FINDINGS OF FACT - SPECIAL USE
1 . New softball activities will fit comfortably on the site with satisfactory access and no
disruption of adjacent walk paths, landscaping, or streets.
2. The new facilities will enhance the school property while providing a use that is consistent
with school facilities.
3. All current amenities will be maintained, and additional landscaping will be provided to
enhance an already attractive setting.
4. The design introduces minimal new hard surface, and storm drainage meets all Ordinance
requirements. Water and sewage usage will have a minimal impact on existing infrastructure
and will be designed to meet all Agency requirements.
5. All existing walk paths and drives will remain, with no change. All new activities will be
contained within the site, and will not impact these amenities.
6. The Softball Complex complies with all criteria.

At the meeting held Monday, June 23, 2003, the Carmel/Clay Advisory Board of Zoning Appeals took the following
action regarding the Development Standards Variances filed by you on behalf of Carmel/Clay Schools - Prairie Trace
Elementary for property located at 14200 N. River Road:
APPROVED: Docket No. V-54-03, a Development Standards Variance petition of Section 25.07.02-05(b) in order
to establish two (2) institutional signs. The Board voted three (3) in favor, zero (0) opposed, thereby approving the
petition.
APPROVED: Docket No. V-55-03, a Development Standards Variance petition of Section 25.07.02-05(c) in order
to establish a 36-sq-ft institutional sign. The Board voted three (3) in favor, zero (0) opposed, thereby approving the
petition.
APPROVED: Docket No. V-56-03, a Development Standards Variance petition of Section 25.07.02-05(c)(ii) in
order to establish a 24-sq-ft changeable copy sign. The Board voted three (3) in favor, zero (0) opposed, thereby
approving the petition.
APPROVED: Docket No. V-57-03, a Development Standards Variance petition of Section 25.07.02-05(d) in order
to establish a 6-ft-2-in tall ground sign. The Board voted three (3) in favor, zero (0) opposed, thereby approving the
petition.
Please be advised that per Section 25.07.07: Sign Permits of the Zoning Ordinance, the signs approved pursuant to
the aforementioned Development Standards Variances must be established within one (1) year. The expiration date
of the approvals is Wednesday, June 23, 2004.
When applying for Sign Permits for these structures, please include a copy of this letter with your application
materials in order to assist the Department's review.

agreement with the Carmel Dance Cent~r for the use of their parking facility for special event
parking; the Variance is for the express use of Off The Wall Sports.

Mark Monroe reported that th~re had been several issues outstanding at the Technical Review
stage; however, the petitioner has addressed the access to the site and the proposed roadway
improvements along River Road. In regard to the landscaping, more detail was being sought as
far as types on the south and north property lines. A 30 foot landscape buffer is proposed on each
property line, ~d the Department is suggesting plantings within the buffer.
Alan Klineman was concerned With the angle of turn at the drop off area; Mark Obergfell
responded that they woUld definitely look into it. .
Dick Kiar moved for the appr~va1 ofCarmeJ/Clay ElemeDtary School No.9 (SU-5-97) and
asked that the landscape plan be updated; MOTION APPROVED 5-0. ..
