3.7 - Traffic Directional Sign - 3.0 Square Feet Standard - 3.75 Square Feet Proposed

This sign will be installed approximated 153 feet off the entrance to our property. This
sign has already been manufactured awaiting placement, pending variance to pennit this
oversized directional sign. We apologize for this oversight on manufacturing; we
incorrectly assumed that our contractor fully understood the City of Carmel zoning
standards. Vie see to have the sign installed to ensure that parents/custodians of
Preschool children have clear direction to the conect door for drop-off/pick-up of
children.
25.7.02-5(B) Institutional Signs - 1 Pem1itted - Petitioning for 2
Docket No. V-209-02
We currentl y have and have had since at least 1973 or prior, 2 signs on this property. We
propose that the sign on Keystone be replaced by a 2 sided sign (60 degree angle or less)
between sign faces. Due to this propenties significant acreage, and the heavy traffic that
Keystone Avenue enjoys, we wish to continue to have signage on this corridor. We wish
to change the current signage as an upgrade in both aesthetics to the property, as well as
to ensure our church presence on Keystone A venue.
25.7.02-5(E) Setback - Standard 10' Setback - Petition for 0'
Docket No. V-21l-02
Our sign on 106th Street sits approximately 2' 4" on the easement. This sign was
relocated approximated 50 feet west when the church agreed to give up one curb cut onto
1061b in conjunction with our church expansion completed in 1998. The turning lane onto
southbound Keystone from 1061h was created in the mid 90's in conjunction with the
subdivision development directly to our west. The addition ofthi8 lane moved the
easement into the previous sign. When the sign was moved approximated 50' west in
1997, we believed (falsely) that keeping the same distance from pavement was
appropriate. To our knowledge, this sign has not posed a safety hazard and we
understand that the sign is at risk if utility work occurs in the future in the easement
occupied by the sign as it sits. We ask pem1ission to leave the sign in its present location.
25.7.02-5(D) Sign elevation - Standard 5.0' - Proposed 6.0'

Due to the surrounding elevations, particularly along Keystone Avenue and presence or
traffic control box on comer, we petition for this change to standard so that entire sign
may be viewed from Keystone Avenue. Due to the significant slope of the property
behind this sign, the placement, and severity of slope along Keystone A venue; we believe
this petition \vill not pose a safety hazard to our neighbors or the community.

Dear Neighbor:
King of Glory Lutheran Church is in the process of applying for zoning
variances in front of the zoning commission on Monday, February 24, 2003 at
7:00 p.m. at the Carmel City Counsel Chambers, 2nd Floor of City Hall, One
Civic Square, Cannel, Indiana. We are required by law to notify adjacent
property owners a minimum of 25 days prior to the public hearing date. Weare
applying for four variances in front of the commission on this date. They are:
Variance to Zoning Standard 3.75 - Traffic Directional Sign ~ Docket V -208-02
We propose to add a sign 153 feet inside our entrance on the east side of the
drive along the sidewalk, to assist in directing parents and custodians to the
conect entry door to our preschool and to avoid the chance of leaving children at
the incon-ect entrance. The surface area of the directional sign was designed at
3.75 square feet and zoning code only allows 3.0 square feet. We are petitioning
a variance for this proposed sign to be installed at 3.75 square feet.
Variance to Zoning Standard 25.7 .02-5(B) Institutional Signs - Docket V -209-02
We current! y have two signs on our property and have had since 1973 or before.
One is located on 106tl1 Street and the second is on the comer of 106th and
Keystone (wooden sign with cross). We need to petition a variance to zoning
standards to pemlanently pemlit two signs on this property. This has come to
light, due to our request to the zoning/sign commission to replace our wooden
sign with a more modern sign presence on our property. We have included a
color rendition ofthe proposed sign change for yourreference. This is being
proposed as two sign faces at a 60 degree angle supported by brick.
Variance to Zoning Standard 25.7.02-5(C) Set Back Requirements - Docket V-
211-02
Our existing sign on 106th Street currently sits approximately 2 feet 4 inches on
the city easement. We are asking for a variance to allow this sign to remain in
place. This sign was relocated to its present location in 1997 from approximately
50 feet +/- east when we reduced our curb cuts to 106t11 Street from two to one.
In the mid-90's the turning lane to south bound Keystone was added to relieve
traffic congestion. When this occurred, the easement also moved to a point that
overlapped the previous sign location by approximately 2.5 feet +/-. Our

as the previous sign which is not compliant with zoning standards of the city.
The variance applied for would rectify this if approved by the commission. To
date, we believe that this sign has not posed a safety hazard to our neighbors or
community! .
Variance to Zoning Standard 25. 7.02-5(D) Height of Signs - Docket V -210-02
Our proposed replacement sign 011 Keystone is being designed to be 6 feet at its
highest point. Current zoning standards permit a sign that is a maximum of 5
feeL We are asking for this variance for two reasons: First the slope of our
property on the Keystone side is such that the additional one foot would allow
expected visibility of entire sign front. And second, we have a traffic control box
at the corner which will slightly impair the visibility of the proposed sign. Due
to the proposed location of this sign and the slope of the ground behind it, we
believe tbat this request, if granted, will not pose a safety threat and will be
ascetic upgrade to the corner.
As neighbors, we pray that these variance applications are positively considered.
We may be reached personally through the church administration office at 846-
1555 if any further clarifications are needed. The petition may be examined at
the Oftice of the BZA (Carmel Department of Community Servi ces) and any
person may offer verbal comment at the Public Hearing or may file written
comments prior to or at the hearing.

Dear Ms. Rumschlag,
After discussions with representatives of your congregation regarding this project, Wes Wells and
Matt Lillard, I am sending this letter to clarify our department's understanding of your mtensions
to utilize a field south of your church for an athletic field. We understand that this area is located
in the floodplain "fringe". Mr. Lillard approached our department to make sure no local laws or
ordinances would be violated when work proceeded to convert this rough and rutted area, into a
smoother more hospitable place to play soccer or baseball.
The following notes define the project as we understand it and set the parameters we reviewed to
determine that no permits or approvals would be required.
1. Leveling work for the field will not divert water in any other direction than the direction
it presently flows.
2. If any other topsoil is needed for seeding or filling ruts, the grade will not increase more
than 6" in anyone spot.
3. Work will take place in the floodplain fringe only.
4. No use of artificial lighting or signage will be on the site in conjunction with the new
athletic field.
S. No tiles or other sub-surface drainage will be installed unless approval is gained through
the City Engineer's office.
We appreciate the inclusion of our department's comments in your plans for the church's site.
