Dear Mr. Batt:
After reviewing the Secondary Plat the Highway Department has the following comments:
1. A 75' half Right-of~Way is required per the Hamilton County Thoroughfare Plan.
Triangular corner cuts of 50' are needed at the entrance.
2. Upon review of the recent Court decision, we feel that the existing drive, located on the
west side of the parcel, should be used as the entrance for Stafford Lane.
3. Minimum requirements for the entrance include a 150' deceleration lane with a 100'
taper, a 100' acceleration taper and curb return radii of 35'. If these minimums cannot
be achieved, the Highway Departmentwill not support an entrance at this location The
Board of Hamilton County Commissioners will have final approval of any access to 146tl1
Street.
4. Additional comments may be needed at a later date.

My main concern 1S R/W. It doesn't appear to be Thoroughfare Plan quantity on the plans.
Just so you're aware, there are some major issues with the entrance. We're trying to work
them out with Schneider.

The primary plat, docket no 06020010 PP, received plan commission approval on 5/16/2006,
and the secondary plat (SP), docket no 06100007 sp, is still pending; we are waiting for
revisions to the mylar. I think that SP application was filed sometime in October of 2006.

The City has received your comment letter and drawings dated June 20, 2007 based upon the City review
of October 19,2006.
The comments from the City review have been satisfactorily addressed with the fonowing exceptions:
COMMENTS - CONSTRUCTION PLANS
14. Please add detail for City standard multi-use path to Sheet CBOI. Please add detail required by
County.
] 7. Please indicate construction of lo-foot multi-use path across frontage of 14~ Street, I foot off of

6. Thank you for making the revisions for the pond. A formal variance from the BPW &.8 is
required. The Department will support the variance provided that the pond is to feet minimum
depth over as large an area as possible. and, contrw)' to my e-mail on 2/6/07 related to aeration,
the Department requests an alternative to mechanical aeration is provided. Please contact Amanda
Foley. The City would also like it written into the covenants that the ROA will maintain the pond

7. Have comments #5 and #7 from previous Crossroad Engineers review letter been resolved?
These comments represent the Department of Engineering's second review of the construction plans for
this project. We request that all responses to our comments be provided in writing. Failure to provide
written responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (ifrequired) must be obtained prior to Engineering Department approval.

Dear Mr. Batt:
The following letter represents conunents from the Engineering Department for this project specifically
addressing the areas of storm water quality. We have reviewed the construction plans submitted for this
project for the October 18, 2006 Technical Advisory Conunittee and offer the following comments:
BONDING REQillREMENTS
1. The following bonding requirements apply to this project:
Performance Guarantees
An Erosion and Sediment Control Performance Guarantee is needed for this project.
STORMWATER QUALITY REVIEW COMMENTS-CONSTRUCTION PLANS
The following items of the storm water pollution prevention plan have not been satisfied:
H2. Sequence describing storm water quality measure implementation relative to land disturbing
activities
Include seeding ofthe entire site after final grading is completed and streets are constructed.
Rear-yard swales and pond slopes shall be stabilized with erosion control blankets and seeded as
soon as they are constructed. Silt fence should be installed around all of the rear-yard swales
before home constmction begins.
Include building construction.
All of the permanent post construction BMPs will need to be cleaned at the end of all building
construction in the subdivision.
Where is the referenced tree preservation area?
Where will the curb inlet and beehive inlet protection be placed prior to any grading occurring as
referenced in the sequence? Are there inlets in adjacent subdivisions where there is a potential for
stormwater from this construction site to flow to these inlets? If so, identify these inlets on the
plans.
B5. Sediment control measures for concentrated flow areas
Erosion control blankets are needed in the swales for stabilization immediately after the swales are at
constructed.
B7. Runoff control measures
A plan is needed establishing and showing measures to be taken before any grading occurs.
There are several areas throughout the site where water is currently leaving, according to the existing
topography. These areas all need to be addressed before and during grading of the site. There are
a few locations where silt fence is needed along the west side. Silt fence will not be adequate

along most of the east side. Diversion benns directing \Vater to a sediment basin in the southwest
comer of the site would bc more appropriate.
The small drainage way in the common area at the north of the development needs to be protected.
Bll. Temporary surface stabilization methods appropriate for each season
Mulch should be applied with all seed.
BU. Permanent surface stabilization specifications
Mulch should be applied with all seed.
B14. Monitoring and maintenance guidelines for each proposed stormwater quali(y measure
Only include practices applicabLe to this development.
Include a regular street sweeping schedule.
H15. Erosion and sediment control specifications for individual lots
This detail was not found on C803.
Specify that streets along lot frontage shall be cleaned at the end of every work day.
Perimeter protection should be installed before excavation of basement/foundation has begun.
Perimeter protection on lots shall remain in place until the lot is stabilized Witll at least 70% cover.
All trash and construction debris shall be disposed properly into an enclosed waste receptacle.
The following items from Pan,C of the Storm Water Pollution Prevention Plan, specifically addressing
post construction, have not been addressed. The City of Carmel requires all water leaving a site, post-
construction, be treated by a minimum of two water quality BMPs (as in a treatment train). Outline exactly
what post-collstmction BMPs have been planned for this development and will be constructed/installed.
Specific requirements for water quality ponds, swales, etc. can be found in the City of Camlel Stormwater
Technical Standards Manual Chapter 700. Once these BMPs have been established, please address the
following items:
C2. Sequence describing stormwater quality measure implementation
Include the sequence for installing the post construction water quality BMPs with respect to the rest
of construction.
C3. Description of proposed post construction stonnwater quality measures
Identify the specific post-construction BMPs for this project.
C4. Location, dimensions, specifications, and construction details of each storm water quality
measure
lnclude all of the calculations, locations, details and specifications for the proposed post-construction
BMPs.
CS. Description of maintenance guidelines for post construction storm water quality measures
An O&M maIlual specifyi'ng information regarding maintenance of all of the water quality BMPs is
needed. An owner acknowledgement agreement for the BMPs has been included and should be
completed and submitted with the O&M manual.
We request that all responses to our comments be provided in writing. Failure to provide written responses

A schedule for Board of Public Works and Safety meeting dates is enclosed for your use. Please
use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requirea prior approval by the Cannel Clay Plan Commission
and/or the Board of Zoning Appeals (If applicable) and completion of review by the Technical
Advisory Committee. AU written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (If applicable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and conunent letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction WItil all Engineering Department and Carmel Utilities issues have been
resolved. The design engineer must certify all drawings submitted for final approval. We require
a minimwn of five-sets of drawings for approval after aLL issues have been resolved. The drawings
will be stamped as approved and will be signed by the City Engineer and by Carmel Utilities.
Four approved sets are to be returned to the City of Carmel. The Developer wiLL receive one
approved set. If the Developer wishes additional approved sets, we will approve a maximum of
two additional sets totaling seven sets. However, the additional sets must be submitted with the
minimum required five sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way, with the exception of 146111 Street, or dedicated easements wiLL require a Consent to
Encroach Agreement with the City of Carmel's Board of Public Works and Safety.
6. Carmel UtilitiesIWater DistributionlWastewater Collection should be provided copies of all
drawings and revisions for review of water and sanitary sewer issues. They will provide a

The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% oftbe Performance amount for Streets and
Curbs and 100/0 of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
Right of Way Permit and Bonding
Any work in the dedicated right of way of any adjacent interior street will require a Right of Way
Permit. If the work is included in the scope of work of a posted Performance Guarantee, the
Performance Guarantee may be used to satisfY the Right of Way Permit bonding requirements and
no additional bonding will be required. If it is not included, a License & Permit type Right of
Way bond will be required in the amount of$2,000.00 per instance of work in the right of way.
Any open cut in the pavement of adjacent dedicated interior streets will require separate
Board of Public Works and S.fety approval. Any work in tbe dedicated rigbt of way of 1~
Street will require permitting tbrough tbe Hamilton County Highway Department.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received. If
you have not already done so, please provide one set of plans and calculations to the Department
of Engineering and one set to Crossroad Engineers, PC. Please contact Crossroad Engineers to
obtain drainage review checklist for consideration in developing secondary plat and that design
effort.
AVAILABILITY AND CONNECTION FEES
II. Availability (acreage) Fees must be paid after all other Engineering Department requirements
bave been satisfied and prior to the start of construction activities. Availability Fees are based
upon total plattedllegal description acreage for the development at the current rates of$I,O 1 0.00
per acre (Water Availability Fee) and $1,365.00 per acre (Sanitary Sewer Availability Fee). Based
upon the acreage indicated on the legal description on the secondary plat, the following
Availability Fees would apply:
Water - 29.04 Acres @ $I,OIO.00/Acre = $29,330.00
Sanitary Sewer - 29.04 Acres @ $I.365.00/Acre = $39.640.00
Total 29.04 Acres @ $2,315.00/Acre = $68,970.00
Connection Fees are currently $1,310.00 for water and $795.00 for sanitary sewers per single-
family residence. It is assumed that this development will be a single-family residential
development. Connection Fees are paid when the infrastructure has been completed, satisfactory
utility test results obtained and the subdivision has been released for permits. Water and Sanitary
Sewer Connection Fees are paid on a ner-Iot basis.
· If an irrigation system Is planned jor this development, addJtltJnal Water Connection
Fees wlll be assessed based upon the recommendation of the Director ofCarme/
Utilities. If a community clllbhouse and/or swimming pool are plarmed lor the
development, additional Water and Sanitary Sewer Connection Fees wi/I be tl$sessed
based upon the recommendation of the Director of Carmel Utilities.
12. Is the existing single- family residence, located within the outlot, currently connected to City of
Carmel water mains and sanitary sewer mains?
COMMENTS - CONSTRUCTION PLANS
13. Please confirm with City Utilities that sanitary under the wet bottom pond is acceptable (run 403-
402).
14. Please add detail for City standard multi-use path to Sheet C80 1.
15. The right-of-way of 146m Street does not meet the requirements of the City's 20-Year
Thoroughfare Plan.
16. Please add the City's minimum cover note to Sheets C201-C204.

23. The City defers to the County for approval of the following: auxiliary lane lengths and widths,
right-of-way pavement section within 146lb Street right-of-way (City agrees to the section
indicated., but more substantial section may be required), and curb return radii, and creation of the
valley gutter in the auxiliary lanes (City does not recommend creating valley gutters in auxiliary
lanes because ofbydroplaning potential).
24. Section A-A does not appear to be correct.
25. Please add the City curbing policy to a sheet in the set.
26. Please revise detail12/C801 to not allow asphalt. All drives sball be concrete.
27. Detaill/C801 does not meet City standard as it relates to subsurface drain location under curb.
Please remove the subsurface drain from this detail.
28. Please revise the "Streets" specification on C90l to conform to the City paving specifications and
the curbing specifications to be added.
29. Is detention for the fully developed right-of-way of 146111 Street provided in the detention ponds?

32. Relocation of power poles, if required across the 146tb Street frontage to accommodate the
improvements, shaUbe the sole responsibility of the developer and shall be located to the back
edge of the right-of..;way as directed by the power company or the Department of Engineering or
the County Highway Department.
33. The Department requires that the construction drawings be developed in accordance with the City
of Cannel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made. The digital files must be submitted to the Department of
engineering prior to approval of the construction plans.
34. What is the flood route from the ponds across the adjacent property?
35. The plans lack the required drainage summary per the Stonn Water Technical Standards Manual.

4. Please submit an indirect outlet pennit (2 outlets), for the discharge into the V,G,
Mitchner Regulated Drain, to this office. The application is available on our

5. Hamilton County Ordinance 4-26-99-C(5) requires downstream improvements
including but not limited to: extending storm sewers, clearing, dredging, and/or
