I am \vriting to inquire about the status of this project. Our original review was submitted on January 15,
2003. I believe the engineer responded to our corrirnents, which resulted in our second review dated July 2,
2003. I am not aware of any activity since our July review.
The Old Meridian Professional Building, Docket No. 05-03 DP; ADLS, received wlanimous approval by
the Plan Commission on June 17,2003. 1 believe this approval was contingent upon the following:
" Dedication of right of way
. Drainage approval by Carmel Engineering
.. Approved light fixtures
.. Pole sign removal
Weare requesting the dedication of the appropriate right of way as s09n as possible. This dedication will
be a Board of fublie Warks and Safety item. In that regard, I am enclosing a copy of our Board of Public
Works and S~fety 2004 meeting dates and submission deadlines. I am also enclosing copies of preferred
dedication documents. These documents are also available in an electronic form from this office.

1. Five or six existing trees on the site and within the proposed right-of-way are
to be removed.
2. IIAutumn Brilliancell Serviceberry trees will replace the Hawthorn trees adjacent
to the public walk as per your recommendation.
3. The triangular configuration of the site contributes to some degree of difficulty in
the layout of parking and walks. Space for building foundation planting IS limited
along the south and west sides. However, planting space is provided along the
entire south face of the building except for the entry. The west facade walk is
against the building, consequently, shrubs and trees are located outside the walk
rather than at the foot of the building.
4. The landscape developmef:lt is inteQd~d to c:omplement the proposed
architectural setting while providing a heaJthy, attractive environment for office
activities and personnel.

This submittal addresses Department Report comments received on March 1S, 2003. The
revisions are as follows:
1. Proposed ROW 60' along Old Meridian and Pennsylvania and additional ROW in the
area of the roundabout are added to the plans.
2. The storm sewer system is rerouted to be connected to existing system along
Pennsylvania Street per City Engineer request. On-site system is private and
connecting structure is located within ROW limits.
3. 10' asphalt path is added to the plans. Refer to Sheet 4.
4. Direct pedestrian access is added to the plans. Refer to Sheet 4.
5. Bicycle parking area is identified on the plans. Refer to Sheet 4.
6. Unloading area is identified on the plans. Refer to Sheet 4.

This submittal addresses your review comments received on January 14, 2003. The
revisions are as follows:
1. All existing ROW lines on both Old Meridian Street and Pennsylvania Street are
identified and dimensioned on the plans. Refer to Sheet 4 Site Plan.
2. The current design for Old Meridian and Pennsylvania Street roundabout and street
improvements is incorporated into revised plans.
3. The additional RfW on the north edge will be dedicated.
4. The revised drainage calculations are included with this submittal.
5. Per City of Carmel Engineer request, the storm sewer system is redesigned and
rerouted to discharge at predetermined release rate of 0.24 cfs per acre to eXisting
storm sewer system along Pennsylvania Street within ROW limits. Upon those
changes, the items # 14 -17 from the comments list will not apply for the project.
6. Note stating that R/W pavement sections for the drives must conform with existing
pavement secttons for Old Meridian and Pennsylvania Street is added to the plans.
Refer to Sheet 5.

We have reviewed the drawings submitted for this project for the January 15, 2002 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
I. The project site is currently outside of current City of Carmel Corporate Limits. However, this area is
being considered for annexation in 2003. The following jurisdictions will apply to this project.
2. Jurisdictions:
.. Street and Right of Way - City of Carmel/Old Meridian Street, Pennsylvania Street.
Hamilton County/Pennsylvania Street
.. Water - Indianapolis Water Company
.. Sanitary Sewer - Clay Township Regional Waste District
.. Storm Sewer - Hamilton County Surveyor. However, it appears the storm outlet is i11to a
detention pond that islocated within corporate limits.
3. Board ofPubIic Works and Safety Approval Requirements:
.. Commercial Curb Cut - Old Meridian Street and Pennsylvania Streets. Please provide an exhibit
that shows the location of the curb cuts; appropriate dimensions including drive width, overall
width at the street, radii, etc.; and location of existing opposing curb cuts if applicable. This
exhibit should be 8 Y2 x 11 or of a size that can be reduced to 8 12 x 11 such as 8 12 x 14 or 11 x 17.
" Temporary Construction Entrance- Same requirements as the Commercial Curb Cut if applicable.
. Right of Way Dedication
.. Any permanent improvement to be installed within dedicated right of way.
" Consent to Encroach Agreements for any permanent improvement to be installed within dedicated

after all issues have been resolved. The drawings will be stamped approved and signed by the City
Engineer. The Developer/Owner will receive one-set which is to be maintained on the construction
site at all times. Our Public Works Inspector will receive one-set and one-set will be maintained in the
Department of Engineering. If more than the minimum three-sets are requested to be approved, the
additional sets (maximum total of two additional) must be submitted with the three required sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of
way will require a Consent to Encroach Agreement between the Owner/Developer and the City of
Carmel. This Agreement requires Board of Public Works and Safety approval.
6. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
main and sanitary sewer main locations.

BONDING REQUIREMENTS
8. Upon initial review, it appears the following bonding requirements may apply to this project:
Right of Way Permit and Bonding Requirements
Any work in dedicated right of way Old Meridian Street will require a Right of Way Permit and a
License and Permit Bond. The bond amount will be detennined by the number of instances of work in
the right of way (curb cut, stann sewer work, etc.) @ $2,000.00 per instance. Open pavement cuts in
dedicated streets requirc approval by our Board of Public Works and Safety.
PROJECT COMMENTS
9. Identify and dimension all existing right of way lines on both Old Meridian Street and PCIUlsylvania
Street. Old Meridian has an existing 50-foot half right of way (not proposed). Label and show
Permsylvania right of way as existing, not "right of way taking .......".
10. The current design for the Old Meridian S1./Pennsylvania S1. roundabout and street improvements
should be incorporated into these plans. An electronic vcrs ion of the roadway design can be obtained
from Dan Tsaacs(713-4615 or IJislUlcs(iiJhfsent!1', com )with Butler, Fairman, and Seufert, Inc.
II. The current design for Old Meridian St. project will require additional right -of-way to be dedicated at
the north edge of this property as a condition of approval. This additional right -of-way is required in
order to accommodate State roadway cross section and sight distance criteria.
12. Please Justify the necessity of two curb cuts for tllis site.
13. Please provide drainage calculations.
14. It would be helpful if additional landmarks could be identified on Sheet 6 (Drainage Plan) to assist in
locating the route of the off site storm sewer. Is the detention pond located behind thc Kirk boat shOp?
15. The offsitc storm sewer traverses across City property and City right of way. To our knowledge, this
easement does not exist.
16. Is the pond in same watershed or has drainage course been rerouted? Was the pond designed for this
site's development?
17. Is the existing offsite stonn pipe (Sheet 6) under the existing building?
18. Doesn't the triangular piece of property north of the site (Title Sheet, Sheet 3,6) now belong to the
City of Carmel?
19. If a pavement cut is needed (in Permsylvania Street for electric), it would require Board of Pubhc
Works and Safety approval and must be coordinated with the City's roundabout project.
20. Similarly, water and gas lines across Old Meridian.
21. Right of way pavement sections for the drives must confonn to Old Meridian Street and Pennsylvania
Street pavement sections.

Soils Information:
Miami silt loam, 2,..6 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and well drained with moderate permeability. It has moderate available water
for plant growth and a medium organic matter content. It has compact till starting at a depth
between 20- 40 inches. The main soil features that adversely affect urban development uses are
mode"rate potential frost action, moderate shrink-swell potential, moderately slow permeability,
low strength and erosion during construction.
Additional information about soils is available in the "Soil Survey of Hamilton County", The engineer and/or
developer should consider the need for an onsite soils investigation.
I have reviewed the plans for this project and have the following comments:
o This sity is less than 5 ac and not part of a larger common plan of development. The
petitioner does not need to submit an NOI for Rule 5.
o Drainage for this site discharges at the SE corner. Silt fence is not adequate for
concentrated flow or larger drainage areas. Filling this corner first would contain the
sheet flow and cause ponding before the water could be discharged offsite. Another
option is to install the stann sewer first and direct the flow to inlet #1. The inlet would be
suitable protected.
. The perimeter of the site should be seeded after the curbs are installed.

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Old Meridian Professional Building
and has approved the plans subject to the following:
1. We are requesting that a Knox Box be installed on the proposed building for fire department
emergency access. An application for this secure box can be obtained through our office.
2. Is the proposed building to be sprinklered? If so a meeting will need to be set up for the location
for the fire department connection. We also are requesting an outside entrance to the riser room
for our access. We are also requiring Knox fire department connection caps for the fire
department connection if the building is sprinklered.
3. What are the height of the buildings and will the buildings contain basements?
4. I would like to arrange a meeting to discuss the location of at least one fire hydrant on the
property. The plans provided do not show any fire hydrant locations near the proposed building.

Please respond to the above noted condition(s) in writing and submit to our office prior to the
scheduled Technical Advisory Meeting for this project.

the plans for the above~mentioned project. Aner reviewing the plans the Highway
Department has the following comments:
1. It appears that this project will lie entirely within the Iiml1s of the Clty of Carmel due to
the C~21 Oannexatron ordinance. Therefore, all future comments should be dlrecteci
toward the City. If you have any information contrary to this statement, please
