': "The regularly scheduled S'pecial Study Conunittee met ~t 7:00 pM in the Caucus Rooms ot ,City
Hall December 3, 2002. Carmel, Indiana.
Members present were: Jeny Chornatlczuk; .Nick Kestner; Dianna Knoll; Pat Rice; and Paul
Spranger, substitute chairperson.
Department of CommUnity Services Staff in attendance were: Laurence Lillig; Adriemle Keeling,
Code Enforcement Officer.
Tbe Corrunittee considered the following items:
, 1. Docket No. 174-02 ADLSAmend; Foster Addition, Lot 3 - Whitlows & Sidlng of
Indianapolis, liie. .
Petitioner seeks amended Architectmal Design, Lighting, Landscaping & Signage approval to
modify eXisting building elevations. The site is located at 431 S.outh Range Line Road. The site
is zoned B-1 Business.
Filed by David Cremeans for NC LLC.
Present for Petitioner: Dave Cremeans of Windows & Sid~ng.
Petitioner agreed to file for formal ADLS review and will appear before Tec1mical Advisory Committee
Ilnd Plan Commission as soon as possible, (no later than February.)
Nick Kestner recommended approval, copditioned upon petitioner's commitments as stated.

Soils Information:
Miami silt loam, 2-6 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and well drained WiUl moderate permeability. It has moderate available water
for plant growth and a medium organic matter content. It has compact till starting at a depth
between 20- 40 inches. The main soil features that adversely affect urban development uses are
moderate potential frost action, moderate shrink-swell potentiaL, moderately slow permeability,
low strength and erosion during constructio"..
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should cohsider the need for all onsite soils investigation.

tell by the drawings if the property line of the existing building will have room to relocate. When
you get further along, just give us a call if you have questions.

Jon, my only concern is the panel truck will visit the site. They are showing a 12' access into the
site. I don't think they can park and load in the alley. My understanding is it is not permissible.
Will there be some agreement?
Dave, several options have been mentioned. We might cia landscaping or install a fence.
Jon, I do not see this moving forward in February unless significant changes are made to this
plan. I am unwilling to support any relief if there is to be a gravel parking area next to the alley
adjacent to those residents without any type of buffer. To the north they had to go to great
lengths to provide a buffer (a 6' tall fence with no access to the alley). This owner wants to
propose a building with gravel parking that is not permitted and setbacks that are not permitted;
etc. We should schedule a' meeting outside of T AC to discuss with the owner all of the
development standai'ds for a property within this area.
Dick, the right'-of-way will need an additional 5' dedication to be consistent with the
Thoroughfare Plan. For Range Line Road, it looks like 33'. Maybe we thought it was 401.
Jon, these issues will be addressed in our meeting. As far as the landscaping plan, there are side
yard setback requiremenls of 5' (the proposed asphalt is in question). Please convey to the owner
that there is absolutely no way that then:; (;:In he any support for that from our department. We
have many issues to resolve.

The site is located between 4thStreetSEand 5th St~eet SE, on the East Side of Rangeline
road more particularly described as Lot 3 Foster A9dition to the City of Cannel, Clay
Township, Hamilton County, Indiana.. The site is within a platted subdivision, having
dimensions of 150.00' X 52.50' (7875 SF / 0.18 Acres.) ,

is co n ta.i ned, within the site boundaries and will go directly to the outlet
. in RangelineRoad, shewill accept the drainage calculations and the outlet,
assumingJ~at the Hamilton CoUnty Surveyor's Office has no objections or
additional requirements. She does want.our January 14th comment letter
