State Explanation of Requested Special: Carmel Clay Schools wishes to make additions, totaling 173,000 square feet, to the existing Carmel High School building and campus in order to support .a Freshman Center on the school campus. The additions will support an additional 1,200 ninth grade students. This will provide additional capacity within the existing High School for grades 1 0 through 12. These additions will support the anticipated student growth based on the recent demographic projections. . 8. The continued growth of Carmel and Clay Township continues to increase the student population served by Carmel Clay Schools. Projections have indicated that the existing Carmel High School would no.t support the increased student enrollment by 2005. Through a series of public hearings and steering committees, a recommendation was presented to the Carmel Clay School Board of Education to construct a Freshman Center on the existing High School site in order to accommodate the projected enrollment capacity and maintain a single high school for the community. The Freshman Center concept was also recommended to prOVide a smaller more self-contained educational environment for the freshman students transitioning from junior high school to high school. After further studies by the Administration, staff, and design professionals the Freshman Center' became two additions to the existing High School facility, incorporating the self-contained environment concept while still allowing easy utilization of the facilities within the existing high school as needed by students. Additional property has been purchased by Carmel CIEj.y Schools to facilitate the major portion of the Freshman Center addition on the northwest side of the building. This additional property provides space to reconfigure vehicular circulation, provide additional parking, and provide a larger buffer between the school building and the adjacent residential properties. This Project also proposes to eliminate the roadway connection between the High School campus and the residential subdivision, Carmelwood. This will eliminate school traffic within the adjacent neighborhood, a major concern of the adjacent property owners. The new additions will blend into the existing architecture of Carmel High School and use similar exterior materials. Some design elements will be modified to signify the difference between the Freshman Center and the remainder of the building. The reconfigured roads will help eliminate or reduce school vehicular traffic on the surrounding public roads. An additional student drop-off location at the Freshman Center entrance will reduce the amount of vehicles-waiting at the main entrance along Main Street. Other site modifications will allow bus traffic to be split between the west side and north side of the campus. Carmel Clay Schools would like to construct additions to the existing Carmel High School where the height exceeds the ordinance requirement stated in Section 8.4 of the Carmel Clay Zoning Ordinance - --:c -'-0. 8. State reasons supporting the Development Standards Variance: The size of the proposed additions is based on the projected student enrollment anticipated in the future for Carmel High School. The limitations of the Project site and desire to maintain a compact floor plan for the building additions requires a multi-story building for the main building addition. The height of the major portion of this addition is 44 feet - 0 inches, with a mechanical enclosure extending to 57 feet - 0 inches. This three-story addition is similar in height to the three-story portion of the existing building on the west side of the Carmel High School. The height of this existing portion of the building is 48 feet. The proposed addition will not be the highest building element on the high school campus. The highest building point is at the existing auditorium fly loft, approximately 66 feet above grade. The east building addition is both slightly above and lower in portions than the existing building at that location, approximately 24 feet - 6 inches. The height is required due to the music performance spac.es located within the addition. State explanation of requested Developmental Standards Variance: (State what you want to do and city the section number(s) of the Carmel/Clay Zoning Ordinance which applies and/or creates the need for this request). .Carmel Clay Schools would like to incorporate three institutional si ns into the proposed Freshman Center Project and on the Carmel High c 00 campus. The 'three institutional signs would include two wall-mounted signs and one ground sign. The total number of signs would exceed the requirements of Section 25.7.02-5 of the Carmel/Clay Zoning Ordinance. Existing institutional signs approved by a previous variance request will remain in the current locations. One of the existing signs will be relocated to the new northwest entrance of the Freshman Center. 8. State reasons supporting the Development Standards Variance: The Freshman Center portion of this Project will include its own main entrance and requires identification within the larger building complex, The basic concept of creating the Freshman Center on the high school site was to maintain an identity on the campus. The design of the building assists in that regard, but the signage proposed for this Project is also an important element of this separate identity concept. A wall sign made up of individual letters indicating "Freshman Center" is proposed on the west fa9ade of the Freshman Center to identify this area in a manner similar to other. portions of the high school campus that have wall signs. The addition of this sign would be consistent with the existing signage on the building and campus. A ground sign with changeable copy is also proposed to further provide identification to the Freshman Center area and provide a place to announce events to patrons and visitors. This is critical to again help separate and give identity to the Freshman Center. This ground sign is similar to the existing sign along Main Street where events planned for Carmel High School can be noted. A wall sign is also proposed for the new ticket building at the soccer stadium. This wall sign made up of individual letters indicates "Brian Murray Stadium". This sign is needed to identify another feature of the high school campus that attracts patrons and visitors. It further identifies an important figure to Carmel High School who has been honored with the naming of the soccer facility. All signs are needed to identify specific parts of a large campus and building. The signs will assist patrons and visitors attending functions at the school to find those areas and enter at the appropriate locations. This sign is needed to identify another feature of the high school oampus that attracts patrons and visitors. It further identifies an important figure to Carmel High School who has been honored with the naming of the soccer facility, All signs are needed to identify specific parts of a large campus and building. " The proposed plan provides improvements to the student walkway along the north road and tne circular drop-off at the north entrance. These improvements will allow bus traffic to enter the site from Smokey Row Road. This will eliminate the current bus loading on Main Street. Additional bus drop-off will occur at the north circular drive. " Carmel Clay Schools and the construction team will review small trees not identified in the survey after the layout of the site improvements has been completed. An attempt will be made to save as many smaller trees as possible or adjust the layout as needed to save some additional existing trees. Staff from the Department of Development could participate in this review during construction if desired. o The parking located along the curve of the new interior drive along the northwest side in the proposed plan will be eliminated. . Preliminary plans have been developed for an additional parking lot northeast of the building. This parking lot would support and additional 152 spaces. These parking spaces are above those required by the zoning ordinance when all of the parking available on the campus is considered. The additiOnal spaces are also not required during the school day to accommodate staff and students permitted to park adjacent to the school. This additional lot would provide additional parking only for event activities at the High School. '~- ."'" !if -..,c:..- ... u u CARMEL CLAY SCHOOLS EMERGENCY PREPAREDNESS PLAN CARMEL HIGH SCHOOL Developed 1999 - 2000 Developed by Carmel Clay Schools and Carmel High School with assistance from Carmel Police and Fire Departments Plan provided to each staff member and included in each classroom Plan provides general guidelines for numerous emergency scenarios requiring both evacuation and remaining within the building. Each classroom teacher is responsible to supervise the evacuation of their class and students following the emergency evacuation routes from the building. Once outside the building the plan instructs classes to walk clear of the building leaving driveways open for emergency vehicles. The class or group must be kept together and attendance is taken. Complete evacuation of the building occurs in approximately 4-5 minutes. Safety Zones within the building have been established if it is acceptable to return to the building. There is a designated evacuation site if the situation requires this portion of the plan to be placed in affect. Other potential evacuation sites have also been established by Carmel Clay Schools. Carmel Fire Department will go to the main fire alarm panel location initially to determine location of fire hazard and communicate with school administration. From this location the remaining fire vehicles will be directed to the specific fire hazard location and utilize the nearest fire hydrant and fire department connection. Carmel Clay Schools Safety Officers will assist in directing traffic during an emergency and maintaining emergency access. The purpose of this study was to identify travel patterns as they exist today and to develop and reconunend travel patterns that could be used when a proposed freshman wing is added to the existing high schooL The recommended travel pattems are developed in order to improve the traffic flow in and around the high school in conjunction with the opening of the new wmg. DESCRIPTION OF FUTURE EXPANSION A freshman wing is being planned by the Carmel-Clay School Administration. This wing would house all existing and all future freshman attending Carmel High School. Approximately 960 freshman students are currently enrolled at the high school with approximately 240 more to be added over the next ten years. In order to accommodate the new wing, changes will be made to the internal roadway system and to the existing parking lot layout. Figure 1 shows the existing school layout and the future school layout after the expansion is added. FIELD REVIEW A field review was conducted around and within the Carnlel High School site during the morning and afternoon peak hours ofthe school. As parL of the review, entering and exiting traffic flows were noted for all vehicles. In addition, all traffic control devices were documented and their effect on traffic movement was noLed. Finally, pedestrian movement into and out of the site was observed. "DATi\. COLLECTION Manual peak hour turning movement traffic volumes counts were collected by A&F Engineering during a typical school day during the hours of 6:45 AM to 8:00 AM and from 2:30 PM to 4:00 PM. These counts were collected at the following locations: 1. Main Street and 4lh Avenue 2. Main Street and the High School Center Drive 3. Main Street and the High School East Drive u u The traffic volume counts included all passenger vehicles, buses and conunercial vehicles that passed through the three data collection locations during the study hours. .Figure 2 summarizes the peak hour traffic volumes at each location. In addition to the traffic volume counts, special notice was given to traffic queuing due to afternoon pick-up traffic at the front of the school. PEAK TIME PERIODS Cannel High School is in session from 7:50 AM to 3:05 PM Monday through Friday. Therefore, morning drop-offtraffi.c is greatest from 7:00 AM to 8:00 AM and afternoon pick-up traffic is greatest between 3:00 PM and 4:00 PM. Physical traffic control barriers, traffic cones and m<illual traffic control are used from 7:15 AM to 7:50 AM and from 3:05 PM to 3:40 PM to direct traffic entering and exiting the high school. EXISTING TRAFFIC FLOW ANALYSIS Based on the traffic data collection and the field review, the existing traffic patterns and the existing traffic control devices were graphically iJlustrdted in order to develop a simplistic snapshot of the existing traffic patlcms. Figure 3 and Figure 4 show the existing traffic flows and the existing traffic control devices used during the AM and PM peak time periods. PROPOSED TRAFFIC FLOWS When the proposed freshman wing is opened, traffic destinations will change due to the fact that many freshman students are dropped off in the morning and picked-up in the aftemoon. Currently, most of these drop-offs and pick-ups are done in front of the school off of Main Street. However, the new wing will create a greater demand near the rear of the site. Thus, future traffic flows need to be developed to accommodate these new traffic destinations within the site. The following is a summary of the potential traffic flow improvements that will occur due to these recommendations: u . A number of busses currently park on Main Street during the PM peak time period. When the proposed expansion is constructed, the rear parking area will be used to store these busses. Therefore, bus parking will be eliminated on Main Street. .. A significant number of pick-up vehicles queue in front of the school during the PM peak hour while they wait for school to let out. At times, these queues can back up onto Main Street. Due to the fact that a significant number of pick-ups are for freshman students, these pick up trips will be diverted to the rear of the building when the expansion is constructed. Thus, queuing onto Main Street from the front of the building is less likely to occur. e As part of the future expansion, the sidewalk that runs from the northern parking lot to 1361h Street will be widened and a barrier wall will be constructed between the roadway and the sidewalk. This barrier wall will discourage the use of the roadway by students walking to and from the school during the morning and afternoon peak times. The separation of pedestrian flows from traffic flows will increase safety along this roadway. . The northern roadway that connects the northern parking lot to 1361h Street/Smokey Row Road is currently closed to vehicular traffic from 3:05 PM to 3:40 PM. This roadway is closed because students typically use the roadway to walk from the school to the stadium parking lot. The constmction ofthe barrier wall (discussed above) will separate pedestrian and vehicular traffic. Therefore, this roadway will be opened during the PM peak time once the expansion is completed. Opening this roadway for two way traffic during the AM and PM peak hours will reduce the amount of vehicles accessing the front ofthe building for pick-ups and drop-offs. . A portion of an existing parking lot will be eliminated when the freshman wing is constructed. However, a new parking lot will be constructed just west of the proposed wing. The Special Use will be consistent with the Character and Permitted Land Use of the zoning district and Carmel/Clay Comprehensive Plan because: The Project site is the existing Carmel High School and the proposed Project maintains the same function of that site. A school of secondary education is a Special Use permitted within a R-2 zoning district per the Carmel/Clay Zoning Ordinance. 3. The Special Use is physically suitable for the land in questlon because: The proposed additions fall within the existing property limits of Carmel High School. However, additional land has been purchased to expand the Carmel High School property limits. This additional land will provide space for additional improvements and a buffer to the adjacent residential property. The Special Use will not injuriously or adversely affect the adjacent land or property values because: . The proposed Project will maintain the existing site function in place for a number of years. The proposed Project eliminates the traffic concerns that would negatively affect adjacent properties to the northwest. As vehicular traffic will increase in the future, better vehicular circulation throughout the Project site and optional routes for buses and vehicles should benefit surrounding streets, residential, and commercial property, Buffer space, landscape buffering, and fencing will be maintained between the proposed improvements and adjacent properties to the northwest to. help shield and protect those properties from the movements and views to the High School campus. 5. .Tbe Special Use will not adversely affect vehicular or pedestrian traffic flow, nor the adequate availability of water, sewage, or storm drainage facilities or police and fire protection because: . As stated previously, with the residential property purchase and disconnection of the High School drives from Audubon Drive and Sylvan Lane to the northwest, a major traffic issue for the adjacent neighborhood has been eliminated. The elimination of this traffic reduces dangerous situations noted by adjacent property owners. The continuation of the vehicular circulation around the entire High School building and proposed additions with the reconfigured drives maintains a vehicular pattern similar to the existing circulation. A new student drop-off area at the Freshman Center will remove some traffic from the main entrance and Main Street during the morning and afternoon drop-off periods. With the reconfigured north bus drop-off area, additional bus traffic can enter the site from Smokey Row Road reducing bus traffic on the west side of the site and 4th Avenue. u u New walkways along the recoilfigured drive northwest of the proposed addition will maintain pedestrian access around the building and from the adjacent neighborhood. The new walkways provide direct pedestrian access to Main Street and adjacent public buildings. The existing water service on the Project site will support the new additions with some minor modifications and rerouting of the service lines to the proposed additions. Sanitary sewers for the proposed Project will connect to new sanitary sewer mains being jointly construction by the City of Carmel and Carmel Clay Schools. The increased sanitary sewer load will be handled by the new the sanitary sewer piping. The Project will not adversely impact existing sanitary sewer lines serving the property. Storm sewer facilities will be constructed as part of the proposed improvements. A new detention area will be created to detain the increased run-off from the hard surface areas. The existing storm sewer system will continue to handle the existing site and'the various miscellaneous improvements planned for the Project. Coordination with the City of Carmel Fire Department has occurred. No major issues impacting the ability of the Fire Department to serve Carmel High School and the Project have been noted. An emergency access point connecting.,the new drive on the High School property with the reconnected Sylvan Lane and Audubon Drive will provide emergency access to the adjacent neighborhood from the south for both fire and police emergencies. 6. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the community because: The overall building heights are dictated by the required size of the additions to support the increased student population and the functions included within the additions. Keeping the building additions compact and near the existing building will minimize the visual impact of the addition on adjacent properties. The proposed additions are also similar in height to other portions of the existing building and will be below the highest portion of the-existing building. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: The main building additions along the northwest remain approximately 280 feet from adjacent properties at the closest point. This is a greater distance than the current configuration. Currently, there is an area between 190 and 260 feet from the existing building to adjacent properties. This separation will help minimize the visual impact of the three-story addition. The height of the building will improve visui31 screening and sound screening of roof-mounted mechanical equipment currently open to the adjacent properties. 3. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the community because: The additional signs will help identify the various specific areas of the Freshman Center and Carmel High School. The multiple signs will help ensure that patrons and visitors enter at the proper location and avoid confusion and potential security concerns. 2. The use and value of the area adjacent to the property included in the variance wil) not be affected in a substantially adverse manner because: The institutional and wall signs will be similar to the signage already installed at Carmel High School. 'The proposed signs are lettering without specific designs or special lighting effects. These signs would not adversely affect adjacent properties. 3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: Without the additional signage, areas of the building would not be identifiable for patrons or visitors approaching the building. A building of this size and scope requires areas and entrances to be identifiable from the exterior. The signs will allow users to find parking area near the entrance they desire, and to avoid traveling through the building to reach specific areas. The various signs will also assist building administration with security issues by directing patrons and visitors to specific entrances that can be supervised. The approval of this variance will not be ihjurious to the public health, safety, morals and general welfare of the community because: The size ofthe signage is appropriate'for the overall size of the site, and is similar to existing signs on the Carmel High School campus. The ground sign is not ioeated in an area where it will block any sightlines for traffic purposes. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: The signage is similar in size to existing signs on the Carmel High School property, and will not affect adjacent properties. The sign materials will be consistent with the proposed additions to Carmel High School, and other signs on the campus. 3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: The size limitations for the ground sign would prohibit signage in a size that would be clearly legible from passing vehicles. The vast majority of patrons and visitors will be seeing this type of sign from their vehicle. It is also typical of a school this size to hold multiple events, and those events require places for announcements.
