The applicant seeks approval to construct an office building. The site is located at the southwest
comer ofOId Meridian Street and Pennsylvania Street The site is zoned B-6/Business within
the US 31 Overlay Zone.

The applicant is requesting approval of a Development Plan and ADLS for the construction of an
office building. The site is generally located at the southwest comer of Old Meridian Street and
Pennsylvania Street. Please see the informational packet prepared by the applicant for an
overview of the site and proposed building.
The following items are those that require additional attention/discussion:

1. Approval of the DP will require dedication of additional right-of-way per the
Thoroughfare Plan. A 60' half right of way is required along Pennsylvania, and Old
Meridian Streets. Additional right-of-way is also needed in the area of the roundabout
per plans on file with the Carmel Engineering Department. The applicant should prepare
and submit a deed of dedication for the above noted areas.
2. Easements for storm water management must be provided. Approval of the Development
Plan will not be granted until Carmel Engineering requirements have been satisfied.
3. Path must be provided within the light of way ofPemlsylvania and Old Meridian. The
Ordinance calls for a 10' asphalt path.
4. Direct pedestrian access must be provided between the main entrance of the building and
the street (connect parking lot walk to path).
5. IdentifY bicycle parking area.
6. Illustrate loading and unloading area. One is required.
AOLS:
1. Architecture:
a. The ordinance requires a minimum building height of 26'. The application calls
out 25' or less. Revise plans or file zoning waiver application.
b. Call out building materials.
c. Provide elevations of the building which define how the proposed building has
been designed utilizing the proper ratio (Golden Section Analysis). Also show
any rooftop-mounted equipment to confiml that the wall will screen this
equipment. Also, show building materials on these elevations.
d. Provide detail of the dumpster enclosure area including gate and roof structure.
2. Signage:
a. No sigtlage is identified in the application or civil drawings. However, the
renderings illustrate signs.
b. Are signs proposed? If so please illustrate on the application and civil drawings.
In addition the sign in the renderings appears to be within the right-of-way.
Please advise.
c. A future ADLS amendment will need to be submitted to address signage if none is
submitted with this application.
3. Landscaping:
a. Plans were received on February 6th.
b. The renderings do not reflect the landscaping proposed in the civil drawings.
Please revise and resubmit accurate renderings/civil drawings.
4. Lighting:
a. A cut sheet needs to be submitted illustrating the type of proposed light fixtures
both in the parking lot and on the building.
b. Provide photometric illustrating 0.3 footcandle line.
The applicant should be prepared to distribute additional infoffilation at or before the Plan
Commission meeting.
The Department recommends that this item be Tabled to allow time for the required
information to be submitted or forwarded to the Special Studies Committee on March 4th
for further discussion.
