The comments from the City review have been satisfactorily addressed with the following exceptions: CONSTRUCTION DRAWING REVIEW COMMENTS 38. General Comments b. It is apparent that existing ofI.site easements are being utilized for the installation of various utilities to serve the site. Please confirm that all such utilities are public utilities. Thank you for your response. Please'confirm that all utilities to be installed are public utilities. f. Please provide the requisite storm water/drainage infonnation required by Section 100 of the Stonn Water Technical Standards Manual on the pian sheets. Please refer to Section 102.02 (vil) and 102.02 (xi) in particular 102.02 (:0) M. h. Please remove the landscape plan sheets and remove the titles of those sheets from the Index on the Cover Sheet. Please remove the landscape plan sheet titles from the Index on the Cover Sheet. i. The minimum cover note on Sheets C400, C401, C402, CSOO, C50 I, C502, C600, C60 I, C7oo, C701, C800, C801, and C802 has been revised to account for more stringent stonn pipe cover requirements. The Department would expect it to be a challenge to transition the right.of~way curb at the eyebrow to the valley gutter. Please indicate how tbis transition will be constructed. g. The swale behind lots 4 and 5 exceeds 300 feet in length. Thank you. As tbe swale is 369 feet and at a 1.7% slope, it is likely tbat this waiver win be granted. h. Is the runoff from lot 25 not being treated? It is apparent that the swale from the roadway to the discharge point is labeled in the wrong direction. Thank you for clarifying. A waiver must be sought for tbis also. Due to the tree preservation easement providing some treatment, it is likely that this waiver will be granted. 47. Sheet C800 a. Please revise Sanitary Sewer Specifications Note 8 to refer to the requirements of the pipe bedding detail, same sheet. The granular material shall be used regardless ofwben the walks are installed. Please delete this section of the note. This entire specification has been removed from the sheet. it Is assumed that this specification still needs to be on the sheet. If it does, please edit the specification as previously requested. Please move to the storm sewer plan-profile sheets and ensure Note 1 meets the specifications of the Stormwater Design Manual. ii. Please delete Note 4. This is covered elsewhere. iii. Notes 6, 7, 8, and 17 and ductile iron pipe specifications - suggest moving this to the water plan Sheets C700 and C701, or create a water main detail sheet with these notes and a copy of the pipe bedding detail, as modified, from Sheet C800. iv. There was 00 Sheet C801 in the March 26,2007 plans. All comments below are repeated from the previous comment letter. i. The Title Block references Kendall Wood. Please revise. ii. Please replace the reinforced concrete pipe trench detail and text notes with the City standard detail available from the website. iii. The double roll curb inlet should reference structures 105, 106, and 127 according to the development plans. 49. Sheet C802 a. The detail included for the curb is not the most current. Please replace the concrete roll curb and gutter with the current detail from the website. 50. Sheet C803 a. Please replace Detail E604-SWCR-02 with the detail attached. We offer the following comments: GENERAL INFORMATION 1. These comments represent the Department of Engineering's first review of the construction plans for this project. 2. We request that aU responses to our comments be provided in writing and be accompanied by a drawing reflecting the requested revisions. Failure to provide written responses may result in the delay of the reviewprocess. 3. It is critical that this office be made aware otall modifications made on the plans being re- submitted, particularly if any such changes are considered ..new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. 4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. If you have not already done so, please provide a set of drainage plans and calculations to their office for review. We will share Crossroad's comments as they are received. 5. Final drawings.will not be approved for construction until: a. All Engineering Department and Utility Department and Hamilton County Surveyor issues have been resolved. b. All bonds and performance guarantees are posted. c. All Board of Public Works and Safety approvals and any other governing agency approvals (if required) are obtained. d. All off-site easements necessary to install utilities to serve the development are secured. 6. The Department reserves the right to provide additional comments based upon subsequent reviews. 7. An approved Stonn Water Management Permit is required prior to commencing any earth disturbing activity. 8. An approved right-of-way permit is required prior to conunencing any work in the public right-of-way. 9. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of the proposed right-of-way. Costs for such relocations are to be borne by the developer. 10. Compliance with the Thoroughfare Plan includes construction of the improvements prescribed by the Thoroughfare Plan across the frontage controlled by the development (including sections with no access). Credit is typically given towards this commitment for any widening, milling and resurfacing of the perimeter streets. 11. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that an required submittals for primary plat, secondary plat, and construction drawings be made. The digital files must be submitted to the Department of Engineering prior to the approval of the construction plans. Please contact the City GIS Department for the requirements. 12. Jurisdictions: a. The project site is located within current City of Carmel Corporate Limits. b. Streets and Right of Way - City of Carmel (Cherry Tree Road) c. Water - City of Carmel Utilities d. Sanitary Sewers - City of Carmel Utilities e. Storm SewersIDrainage - City of Carmel. f. Legal Drains - Haqtilton County Surveyor's Office. 13. Drawings submitted for approval: a. The design engineer must certify all drawings submitted for final approval. b. This office willrequire a minimum of 5-sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and signed by the City Engineer and by Carmel Utilities. The Owner will receive I-set which must be maintained onthe coJlstruction site at all times. If additional approved sets are desired, we will approve a maximum of2-additional sets. However, the additional sets must be submitted with the required minimum 5-sets. 14. Carmel Utilities will provide separate reviews of this project for water and sanitary sewer issues. Subdivision Project Approval Procedures b. Performance Release Procedure c. Subdivision Building Permits d. Permit Data, Contacts, etc. e. Water and Sewer Fees BOARD OF PUBLIC WORKS AND SAFETY 17. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. 18. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals (if applicable) and completion of review by the T~hnical Advisory Committee. All written requesVi to be placed on the Board's agenda must include the appll'Opriate Docket Number and the date (or dates) of approval by the Plan Commission aod/or the Board ofZoniog Appeals (if applicable). 19. Water and Sewer Availability approval from the Board is based upon the total number of single-family residential lots. Reference item #34-37 below for a more detailed explanation. If an entryWay irrigation system, other community irrigation system, community swimming pool, community clubhouse or community bathhouse is planned for this development, approval for additional Water Availability (and Sanitary Sewer if applicable) must be obtained from the Board. Conunercial Curb Cut Approval-It appears that this is a typical residential subdivision and will not require BPWS curb cut approval. 21. Temporary Construction Entrance approval if the location is at a site other than the location of the proposed permanent entrance to the development. 22. The installation of any permanent, privately owned and/or maintained improvement (signs, decorative street-signs, walls, streetlights, etc.) within dedicated right of way or dedicated easements requires the execution of a Consent to Encroach Agreement between the Owner and the City of Carmel. Such agreements are executed by the Board of Public Works and Safety. The City Engineer may approve irrigation system agreements. 23. Secondary Plat approval if applicable. All performance guarantees must be posted prior to submission of secondary plats for Board of Public Works and Safety approval. 24. Dedication of Right of Way if not platted. 25. Any open pavement cuts of Cherry Tree Road or the subdivision streets in Cherry Creek Estates. BONDING REOUIREMENTS 26. Upon initial review, it appears performance guarantees shall be provided for the following: a. Streets (base, binder and surface must be bonded together) b. Curb & G~tters c. Water Mains d. Sanitary Sewers e. Street Signs. Please designate jf Standard City of Cannel Street Signs or decorative type street signs will be installed. A Perfonnance Guarantee is required in either case. However, if decorative signs are installed, they must meet our minimum standards. Additionally, after the Performance Guarantee for decorative signs has been released, 3- Year Maintenance Guarantee will not be required as future maintenance will be the responsibility of the Developer/OwnerIHOA. f. Interior Sidewalks (builders lot right of way sidewalks) g. Exterior Sidewalks (common area/perimeter road right of way sidewalks/asphalt paths). h. Right of Way Improvements may be bonded separately. This could include acceleration/deceleration lanes, passing blister, pavement widening, thennoplastic striping, stone shoulders, curbs, etc. L. Erosion and Sediment Control and Stonn Water Quality. Please contact Amanda Foley, Engineering DepartmentStormwater Administrator, for details regarding engineer's estimates/performance guarantee requirements for these items. 27. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for ] 00% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineer's Estimates for each improvement including quantities, unit costs, pipe sizes and materials, etc. 28. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required (see Street Sign comments above). The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Perfonnance amount for all other improvements. 29. Performance Guarantees may be Performance or Subdivision Bonds or lrrevocable Letters of Credit. 30. Please reference the enclosures for more detailed explanation of our procedures. RIGHT OF WAY PERMIT AND BONDING 31. Any work in the dedicated right of way of Cherry Tree Road or the subdivision streets in Cherry Creek Estates will require an approved Right of Way Permit and a License & Permit Bond. 32. The bond amount is detennined by the number of instances of work in the right of way at $2,000.00 per instance. However, if the work is included in the scope of work ofa required u u Mr. Brian K. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting and bonding. AVAILABILITY AND CONNECTION FEES 34. The Availability and.Connections Fees are current as of this date but are subject to future revisions. 35. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to approval and start of construction activities. Availability Fees are based upon total platted acreage or legal description acreage for the development at the current rate of$1,010.00 per acre for Water Availability and $1,365.00 per acre for Sanitary Sewers. Based upon the indicated acreage on the secondary plat, the following Availability Fees would apply: a. Water - 20.442 Acres @ $1,010.00/Acre = $20,646.42 b. Sewer - 20.442 Acres @ $1,365.00/Acre = $27.903.33 c. Total Availability (acreage) Fees = $4S.549.75 36. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the development has been released for building permits. Connection Fees are paid on an individual-lot basis. Based on the drawings submitted, there appear to be 34 residential lots or 34.0 E.D.U.s a. The current Water Connection Fee is $1,310.00 per EDU. b. The current Sewer Connection Fee is $795.00 per EDU. 37. If an entryway irrigation system, other community irrigation system, community swimming pool, community clubhouse or community bath house is planned for this development, additional Water Availability Fees and Water Connection Fees (and Sanitary Sewer Availability and Connection Fees if applicable) will be assessed based upon the size and usage of the system and upon the recommendations ofthe Director of Carmel Utilities. CONSTRUCTION DRAWING REVIEW COMMENTS 38. General Comments a. Please confirm with the Department of Community Services that the walk alignment at the eyebrow is acceptable. This sidewalk may need to be in an easement dedicated to the City. b. It is apparent that existing off-site easements are being utilized for the installation of various utilities to serve the site; Please confLml that all such utilities are public utilities. c. This project is subject to the City's Storm Water Manangement and Storm Water Quality Ordinances. d. The CitY has adopted a new curbing policy. Please revise any notes, specifications, and details to accommodate this policy. The language of this policy must be added to a specification sheet on the final construction plans. e. Please confirm that a proper variance has been obtained for curves C-2 and C-6. f. Please provide the requisite storm water/drainage information required by Section 100 of the Storm Water Technical Standards Manual on the pIal) sheets. g. Please contact Amanda Foley to review storm water quality/treatment requirements. h. Please remove the landscape plan sheets and remove the titles of those sheets from the Index on the Cover Sheet. i. The minimum cover note on Sheets C400, C401, C402. A north arrow is located in the middle of an intersection. Please revise. b. Please label the proposed right-of-way for Cherry Tree Road on the Development Plan. c. The City allows a 46 maximum entrance width with a median. There is no median at this entrance so please reduce the pavement width to 30 feet at the curb return radii intersection points. d. Please confirm that subsurface drain is to be installed under the valley gutter adjacent to lots 3, 4, and 5. e. The Department would expect it to be a challenge to transition the right-of-way curb at the eyebrow to the valley gutter. f. Please revise the stonn run 119-115 to discharge from ] 19 to 11 7. g. The swale behind lots 4 and 5 exceeds 300 feet in length. h. The cross-section on Sheet C402 references 121st Street. Also one of the notes references l2lst Street and Shelborne Road. Please revise. b. Please revise section A-A to indicate a 40-foot half right-of-way and the proposed stone shoulder. c. Please delete the hatchihg in the legend for milling and resurfacing. d. Please revise the hatching on the plan to indicate only the new pavement to be placed. e. Please indicate hatching in the plan view to indicate the proposed stone shoulders. f. Please add asterisks to the proposed ADA ramps on the west side ofKiel Drive. g. The curb return radius at the entrance now indicated as 28 feet shall be a minimum of 40 feet. h. Please revise the note "ALL EXISTING POWER POLES THAT ARE TO BE RELOCATED SHALL BE RELOCATED TO THE BACK OF THE PROPOSED RIW A T NO EXPENSE TO THE CITY OF CARMEL." To: " IF IT WILL BE NECESSARY TO RELOCATE UTILITY POLES UTILITY POLES, THE EXPENSE OF SUCH RELOCATION SHALL BE THE RESPONSIBILITY OF THE DEVELOPER. ALL UTILITY POLES SHALL BE LOCATED WITHIN ONE-FOOT OF THE PROPS OED RIGHT-OF-WAY," 43. Sheet C403 a. Is the high point in the cul-de-sac based on a 2% crown from the quarter line out to the center point? The grades appear to be vel)' flat. b. Please add asterisks for the ADA ramp for the Smickle LanelKiel Drive intersection detail. c. Would it not be better to install reverse slope chair back curb around the eyebrow and grade aU the way back to the valley gutter? The grades across the eyebrow between the gutters appear very flat. 44. Sheet C405 a. Please add to Note 5, at the end of the note ". . . at the expense of the contractor." u u Mr. Brian K. Sheet C600 & C60 1 a. In heading "Storm Sewer Minimum Cover for Pipe Crossings of City Streets" the word "Sew" is included instead of "Sewer:' Please revise. b. There are two sheets numbered C600 and this error appears on both sheets. Please correct sheet numbering. c. Please add the following note to sheets C600 and C601: "THERE ARE TO BE NO WATER V ALVES OR MANHOLES WITHIN THE PAVEMENT, CURB, OR SIDEWALK WITH THE EXCEPTION OF CURB INLETS." d. Sheet C600 - Please revise "curb inlet" to be "double curb inlet" in the profiles for structures 106 and 127. 46. Sheets C700 &C701 ~ a. Please add the following to the bedding note: "Final backfill within the right-of-way shall conform to the fmal backfill requirements for the pipe bedding details on Sheet C800." 47. Sheet C800 a. In reviewing the draillage calc:ulations. I-lCSO does not agree with the allowable release rates being used. Section 302.02 of the Hamilt<:ln COWlty Stortnwater Management Technical Standards Manual requires the aUowabh:: release rate to be based on the acreage that drainage toa specific outlet point (2nd paragraph). Wbile HCSO docs not agree that the delineated watershed boundary between the Emily Vestal and Elizabeth Warner Drain is absolutely correct~ we do not belie....e the entire 18.9 acres drains to the Vestal Drain. My rough estimate put about 5.9 acres in the Vestal Watershed and 13 acres in the Wamer Watershed, which reduces the allowable release rates through Creek Tree Estates.
