DEVELOPMENTAL STANDARDS VARIANCE REQUEST
7. State explanation of requested Developmental Standards Variance: (State what you want to
do and cite the section number(s) of the Carmel/Clay Zoning Ordinance which applies and/or
creates the need for this request.
A. Carmel Clay Schools would like to construct an institutional sign in excess of the size
limitations and overall height taller than required by Section 25.7.02-5 of the
Carmel/Clay Zoning Ordinance.
This institutional sign is in addition to the two existing building identification signs and
therefore, three institutional signs will be provided, where only one institutional sign is
allowed in Section 25.7.02-5(8) of the Carmel Clay Zoning Ordinance.
8. State reasons supporting the Developmental Standards Variance:
A. The proposed size of the institutional sign is appropriate to inform patrons of the
entrance to the Complex. The proposed size and height will create an architectural
treatment which is compatible with the School and the site.

FINDINGS OF FACT - DEVELOPMENTAL STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals, and
general welfare of the community because:
The size of the signage is appropriate for the entrance to the Complex.
2. The use and value of the area adjacent to the property included in the variance will not be
affected in a substantially adverse manner because:
The signage is internal to the site, and generally not visible from adjacent properties.

At the meeting held Monday, June 23, 2003, the CarmellCIay Advisory Board of Zoning Appeals took the following
action regarding the Development Standards Variances filed by you on behalf of CarinellClay Schools - Prairie Trace
Elementary for property located at 14200 N. River Road:
APPROVED: Docket No. V-54-03, a Development Standards Variance petition of Section 25.07.02-05(b) in order
to establish two (2) institutional signs. The Board voted three (3) in favor, zero (0) opposed, thereby approving the
petition.
APPROVED: Docket No. V-55-03, a Development Standards Variance petition of Section 25.07.02-05(c) in order
to establish a 36-sq-ft institutional sign. The Board voted three (3) in favor, zero (0) opposed, thereby approving the
petition.
APPROVED: Docket No. V-56-03, a Development Standards Variance petition of Section 25.07.02-05(c)(ii) in
order to establish a 24-sq-ft changeable copy sign. The Board voted three (3) in favor, zero (0) opposed, thereby
approving the petition.
APPROVED: Docket No. V-57-o3, a Development Standards Variance petition of Section 25. 07. 02-05 (d) in order
to establish a 6-ft-2-in taU ground sign. The Board voted three (3) in favor, zero (0) opposed, thereby approving the
petition.
Please be advised that per Section 25.07.07: Sign Permits of the Zoning Ordinance, the signs approved pursuant to
the aforementioned Development Standards Variances must be established within one (1) year. The expiration date
of the approvals is Wednesday, June 23,2004.
When applying for Sign Permits for these structures, please include a copy of this letter with your application
materials in order to assist the Department's review.

miscount, iIUtially;iIithe number of spaces and a Variance is being requested for 176 spaces
rl\~ertJtan 164. Approval is also being requested to landbank 35 spaces.
The petitioner reported that the ~m number of cars in the parking lot at anyone given me,
even with a tournament, was 81; the average is near 50. The petitioner intends to stagger the
scheduled times for team play so as to avoid the maximum number of cars in the parking lot.
The petitioner has agreed to the following requirements: landbanking 35 spaces; a reciprocal
agreement with the Carmel Dance Center for the lIse of their parking facility for specuuevent
parking; the V~ance is for the express use of Off The Wall Sports.

Petitioner seeks Special Use approval to construct an elementary school on 21 acres. the
site is located on the west side: of River Road, north of 13151 Street. The site is zoned S-

Mark Monroe reported that there had been several issues outstanding at the Technical Review
stage; however, the petitioner has addressed the access to the site and the proposed roadway
improvements along River Road. In regard to the landscaping, more detail was being sought as
far as types on the south and north property lines. A 30 foot landscape buffer is proposed on each
property line, and the Department is suggesting plantings within the buffer.
Alan Klineman was concerned with the angle of turn at the drop off area; Mark Obergfell
responded that they would definitely look into it.
Dick Klar moved for the approval of Cannel/Clay Elementary Scbool No.9 (SU-5-97) and
asked that the landscape plan be updated; MOTION APPROVED 5-0.
Dick Klar moved for the approval of Carmel/Clay Elementary School No.9 (V-6-97) to
increase the allowable height of the buildin~ MOTION APPROVED 5-0.
Dick Klar moved for the approval of Carmel/Clay Elementary School No~ 9 (V-7-97) to allow
