school, along with play areas, and paved, curbed parking
lots and drives. The school will front River Road, v.;th a parking area for visitors and
child drop-off/pick-up in the front of the school, serviced by a drive off River Road. A
separate drive, for safety reasons, will be provided from River Road (near the southeast
comer of the site) for busses, as well as for staff parking and deliveries. The bus and
staff parking area will be nearer the rear of the building. The screened truck dock,
dumpsters, and mechanical equipment enclosure will be located atthe south side of the
building. Refer to enclosed site plans.
As a part of this project, separate development standards variances are required for
building height (due to the required gymnasiwn), as well as for basic, minimal building
identification and site directional signage.
Topography/Drainage
The existing site consists of fairly level, cultivated ground. Elevations range from 755
MSL near the middle of the site, to approximately 752 at the west property line, and
748.5 at a large culvert crossing under River Road at the east side of the site. The east
side of the site drains to the culvert and across a pasture to White River. The west side of
the site drains toward the Warner legal drain, located just west of the site. A dry
detention basin is proposed in the northeast corner of the site to provide stormwater
management for the developed areas of the site. This area will drain via a series of inlets
in both paved and grassed areas to a enclosed storm sewer system into the detention
basin. The west side of the site \vill remain undeveloped, except for grassed play areas.
The runoff to the west will continue to drain to the Warner drain tile. The building floor
elevation has been set at 758.0 in order to provide for proper drainage away from the
building and surrounding areas and into the storm system.

Pavement, Parkmg and Improvements
All parking lots and driveways have been provided with curbs/gutters per City
requirements. Curbed, landscaped islands have also been provided as required in the
front parking lot. A concrete sidewalk has been provided entirely along River Road as
requested, as well as connection from the street sidewalk to the school at two locations.
Sidewalks have also been provided internally for safe pedestrian circulation to and from
cars, busses, and play areas
Parking has been provided which exceeds the required number of spaces per the zoning
ordinance. Bus parking areas will also be striped for evening school event parking. A
fifty (50) foot half right-of-way has been already provided per deed along River Road
(45' half-right-of-way required per thoroughfare plan). See separate summary and plan
regarding road improvement along River Road.
Landscaping
Extensive landscaping has been provided around the building, within the curbed islands,
as well as between the parking lot and River Road and the driveways. In addition, a
landscape buffer area has been provided along the north and south property lines to
develop separation between the school building (and paved areas) and potential, future
development to the north and south (currently agricultural land).
Site Utilities and Lighting
In addition to the aforementioned site storm sewer system, the site wm be serviced with
w.ater, sanitary sewer, natural gas, electricity, and cable TV. Water and sanitary sewer
service will have to be extended from the Prarieview subdivision (Moffat Farms- Section
3) north along the west side of River Road to the site. A 12" city water main will be
extended to the site to provide domestic \vater and fire protection. Due to lack of
topographic relief, the School will have to install a private lift station and force main to
the gravity sevv'erin Moffat Fanus to provide sanitary sewer service. It may be possible
in the future, when adjoining properties develop, that the school can be tied to a gravity
sewer system. The cooperation and assistance of the city utilities department was
instrumental in resolving these issues.
Lighting has been provided for safety and security, while ensuring that light spillage does
not adversely impact adjoining properties, even though they are vacant at the present
time. See enclosed lighting plans and details for further information.

The existing pavement width is between nineteen (19) and twenty (20) feet in front of the proposed school
site.
As part of this project, it is proposed to ....iden the northwest side to provide two (2) twelve (12) feet wide
lanes for the full distance between the two proposed entrances, and for a distance of one hundred and fifty
(150) feet northeast of the northeast entrance. In addition there will be a one hundred (100) feet long taper
at each end of the proposed decel/accellane Side ditch improvements on the northwest side include
regrading and improving the. existing ditch and introducing storm pipe and catch basins.
