Explanation
By way of general background, Gershman Brown is the owner of approximately 1.67
acres, commonly known as Lot 1 in Hazel Dell Comer commercial park, located on the
northwest corner of Hazel Dell Parkway and 131 st Street. It is outlined in red on the enclosed
aerial photograph.
The real estate is zoned B3 (Business) and, consequently, ADLS/DP approval by the Plan
Commission is required. To this end, Gershman Brown appeared before the Plan Commission
on February 18, 2003, and was referred to the Special Studies Committee meeting on March 4,
2003. The Special Studies Committee then referred this matter back to the Plan Commission,
with a unanimous favorable recommendation. What follows is a summary of the enclosed
exhibits reviewed by the Special Studies Committee:
Exhibit 3. Revised site/landscape plan. This is the site/landscape plan reviewed
and approved by the Special Studies Committee. Since the Plan Commission
hearing on February 18, 2003, it was revised to (i) incorporate all comments and
suggestions recently received from Scott Brewer, the Urban Forester, and (ii)
illustrate the continuous screening, along the southern, eastern, and northern
perimeters of the site, through intermittent landscape massing and hedgerows.
Regarding the site plan, two additional points deserve mention:
A.
A noteworty site enhancement is the stamped concrete walk and segment
of the multi-use path illustrated by brown accenting on the enclosed
site/landscape plan. This was done, at the suggestion of the Department of
Community Services, to match the crosswalks, across Hazel Dell
Parkway, installed hy the City.
B.
Per the recommendation of the Special Studies Committee, a black
aluminum, wrought iron appearing fence will extend nOlth and south,
adj acent to the square brown pad, located on the east side of the building,
identifying an area for outdoor seating.
Exhibit 4. Key to Finishes. This is the key to the finishes identified on the
drawings of the building included as Exhibits 5 and 6. Please refer to this when
reviewing the contents of both Exhibit 5 and Exhibit 6.
Exhibit 5. Colored Drawings. During Plan Commission, we. were requested to
show more detail than depicted on the colored renderings described in Exhibit 6
below. In response, we have attached the enclosed colored drawings which were
reviewed by the Special Studies Committee on March 4, 2003. Please note,
however, that the color of the brick illustrated in the colored renderings in Exhibit
6, below, is more accurate. In order to identify the exact color, we reviewed brick
samples with the Special Studies Committee on March 4, 2003.

Exhibit 6. Colored Renderings. These exhibits are enlargements of the colored
rendelings included in the original Plan Commission brochures.

Exhibit 7. Typical Tenant Signage. During Plan Commission, we received
different suggestions about signage. In response, the Special Studies Committee
reviewed a signage plan which was revised to (i) provide for uniform coloring of
letters and (ii) require backlighting for softer, more mitigated lighting of signage.
All letters will be opaque, annodized aluminum letters. Lighting will not shine
through the letters and, therefore, the letters will not glow. Instead, they will be
individually backlit for a softer, more muted lighting. The effect will be a soft-lit
aura around the silhouette of the letter. As represented to the Special Studies
Committee on March 4, 2003, we will return for approval of sign logos.

Exhibit 8. Dumpster Detail. During Plan Commission, greater detail was
requested of the dumpster area. This is enclosed in Exhibit 8, and was reviewed
by the Special Studies Committee on March 4, 2003.
Exhibit 9. Exterior Light Cut Sheets and Photometric Chart. During Plan
Commission, more detail was requested about the lighting fixtures. This is
enclosed, and was also reviewed by the Special Studies Committee on March 4,
2003.
Exhibit 10. Site Furniture and Sunbrella. This is the exhibit included in the
original Plan Commission brochures. Per the recommendation of the Special
Studies Committee, the sunbrellas will be black to match the black shed style
awnings on the building.

Exhibit 11. Site Planter Detail. This exhibit illustrates the planters which will be
located on the site.

The proposed building is of unique quality and appearance. It will have a limestone base,
which will vary between 2' and 3'4" in height. Above the limestone base will be brick veneer.
The windows will be accented with a brick soldier course and a brink lintel and keystone accent.
Above the windows are stucco panels. The result will be a very upscale, understated, residential-
appearing building with a sloped roof.
