The Site is located south of and adjacent to 136th StreetlSmokey Row Road, east of and adjacent to the Monon Trail and west of and adjacent to 18t Avenue N.W. This matter was fust presented to the Plan Commission on December 19,2006 and will be further reviewed at the February 6th Subdivision Committee meeting. Please bring this Supplemental Brochure and the original brochure from the December 19th Plan Commission meeting to the Subdivision Committee meeting scheduled for February 6th. If you do not have a copy of the original brochure from the December 19th Plan Commission meeting, please call Jim Shinaver at 844-0106 and I will deliver the December 19th brochure to you. Uptown is seeking a change in zoning from the current R-2 classification to a Planned Unit Development (hereafter "'PUD") to permit the development of a residential community to be known as "Cobblestone Commons". The homes to be constructed in Cobblestone Commons will be semi- custom, single family detached residences. In conjunction with the rezone request, Uptown is also seeking ADLSIDP approval for this community. Cobblestone Commons will consist of approximately 24 lots and the anticipated approximate price range for the semi-custom, single family detached homes to be constructed is between $325,000 to $380,000. The original December 19th brochure contained a draft of the proposed PUD Ordinance. The PUD Ordinance contains provisions relating to the architectural features and building material requirements for the single-family detached homes to be constructed in Cobblestone Commons. The standards contained in the PUD Ordinance were modeled after the Old Town District residential standards found in the Zoning Ordinance so that the homes in Cobblestone Commons will be compatible to and compliment the homes that currently exist around the Site. Included within this Supplemental Brochure are following: Tab 1 - Additional Letters of Support - At the December 19th Plan Commission meeting, the Applicant submitted approximately 33 letters in support of the rezone request. Included behind Tab 1 are 16 additional letters of support. There are now approximately 49 letters of support for the Cobblestone Commons project. Tab 2 - Map and Legend Regarding Location of Support Letters - A question was asked at the December 19th Plan Commission hearing regarding the location of the persons who submitted support letters. This map is designed to depict the location of a majority of the supporters for the Cobblestone Commons project. Please note, some of the highlighted areas actually consist of multiple lots and are owned by separate individuals. It is apparent from the support that this proposal has received that it is desired by a significant number of the residents who live around and nearby the site. u u u u u o u u Tab 3 - Pictures of Homes that are Currently Located on the Subject Real Estate - These pictures are intended to show the current condition of some of the rental properties that the developer is seeking to remove so the Subject Real Estate can be redeveloped. Tab 4 - Pictures of Homes that are Located Nearby the Subject Real Estate - These pictures are intended to show similar redevelopment efforts of individual home sites nearby the site. The development of Cobblestone Commons is intended to compliment and continue the redevelopment that is occurring around the site and in the general area Tab 5 - Pictures of West Clay Home Product - These pictures are intended to show that similar types of home product and set backs exist within other neighborhoods in Carmel. The pictures of the homes behind Tab 5 are from the Villages of West Clay. Tab 6 - Pictures of Similar Developments to Cobblestone Commons - The first set of pictures are from the William Gordon Group's project on Rhettsbury at the Villafes of West Clay. While I have concerns regarding the density, I fmd this proposal far more favorable than another three-story townhouse project! The style and layout, I believe, will compliment the wonderful ambiance ofOrd Town and will hopefully serve as a catalyst for change in the immediate area. The existing homes-actually the tract homes of the I 920s----are rundown and unsightly; some are decayed and moldy. It is time for an improvement. Mr. Moffett has given all the nearby neighbors the courtesy of a one-on-one .visitin onIerto present the project and anSwer questions. It is encouraging to have a developer who lives in my neighborhood and who shares a oonUl1on interest in the development of our community. 1 understand that Mr. Moffett plans to develop a single-family detac~ serni--custom community. I am hopeful that Mr. Moffett's development will have a positive impact on my neighborhood and the appraised value of the adjacent and nearby homes. My understanding is that Mr. Moffett is seeking the rezone request in order to develop a single family detached, semi-custom community that will be similar to some of the single family detached homes that have been constructed in the Villages of West Clay. My illlderstanding is that the homes will include a unique architectural style that will be consistent with the City's Old Town Overlay Standards and will include such features as custom finishes, private patios and covered porches. Mr. Moffett explained that the anticipated, approximate price range will be between $325,000 to $380,000. Based on the anticipated priCe range, I believe that this development will have a beneficial and positive impact on the appraised value of the adjacent and nearby homes. I also believe that since two (2) townhome developments were recently approved in this general are~ that Mr. Moffett's development will serve as an appropriate transition to the townhome developments that will surround bis project. I believe that this type of development will be an asset to our neighborhood and I strongly encourage the Plan Commission and Common Council to vote in favor of this rezone request.
