Dear Commission Members,
We are residents of western Clay Township, residing at 2330
West 1313t Street and are directly affected by the proposed
Elliot-Wright de~elopment to be known as Towne Point. We will be
next door neighbors to this development. We are in favor of the
Towne Point development and any other housing developments in
Western Clay Township that do not have a higher density than
current zoning regulations allow.
We are, however, concerned about the surface water drainage
for the proposed Towne Point development. Until approximately
four years ago we had few occasions to notice water standing
anywhere on the proposed development site. Until two years ago
this entire property was farmed yearly. There is currently a lot
of water standing on this property. A month ago there was a few
acres of water standing on this site. Not only on the Northwest
corner of the property, where it can be plainly seen from Towne
Road, but also in two locations on the south end near 131Bt
Street.
I have enclosed four sets of eleven different pictures (dated
March 26, 2003) of these areas where water was and in some cases
is still standing.

pictures #1, #2 & #3 show the largest body of water in the
Northwest corner of the proposed development. This body of water
covered over two acres of property.
Picture #4 shows the standing water in the side ditch on the East
side of Township Line Road just south of the proposed
Development. The length of this ditch (in front of the three
current homes on Towne Road) has been standing full of water for
months.
Pictures #5, #6 & #7 show the I-acre property that will adjoin
the development on the West. This property has been under water
most of the time in the past two years.
Picture #8 shows some standing water along the west edge of the
proposed development just North of 131st Street.
Picture #9, #10 & #11 show the standing water in the Southeast
corner of the proposed development and in our yard. Until recent
years we only had standing water in our yard for a day or two and
then only after a bad rainstorm.
The homes along the East side of Towne Road nearest 131st
Street had much fill dirt added to make their yards. The owners
of the larger acreage on the North West corner of the
intersection of Towne Road and 131st street constructed a dirt
levy along the side ditch of Towne Road. These factors made the
drainage problems in this area even worse and the ditches on both
sides of Towne Road have standing water much of the time.
If Elliot-Wright raises the ground level for the 29 home sites
in the proposed Towne Point development (which usually happens)
without providing adequate surface water drainage for all
portions of this development those of us with surrounding
properties will experience terrible flooding.
If Elliot-Wright does provide adequate drainage for all
portions of their development, including the area closest to
131st Street, it could have a beneficial effect on the standing
water problems for those of us who have surrounding properties.
In my opinion, this adequate drainage should be in the form of
surface water retention ponds on the south, northeast and
northwest portions of the Towne Point development and should
include proper connections to existing or new underground surface
water drainage.
Please address these surface water drainage problems for this
development site, before approving this proposed development.

Re: Towne Pointe Subdivision
I have reviewed the drainage plan per Towne Pointe Subdivision along with the letter
dated April 8,2003 from Mr. & Mrs. Richey. Upon review and discussion with Mr. Quillman of
BCA Group, LLC, Project Engineer, I believe that the problems outlined in the Richey letter
either has been or will be addressed.
Once construction plans are completed and filed these items will be reviewed once again
for compliance.

Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional uplands.
It is deep and very'poorly drained with moderate permeability. It has high available water for
plant growth and high organic matter content. It has compact till starting at a depth of 40 to 60
inches. The main soil features that affect the urban development uses ~re seasonal high water
table, high potential frost action, moderate shrink-swell potential, moderate permeability and
ponded surface water.
Crosby silt loam, 0-3 percent slopes- tillS soil is light colored, silty in texture and on sloping
uplands. It is deep and somewhat poorly drained with slow permeability. It has high available
water for plant growth and medium organic matter content. The soil has compact till starting at a
, depth between 20 --40 inches. The main soil features that affect urban development uses are
seasonal high water table, moderate shrink-swell potential, high potential frost action and slow
permeability .
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer andJor
developer should consider the need for an onsite soils investigation.
I have reviewed the plans for this project and have the following comments:
. I will submit a drawing to show the location of an existing tile that provides drainage for
the Logan and Federspill properties.
III The dry basin will need subdrainage to be a three-season park area. A wet mesic plant
community might work better than a mowed lawn. The construction plans will need to

incorporate a sediment trap into the project. Because the plan shows a direct connection
of the storm sewer to the outlet structure an alternative system will be needed. Water
quality would be improved if the storm sewers would discharge into the dry basin
allowing some filtering to occur.
o Each home site should have access to a subdrain.
. If possible the sanitary sewer should be located to facilitate future connections to adjacent
lots.

Indiana Development Training Center----No comments
Meridian North Medical-----The address for this property will be off, what wiill be corrected as W Smokey Row Rd(not W
136th 8t). it will not get a Meridian 8t address. (Ask Laurence for clarifiaction on this.. .Public Safety will not allow it to be off
of Meridian st unless there is access off of there). The Medical office next door was addressed incorrectly when it was
assigned a long time ago. I'm not going to continue addressing incorrectly, just because someone else did it that way. I
believe Adam was advised of an address a couple years ago on this. The only change..is it should be W Smokey Row Rd,
not W 136th St.(as mentioned above).
Mark Swanson Building---Will have to get back with them on address...need to check to make sure the address they say
works in that area.
~~1----1 will need a street name for "An and "B"(stub street). I would like to see a monumnet sign put up as you
leave Village of West Clay and enter this neighborhood(President Street). Easier for Public Safety to find it.
Wexley Chase----working on addresses now--would like to see Monument signs seperating the two developments they
border with(Aberdeen Bend & Hayden Run).
Ballantrae-----Need 1 street name
Eagle Ridge----Revised addresses completed---if Dave has not received them..please let me know and I can get him the
list.
Meridian Music----Still thinking about address assignment---the previous one give to Gary Murray will not work..(he is
clear). I will give him one as soon as possible.
Carmel City Center Parcel 2A----No comments at this time...will wait to see future building layouts/plans.

Dear Mr. Wright:
This letter selVes to acknowledge receipt of a transmittal recei....ed 3/4/03 containing the
plans for the above-mentioned project. After reviewing the plans the Highway
Department has the following comments:
1. An ApplIcation for Project Review needs to be completed and the approprlat~
review fees for a Primary Plat paid, before any approvals will be granted from this
office. I have enclosed a blank form for your use.
2. In accordance with the Hamilton County Thoroughfare Plan. additional rlght of way Is
required at the Intersection of 131 Dr Street and Towne Road. On 1311ll Street, the
right of way from the Intersection to a point 500' to the east is a 65' half. From that
point to the eastem property Hne the right of way isa 50' llalf.
3. Additional right of way will be required for the passing bllster. Aftar the right of way
has been obtaIned. forward the documents to my attention for acceptance by the
Board of Commlssioners.
4. ThE:! dimensions for the accel/decellane are as follows: 100' taper, 150' lane and
100' taper.
5. The pavement sectlon for work done in the right of way for 13191 Street and Towne
Road will be a 14"5tone base, 5" HAC binder and 1" HAC surface. Please Inelude
the section on the Primary Plat.
6. The cul-de-sac for Street B exceeds the 600' allowable length. Please rnake the
necessary revisIons to correct the length.
7. A 2' non~acce5S easement is needed behInd the right of way along 13111'1 Street and
Towne Road.
8. 131'" Street and Towne Road will both need to be wldened three~feet along the
property frontage. A three-foot stone shoulder will also be required. The existing
pavement will need to be saw cut inside of the pavement markings and a new line
will need to be striped on the widened section.
9. A street and pavement cross-sectian is required on the Primary Plat.
10. Please include the 25-MPH design speed on the cover sheet.
11. Please note that decorative signs, sprinkler systems. trees, landscaping mounds,
fences, light poles or other such amenities are n01 permitted in the right of way.

12. Please provide all of the curve information in tabular form on the Primary Plat,
Secondary Plat and Construction Plans.
13. Aminlmum 15' DU&E is needed along Lots 16 and 17 and the north side of
President Street.
14. Swales will need to be provided along 131'" Street and Towne Road to provide
drainage for the roads.
15, Directional ADA ramps wm be required at each Intersection. Single depressions in
the radii will not be permitted. A ramp in each direction is required.

As we discussed last week, it seems premature to prepare the Erosion Control Plan for the Preliminary
Plat submission as specified in Section 5.3.9 of the Subdivision Control Ordinance. The E.G. Plan will
be designed in accordance with Rule 5 and submitted for review as part of the Construction
Documents.

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Town Point Subdivision
and has approved the plans subject to the following:
1. Is the proposed project to be a gated community? If so we are requiring that a S.0.8 type
access device be installed on the gate for emergency access.
2. Will the proposed project have an amenity building. If so we are requesting the purchase of a
Knox box for emergency fire department access.
3. We would like to discuss the possibility of street" B" con necting with 131 st St. That cul-de-sac
shown is in excess the of allowed 600 feet length by city and county standards.
