i~dividual builder was responsible for the finis~ grading of the property.
,~The BuLlding Commissioner stated the builder does have the responsibili ty to see
that they comply with all ,conditions in the area which does include the final grade.
HOLLAND, stated he would like to seB the developer cut a swail which would alleviate
the problem.
Schellenberger st~ted that in his experience it'wa~ the responsibility 6f the developer
to make the jndividuel builders comply to a proper final grading but in this instance
cut ti ng of a ,s\lJailwould not be the total answer.

Commission to consider Architectural Design, Signs and Lighting Application for
McDonalds located'at the NW corn~r of Carmel Dr~ve and Keystone Avenue, j~st NE
of Steak on Shake. Referred to the Industrial and Commercial Com~ittee for a
report at the April meeting. Filed by McDonalds, Inc. by Doug Church.
Church and Dernay were present for the petitioner and showed artist renderings of
the proposed building. They stated they had added a great deal of landscaping of
dogwood trees, flowering crabs, fence row shrubs, etc. They intended to build
an esthetically attractive building which will be of brick with a gray slate roof
and will be an attractive buffer to Keystone Avenue.
Industrial and Commercial Committee requested there be no cuts on Carmel Drive and
Keystone Way and no cuts allowed on the median of Carmel Drive and no southerly cut
in the media*on Keystone Way as shown on the revised plan. The lighting will be
approved at a later date. Drainage approval will come from the IDNR. The entire
recommendation is contingent upon approval of the Land Use at this particular
location. Signs ore not being considered at this time. With the foregoing
corrections the Committee would approve the petition.

9A. Commission to consider Signs and Lighting for First Federal Savings and Loan,
located west of Marsh Supermarket in Keystone Square Company. Architectural Design
. was approved in February. Filed by John Trueblood.

Industrial and Commercial Committee report: Letters of the sign are to be lighted
and mounted on the facade of 'the buil ding. It was suggested a 3 I X 5' ground sign
would be acceptable. Lighting would consist of four pole perimeter lights 20'
in hei~ht with approximately 20 100 watt lights up the bu,ilding from the sophit.
YORK moved signs and lighting be approved as presented as long as the lighting
conforms wi th the lighti ng standards on file with the Town Engineer. JONES seconded
and the motion passed with the unanimous vote of Aye cast by the sixteen members
present.
The President read the Plan Comrriission minutes of the June 19, 1973 meeting.
lOA. Commission to consider Final. Plat, for Section IV of Carmel Hills o~ West Main "Street.
Property to be used for multi-family housing. It was referred to the Subdivision
Committee at June meeting for report in July. Filed by Ben Boleman.

James Nelson appeared for the petitioner and stated 76 apartment complexes are proposed.
This area was originally approved under the name of Flair North.
Subdivision Committee report: Lot 69, 70 and 71 have been built up from the flood
plain and are now approved by the IDNR. Boleman has agreed to clean the sevsn acres
and clean the ditch to the rear of the property. This is the last parcel in the total
project. The swails have been reviewed and the Committee finds no problems.

sixteen membe rs present.
It was sta ted the Town Eng;i.neer had requested two catch basins and these appear in
the final presentation.
