After reviewing your project comments, regarding the proposed Northview Christian Life Church
project, contained in a letter dated December 23, 2002, we have made the requested revisions
to the site construction plans. In addition to your comments, we have incorporated all requested
revisions from T AC members into the latest plans dated January 22, 2003. The following is a
summary of revisions made to the plans per specific plan review comments:
Department of Engineering
1. 131st is now identified on all applicable sheets.
2. Sheet continuation notes have been added to all applicable sheets
3. All construction traffic will enter and exit via the main 131 st Street exit.
4. The stone drive off of 13151 Street is the existing original curb cut that once lead to
the existing barn on the site. This entrance is no longer used.
5. On Sheet C1.1, the plan note for item 13 not pointing to the existing water line has
been deleted.
6. On Sheet C1.9, ductile iron pipe was being used between sanitary structure SA-4
and SA-3 since this section of pipe falls under the proposed addition. This has since
been removed from the project (see Water.:-Wastewater Utilities comments). Also,
new water lines are now indicated on this sheet.
7. On Sheet C 1.10 ,existing buildings are labeled and now shown as dashed lines on
this sheet. Also, it should be noted that the existing barn shown on this sheet is
served by a well and septic.
Water-Wastewater Utilities
1 , The 6" lateral has been re-routed around the proposed addition and no longer runs
under the building. .
2. Castings have been changed to be1642A or equivalent.
3. The manhole detail has been revised to show butyl rubber base exterior back plaster
(mastic) to be applied to the manholes for seal coating.
Department of Community Services
1. On Sheet C1.4, a ten (10) foot multi-use asphalt path, parallel and adjacent to 131s1
Street has been added along the north side of the project.
2. On Sheet C 1.4, concrete curbs have been added to the asphalt drive leading to the
proposed maintenance building.

1. On Sheets C1.7 & C1.8, silt fencing has been removed from the project. Inlet protection
has been added for the existing pipe outlet located 400 feet south southeast of the
proposed youth facility.
2. On Sheet C1.8, an erasion control blanket has been added in the swale downstream of
structure #1.

The latest landscape plans from North Christian Church {received 1-10- appear to be adequate. They do not meet the
D level buffer on the west side of the new building, but seem to be adequately buffered with evergreens and shadetrees to
screen the building from the active recreation site next door (Carmel Dads Club athletic fields).
I have one copy of the revised plans, and a copy of their tree protection and scope of landscape work requirments. Do you
need 2 additional copies of each for the DOCS file?

We have reviewed the drawing submitted for this project and offer the following comments:

. Water, Sanitary Sewer, Storm Sewer - City of Carmel.
3. Board of Public Works and Safety Approval Rcquirements:
. Additional Water and Sanitary Se\ver Availability (Connection Fees) if required.
. Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way. If an irrigation system is planned for this project,
additional Water and Sewer Availability approval will be required from the Board.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for YOLlf use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires priOl'jinal apprn\lal by the Carmel Clay Plan Commission
alld/or the Board of Zoning Appeals and completioll of review by the Technical Ad~'isory
Committee. All written requests to be place Oil the Board's agenda must include the appropriate
Docket Numbers alld the date (or dates) of approval by tltePlall Commissioll and/or BZA.
4. \Vater and Sanitary Sewer Availability (acreage) and Connection Fees:
. Availability (acreage) Fees for 21.309 acres were paid when this site was developed. Therefore,
there are no additional Availability (acreage) Fees associated with this expansion.
. Connection Fees were also paid when the site was developed. These were based UPOIl a 949-seat
sanctuary and 7.59 EDUs (2,277.0 gallons/day). We do not believe there will be additional \Vater
and Sanitary Sewer COIlnection Fees associated with this expansion. Carmel Utilities will review
this. Please provide a detailed listing of the individual building expansion areas inch~ding square
feet, proposed building usage and projected water usage for each area.
S. T AC ReviewiDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Cam1eI Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require five-
sets of approved drawings after all issues have been resolved. The drawings will be stamped approved
and signed by both the City Engineer and Director Carmel Utilities. The Developer/Owner will
receive one-set which is to be maintained on the construction site at all times. Carmel Utilities will
receive two-sets. Our Public Works Inspector will receive one-set and one-set will be maintained in

the Department of Engineering. If more than five-sets are requested to be approved, the additional sets
must be submitted with the five required sets.
6. P lease be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements will require a Consent to Encroach Agreement between the Owner/Developer and the City
of Carmel. This Agreement requires Board of Public Works and Safety approval. Installations \vithin
dedicated right of way require separate Board approval.
7. Cannel Utilities does not subSCl'ibe to "Holey Moley" and should be contacted directly for all water
main and sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.
9. I am including copies of the following with this correspondence:
o Commercial Project Approval Procedures.

o Commercial Permitting Procedures.
I will send a copy of our Residential Subdivision and Conunercial Irrigation System Requirements
upon request.
BONDING REQUIREMENTS
10. Upon initial review, it does not appear that there will be any bonding requirements for this project. It
is assumed that all new water mains and service lines, sanitary sewer mains and service lines and storm
sewer mains will be private which will not require Performance or Maintenance Guarantees. There
does not appear to be any work scheduled in dedicated right of way, thus Right of Way Pem1its and
associated bonding will not be required. However, if work is scheduled in the dedicated right of way
of either 13151 Street or Hazel Dell Parkway, a Right of Way Permit and appropriate bonding will be
required.
PROJECT COMMENTS
II. Please identify 13151 Street on all applicable sheets. Also, please identify all right of way lines.
12. Indicate match lines on all sheets where applicable.
13. What will be utilized as a construction entrance for this building expansion? I note a couple of internal
temporary construction entrances but will all construction traffic enter and exit via the main 13151
Street drive?
14. Has the stone drive entrance off of 1315( Street everreceived BPWS approval? What is the purposed
of the drive?
15 _ On Sheet C1.1 (at the southeast area ofthe circular drive), the arrows for item 13 (remove exist. water
line) appear to point to different items but not the water line.
16. OnSheetCl.9:
. Why is ductile iron pipe used between sanitary structure SA-4 and SA-3 and PVC pipe
elsewhere?
D On Sheet Cl.l, the demolition of the existing water line is indicated (at the southeast area of
the circular drive), yet tlus sheet does not indicate a new water line. In fact, new water lines
are not indicated anywhere on this sheet.
17. On Sheet C 1.1 0:
. Identify the existing buildings shown on the plan.
o Are any of the existing buildings currently served with water or sanitary sewer? If so, please
indicate how they are served on the plans.
The City Engineer has not reviewed this project. Therefore, we reserve the right to provide additional
comments upon her review of the project and the drainage report.

Soils Information:
Mian1i silt loam, 6-12 percent slopes, eroded- this soil is light colored, silty in texture and on
sloping uplands. It is deep and well drained with moderate permeability. It has moderate
available water for plant growth and a medium organic matter content. It has compact till starting
at a depth between 20- 40 inches. The main soil features that adversely affect urban development
uses are moderate potential frost action, moderate shrink-swell potential, moderately slow
permeability and severe erosion during construction.
Miami silt loam, 12- 18 percent slopes, eroded- this soil is light colored, silty in texture and on
sloping uplands. It is deep and well drained with moderate permeability. It has moderate
available water for plant growth and a medium organic matter content. It has compact till starting

Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.

I have reviewed the plans for this project and have the following comments:
. This project appears to be less than 5 acres of disturbed area. Because the initial project
has been completed and this project is less than five acres I would not suggest that an
NOI to IDEM is not required.
II Silt fence is not needed for these two sites as the existing grass provides a good filter.
Inlet protection for the existing pipe outlet located 400 feet south southeast of the
proposed youth facility would create a sediment basin.
. An erosion control blanket in the swale is recommended downstream of str# 1.
