Docket No. 01-03 DP/ADLS; West Carmel Center, Block B- The Goddard School The applicant seeks approval to construct a day care / preschool. The site is located on the east side of Commerce Drive just north of Carwinion Way. The site is zoned B-5 (Business) and is subject to the Michigan Road Corridor Overlay Zone requirements by commitment. Filed by James Peck of Civil Designs, LLP for The Goddard SchooL 2h. Docket No. 04-03 CA; West Carmel Center, Block B- The Goddard School (Commitment Amendment) The applicant seeks Commitment Amendment approval to allow a day care! preschool use on the subject real estate. The applicant is requesting approval of a Development Plan and ADLS for the construction of a day care generally located on the east side of Commerce Drive just north of Carwinion Way. Please see the informational packet prepared by the applicant for an overview of the site and proposed building elevations. One T AC concerns remains to be addressed by the applicant. The applicant needs to verify the Panhandle pipeline easement. This should be done by the meeting date. In addition to the DP! ADLS approval the applicant has filed a Commitment Amendment, variance for reduced parking, and will need to file a variance application to allow the two proposed wall signs. The Commitment Amendment is required in order to allow the Day Care use on the Property. Today, by commitment, the parcel is restricted to general and professional office. The following items are those that require additional attention: 1. Development Plan: a. The Department had requested a taller fence along the east side of the outdoor play area. Four feet isproposed. The Department recommends 6'. b. The parking area provides for future cross c0111lection. The applicant on the property to the north has not displayed an interest to connect based on the incompatibility of the proposed uses. The parking area as proposed is however designed to accommodate cross-access. c. The applicant will need to make their case to the Board of Zoning Appeals on the reduction in the number of required parking spaces. 2. Signage: a. The Department has suggested to the applicant that they reduce the size of their logo down to 3 s.f. It would then only require ADLS approval. No variance would be required. 3. Commitment Amendment: a. Provide written commitment amendment in addition to application fonn. The Department recommends that this item be forwarded to the Special Studies Committee on March 4th for further discussion.
