Payne, AIA Fanning Howey 9025 North River Road, Suite 200 Indianapolis, [N 46240 ',;--// RE: Prairie Trace Softball Complex-Project Review #1 Dear Mr. Payne: The City has received your construction plans that were presented for review for the March 19, 2008 Technical Advisory Committee Meeting. We offer the following comments: GENERAL INFORMA nON 1. These comments represent the Department of Engineering's fIrst review of the construction plans for this project at this location. 2, We request that all responses to our comments be provided in writing and be accompanied by a drawing reflecting the requested revisions. Failure to provide written responses may result in the delay of the review process. 3. It is critical that this office be made aware of all modifIcations made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifIcally state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. 4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. If you have not already done so, please provide a set of drainage plans and calculations to their office for review. We will share Crossroad's comments as they are received. 5. Final drawings will not be approved for construction until: a. All Engineering Department and Utility Department and Hamilton County Surveyor (if applicable) issues have been resolved. b. All bonds and performance guarantees are posted. c. All Board of Public Works and Safety approvals and any other governing agency approvals (if required) are obtained. d. All off-site easements necessary to install utilities to serve the development are secured. e. Submission of required digital files. f. All required fees have been paid. 6. The Department reserves the right to provide additional comments based upon subsequent reviews. 7. An approved Storm Water Management Permit is required prior to commencing any earth disturbing activity. 8. An approved right-of-way permit is requited prior to commencing any work in the public right-of-way. 9. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of the proposed right-of-way. Costs for such relocations are to be borne by the developer. 10. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required submittals for primary plat, secondary plat, and construction drawings be made. Please contact the City GIS Department for the requirements and to verify that a submission is required for this project. II. Jurisdictions: a. The project site is located within current City of Carmel Corporate Limits. b. Streets and Right of Way - City of Cannel (Haverton Way) c. Water - City of Cannel Utilities d. Sanitary Sewers - City of Cannel Utilities e. Storm Sewers/Drainage - City of Carmel. f. Legal Drains ~ Hamilton County Surveyor's Office. 12. Drawings submitted for approval: a. The design engineer must certify all drawings submitted for final approval. b. This office will require a minimum of 5-sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and signed by the City Engineer and by Carmel Utilities. The Owner will receive I-approved set which must be maintained on the construction site at all times. If additional approved sets are desired, we will approve a maximum of 2-additional sets. However, the additional sets must be submitted with the required minimum 5-sets. 13. Carmel Utilities will provide separate reviews of this project for water issues. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all water main locations. 15. The following Engineering Requirements will be forwarded to your attention via email at your request. Please assure that the OwnerlDeveloper and Contractors to be associated with this project receive copies of these requirements: a. Project Approval Checklist b. PerformancelMaintenance Guarantee Requirements c. PerformancelMaintenance Guarantee Release Procedure d. Engineering Requirements for Building Permit Approval e. Utility Jurisdictions and Other Miscellaneous f. Right of Way PermiUNotifications BOARD OF PUBLIC WORKS AND SAFETY 16. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. 17. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals (If applicable) and completion of review by the Technical Advisory Committee. All written requests to be placed on the Board's agenda must include the appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or tbe Board of Zoning Appeals (if applicable). 18, Water Availability (EDU) approval from the Board is based upon the proposed usage of the building within the complex. Reference item #32-34 below for a more detailed explanation. If an irrigation system is to be included with this development, approval for additional Water Availability must be obtained from the Board and additional Water Connection Fees will be assessed. 19. Temporary Construction Entrance approval is required if the location is at a site other than the location of the proposed permanent entrance to the development. 21. The installation of any permanent, privately owned and/or maintained improvement (signs, decorative street signs, walls, streetlights, etc.) within dedicated right of way or dedicated easements requires the execution of a Consent to Encroach Agreement between the Owner and the City of Carmel. Such agreements are executed by the Board of Public Works and Safety. The City Engineer, representing the Board, may approve irrigation system agreements. 22. Approval for sidewalk closure in Haverton Way. 23. Pavement cutting of Haverton Way. BONDING REQUIREMENTS 24. Upon initial review, it appears performance guarantees shall be provided for the following: a. Sanitary Sewers ifapplicable (new manholes, piping, service laterals, core drilling, etc.) b. Water Mains if applicable (tap existing line, valves, domestic and fire service laterals, etc.) c. Erosion and Sediment Control and Storm Water Quality. Please contact Amanda Foley, Engineering Department Storm water Administrator, for details regarding engineer's estimates/performance guarantee requirements for these items. 25. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineer's Estimates for each improvement including quantities, unit costs, pipe sizes and materials, etc. CODies of CertirredEneineer's Estimates are to be orovided to the EnJ!ineerinll DeOllrtment orior to or at the same time thatthev are provided to the DeveJoDer. 26. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. 27. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. 28. Please reference the available enclosures for more detailed explanation of our procedures. RIGHT OF WAY PERMIT AND BONDING 29. Any work in the dedicated right of way ofHaverton Way will require an approved Right of Way Permit and a License & Permit Bond. 30. The bond amount is determined by the number of instances of work in the right of way at $2,000.00 per instance. However, if the work is included in the scope of work ofa required and posted Performance Guarantee, the Performance Guarantee may be used to satisfy the bond requirements of the Right of Way Permit. 31. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting and bonding. AVAILABILITY AND CONNECTION FEES 32. New water related feeshave been authorized effective July 2, 2007. The revisions are: a. Tap Inspection Fee-An $86.00 tap inspection fee shaH be charged for each new user within Carmel's water system. The current Water Connection Fee is $1,310.00. This has not been revised. Thus $1,310.00 Water Connection Fee/LO EDD plus Water Inspection Fee of$86.00/EDU = $1,396.00/EDU b. Development Application Review Fee-This fee will be assessed at the time the Water Availability Fee is paid. The current Water Availability Fee is $1 ,0 1 O.OO/acre. This has not been revised. The review fee is $150.00 for single corrunercial, business and Mr. William E. Availability (acreage) and Connection (EDD) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to pre-submittal and approval and start of construction activities. a. Availability Fees are based upon total platted acreage or legal description acreage for the development at the current rate of$I,OIO.OO per acre for Water Availability, $1,365.00 per acre for Sanitary Sewer Availability plus a new Development Application Review Fee of$300.00 ($150 for one user, $300.00 for two or more) for this project. However, Water and Sanitary Sewer Availability Fees were paid for the Prairie Trace Elementary School at the time of its development, which included the acreage for this proposed softball complex. Contact Carmel Utilities to confrrm if a Development Application Review Fee of$150.00 will be applicable to this project. b. Connection Fees are based upon the planned use of the building within the complex. EDD Calculation will be based on the daily water usage @ 300 gallons/dayIEDU. Contact Carmel Utilities regarding this issue. 34. In addition to the above fee calculations, additional Connection Fees will be assessed: a. Ifan irrigation system is planned for the facility, additional Water Connection Fees will be assessed based upon the size and usage of the system and upon the recommendations of the Director of Carmel Utilities. CONSTRUCTION DRAWING REVIEW COMMENTS 35. General Comments a. This project is subject to the Storm Water Quality Ordinances. As we discussed, provided that it is demonstrated that this area was accommodated in the master planning for storm water detention, the City will not impose the storm water technical standards for storm water management. A brief analysis will be required to show the impact of the increase in impervious area will have in the maximum water surface elevation and the peak outflow, as well as a statement about the actual increase in impervious area and a "c" comparison (master planned to proposed). b. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to accommodate this policy. The language of this policy must be added to a specification sheet on the final construction plans. c. Please provide the requisite storm water/drainage information required by Section 100 of the Storm Water Technical Standards Manual on the plan sheets. d. Please contact Amanda Foley to review storm water quality/treatment requirements and to review the systems proposed. e. For the plans submitted for Engineering Department approval, please remove the landscape plan and detail sheets, the site lighting plan sheet and the architectural sheets from the plans and remove the titles of these sheets from the Index on the Cover Sheet. The Engineering Department does not have approval authority over these items and they should not be included in plans submitted for approval by Engineering. f. On all sheets, please identify, label and dimension all existing right-of-way lines. g. Please add the following note: "The Contractor shall contact the Department of Engineering to schedule a pre-construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right-of-way." h. Please provide a Utility Plan Sheet that indicates how this facility will be served by water and sanitary sewers. 36. Sheet G4.1. . All work in the right-of-way (sidewalk, pavement repair, ADA ramp, curb) shall be City standard. 39. Why is work indicated out to the curb line of Haverton Way? Is this an ADA ramp? City standard ADA ramp details will need to be included in the plan sets. 40. A maintenance of traffic plan is required for the work in the right-of-way. 41. Sheet C2.0. . Please label the existing pond. . Please indicate a subsurface drain for the water quality treatment area in the southwest corner. . There is a storm line proposed Wlder the building. Is this desired? . Please indicate the flood routes from the water quality areas with arrows. . Is the mnofffrom the south of the 753 contour of the two southern ball fields being treated?
