This plat was recorded on February 20, 2004 as Instrument # 200400010842, PC 3, Slide 348. As we discussed earlier this week all goveming bodies have verbally approved all the infrastructure improvement, none of which have responded in writing. Those entities include 1. Hamilton County Highway Department 2. Hamilton County Surveyor's Office 3. Clay Township Regional Waste District 4. Carmel Utilities, Water Department Our hope is that we can now apply and obtain building permits on this new subdivision within the next two weeks. Tfthere is anything I need to do or follow up on please do not hesitate to call me. Please submit the following procedural items to this office, petition for regulated subdivision, non-enforcement request for subdivision, outlet pennit, engineer's estimate, and all associated bonds for 100% of construction cost. The curb underdrains at the East end of President Street will need to be tied into an adequate outlet on a temporary basis, until the VOWC section develops. 9. FleW!Je show how the water on the stub street drains. 10, A conflict with storm pipe and ourb underdrain occur at the end of Olive wood Circle (structure 16.to 19) and Speakers Court (structure 810 9). A lateral needs to be shown off the main line at the center of each lot. This will need to be shown will an actual line, not a note calling it out 13. Please label Block ~'A" as common area and D.E. on development plan and plat. 14. Please label 13191 Street, existing ROW, and Proposed ROWan development plan. 15. Please show the pool elevations for the existing pond in the VQWC. This information can be attained from Schneider Engineering. 16. Please show the Topo. Information for the existing .lots along Towne Road. This is needed to determine if these lots 'Will drain as currently designed. 17. Please show the complete TO'WIle Road improvements on the development plan (extend the road on sheet 45). 18. Please provide aletter from Hamilton County Soil and Water District that they are acceptable with all erosion control issues for this site. 19. Please show the location of existing wells and septic systems on the existing homes along Towne Rd. The perimeter drains will need to be maintained so the systems function until the homes connect to the sanitary sewer system. 20. The D.E. on the rear oflofs 16 to 19 needs to be increased to 25' to allow for 15 feet on the west side of the pipe. The D.E, on the rear oflot 15 needs increased 10 allow more working room on the pipe. 21. No landscape planting will be permitted or allowed within the proposed regulated drainage ellSements per lndiana Code 36.9-27-33(d). Please show the regulated drains and the corresponding easem.ents on the landscape plans for approval by this office. 22, Please include the following HCSO Standard Details in the construction prints: 0-5, SSD-l, D-12, D-16. D-18, D.20, and D-2L 23. Once the above issues are resolved and all issues with HCHD are resolved, 8 copies of the plfms will be requested for approval by this office and HCHD. 24. I would recommend showing the two sediment basins, the construction entrance, silt fencing and offsite ditch on a single sheet. These practices would be required to be installed prior to mass grading. T think the single sheet without all the shading for the seeding would make these practices standout. Please show the berm along the west side of the site. Point 5 on your sequence- I assume the soil for this step is coming from other areas of the site. Sediment basin #2 needs to be installed prior to mass earthwork. Point 12- Remove sediment basin #1 only after storm sewer is installed. This sequence requires the sanitary and storm installed prior to mass grading. Is this intended? 4B. See the DNR Manual for Urban Development for maintenance specifications for each practice. 4C. The sequence requires the storm be installed prior to installing SB#2. This would effectively direct most of the site water offsite without going through the SB#2. I would like to see the storm sewer temporarily disconnected and drain into the basin. The discOlmect should remain until the majority of the homes are built. 4E. Show erosion control blankets in the swales and in the offsite ditch. 40. Recommend silt fence boxes at drop inlets instead of the strawbales. An inlet protection detail is needed for the end sections. The legend speaks of a silt fence cage. No detail exi sts on the plan. 4H. Provide detail. 4J. It seems like the cattails along Towne Road indicate a wetness situation. 4A. A detailed construction sequence is needed for the project. The sequence does a good job of describing the installation of the offsite ditch and sediment trap. The sequence provides little information about the rest of the site. 4C. Storm water currently leaves this site in three different locations- west, east and south. The initial perimeter practices need to capture this stormwter before it is discharged from the site. Silt fence is only recommended for very small drainage areas. See silt fence design requirements in IDNR Handbook. 4D. Temporary seeding is required for all disturbed grOlmd immediately after rough grading, after storm and sanitary and when utilities are completed. Please include in your construction sequence. 4G. A loose gravel inlet protection is not reconunended. Enclosing the gravel in a geotextile bag is ok. Details are needed for flared inlet sections and drop inlets. 4H. A detail is needed for the storm water outfall. 41 & 4J Show practice on the plan and provide construction details. 4K. Show on the plan where permanent seeding is required.
