Dear Mr. Barnes:
We have reviewed the drawings submitted for this project for the January 15,2002 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is currently located \vithin current City of Carmel Corporate Limits. The following
jurisdictions will apply.
2. Jurisdictions:
.. Street and Right of Way - City of Carmel!Rangeline Road and Alley behind.
.. Water, Sanitary Sewer, Storm Sewer - City of Carmel.
3. Board of Public Works and Safety Approval Requirements:
. Water and Sanitary Sewer Availability.
.. Right of way dedication
.. Commercial Curb Cut. We are assuming that this project is a conversionfrotn residential to
commercial/retail usage. This will require re-approval of the curb cut by our Board of Public
Works and Safety. Also, any alteration to the existing curb cut will require BPW approval.
.. Temporary Construction Entrance.
.. Any permanent improvement to be installed within dedicated right of way.
.. Consent to Encrqach Agreements for any permanent improvement to be installed within dedicated
easements. If an irrigation system is planned for this project, additional Water and Sewer
Availability approval will be required from the Board.
.. Secondary Plat approvaL
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires priorftnul approval by the Carmel Clay Plall Commission
and/or the Board of Zoning Appeals alld completion of review by the Technical Advisory
Committee. All written requests to be place Oil the Board's agenda mllst inelude the appropriate
Docket Numbers and the date (or dates) of approval by the Plan Commissiofl and/or BZA.
4. Water and Sanitary Sewer Availability (acreage) and Connection Fees:
.. Availability (acreage) Fees are not applicable.
.. Additional Water and Sanitary Sewer Connection Fees may be required for this project. Carmel
Utilities will make this determination based upon present and proposed use of the existing
building and proposed use ofthe addition. The Connection Fees are $1,310.00 per EDD for water
and $795.00 per EDD for sanitary sewer.

I am enclosing copies of our Average User Factors for Water and Sanitary Sewers and our current
fee schedule.
Note: Any deviation from tire COllnection Fee calculatiolls listed ill Ollr Ordinance will require
Carmel Utilities alld Board of Public fVorks and Safety approvals.
5. TAC Review/Drawingssubmitted for approval:
We request that allcorrunents and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final draw'ings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of fise-sets of approved drawings after all issues have been resolved. The drawings will be
stamped approved and signed by both the City Engineer and Director Carmel Utilities. The
Developer/Owner will receive one-set which is to be maintained on the constmction site at all times.
Cannel Utilities will receive two-sets. Our Public Works Inspector will receive one-set and one-set
will be maintained in the Department of Engineering. If more than the minimum five-sets are
requested to be approved, the additional sets (maximum total of t\va additional) must be submitted
with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements will require a Consent to Encroach Agreement between the O\mcr/Developer and the City
of Carmel. This Agreement requires Board of Public Works and Safety approval. Installations within
dedicated right of way require separate Board approval.
7. Carmel Utilities does not subscribe to "Holey Maley" and should be contacted directly for all water
main and sanitary'sewer main locations.
S. Cannel Utilities will provide a separate revie'\.v of this project for water and sanitary sewer issues.
9. I am including copies of the following with this correspondence:
o Commercial Project Approval Procedures.
. Performance Release Procedure.
. Permit Data, Contacts, etc.
. Commercial Permitting Procedures.
I will send a copy of our Residential Subdivision and Conilllercial Irrigation System Requirements
upon request.
BONDING REQUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:
Right of Way Permit and Bonding Requirements
Any work in dedicated right of way of Rangeline Road or in the dedicated right of way of the alley
along the east perimeter of the site will require a Right of Way Permit and a License and Permit Bond.
The bond amount wiIl be detem1ined by the number of instances of work in the right of way (curb cut,
storm sewer work, etc.) @ $2,000.00 per instance. Open pavement cuts in dedicated streets require
approval by our Board of Public Works and Safety.
PROJECT COMMENTS
11. Parking areas arc required to be paved and curbed. Please show how parking is to be proposed.
12. All existing right of way lines need to be identified and dimensioned. Please show alley right of way
width.
13. Our 20-year Thoroughfare Plan identifies Rangeline Road as a Secondary Arterial Thoroughfare with a
right of way requirement of 90-foot total, 45-foot half.
14. What is the intended use of the proposed building addition? Will delivery trucks service the site? If
so, from where and by what size tnlck? Is there any sidewalk or pavement connecting both buildings?
15. Will this building addition have connections to water or sanitary sewer?
16. Is the front parking area for cars only? Please indicate parking spaces.

17. Depending upon the proposed parking configuration in front of the existing building, we would
recommend the elimination of one of the curb cuts on Rangeline Road ifpossible. The site does not
justify having two curb cuts from Rangeline Road, particularly with another additional curb cut from
the alley.
18. Please show location of proposed swale (shown in detail). How does swale outlet?
19. Is it a correct assumption that there is no site detention planned?
20. The proposed sign with landscaping appears to be in the right of way. It should be out of the right of
way aT a Consent to Encroach Agreement will be required from the Board of Public Works and Safety.
21. The existing fence appears to be on adjacent property (to the north). Will this be relocated to the
property line?
22. What is the area in front of the building identified as existing gravel? Is this to remain or will the
gravel be removed and replaced with landscaping? What is the area along the north and south sides of
the site, grass, gravel?
The above comments are based upon the Engineering Department's initial review. Please provide Ollr
office with a follow up letter regarding this review and revised plans, if applicable, indicating all revisions.
A second review will focus only on revised items. It is critical that our offiee be made aware of all
modifications made on the plans being re-sllbmitted, particularly if any slleh changes are considered "new"
or fall outside of our initial review. If you have questions, please contact Kate Weese, Mike McBride or

Soils Information:
Miami silt loam, 2-6 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and well drained with moderate permeability. It has moderate available water
for plant growth and a medium organic matter content. It has compact till starting at a depth
between 20- 40 inches. The main soil features that adversely affect urban development uses are
moderate potential frost action, moderate shrink-swell potential, moderately slow permeability,
low strength and erosion during construction.
Additional information about soils is available in the "Soil Survey of Hamilton County", The engineer and/or
developer should consider the need for an onsite soils investigation.
