2003, and have the following comments:
1, The proposed pond design does not meet the Hamilton County Surveyor's Office
take Cross-section Standards, i.e. D6, D7. or 08.
There for the proposed pond design for Ballantrae, by Civil Designs, LLP, is denied by the
Hamilton COWlty Surveyor's Office.

This letter serves to acknow1edge receipt of El transmittal containing the revised plens for the abova~
mentioned subdivision. After r.evlewing the plans. the Highway Department has the following comments (I
have maintained me numbering from my May, 8. 2003 letter):
1, A Public/Private Road Approach permit wlll,be required for the construction of the entrance.
Please contact Mr. Robb Chadwell, Highway Department Permit Inspector, for the necessary
forms and information. Tho perml~ has not been obtaIned at this ~Ime.
2" Concrete ADA ramps are required at all street crossings for the sIdewalk/asphalt path. Please
Include the appropriate detail for the ADA compliant path and show the locations on the site plan. I
have included copies ohM new INDOT standards for curb ramps. The standards will naed

We have the following comments in refereno~ to the C<lnsttuction plans and secondary plat:
I. Submit the following procedural items: Petition and Bonds for storm sewers and erosion
control
2. In order to deviate from Our standaro detail for the lake; a waiver wm be required from
the Drainage Board. Please provide our office with a letter of explanation for why this is
necessary. AlsQ, provide elevations or'the wall and the develo~r;s specifications for the
wall.
The following items need added to the cQnsttuction plans:
3. The depth of the lake needs to be a minimum of 8'. Page 3 shows 52' in depth (although
the detail shows 8')
4. There appear to be conflicts between the landscape plan and the development plan for the
SSD in the swales. Revise the plans to keep the plantings a minimum of IS; from the
SSD.
5. Use our latest details. They are available on our web site.

Executive Summary
On June 13t11, 2003 Mr. Jim Anderson called to discuss the feasibility of wildlife relocation
for Ballentrae Subdivision. It is Vine & Branches position that this procedure is not a
viable option during development unless there are species present on the grounds are
on State or Federal endangered lists. We have inspected the property and find no such
animals. Therefore our official position is as follows:

The Effect of DeveloDmenton Wildlife Communities
The wildlife community present on this property appears to be typical of what is seen in
areas heavily encroached upon by development. Raccoons, squirrels, woodchucks, and
deer are present. These are non-conservative species that remain and adapt to
increasing urbanization. The more conservative species that do not adapt well are
mostly gone including: foxes, piliated woodpeckers, turkey, quail, and mink.
As this area is developed, the non-conservative animals that are displaced will move into
the remaining areas and compete for new iiving space there. As we all know, squirrels
and raccoons thrive in urban settings.
Relocation of the wildlife is realistically impossible. While it may be possible to catch as
much as 50% of the wildlife present, it would take thousands of man-hours. Secondly,
it is logistically and physically impossible to catch more than 80% of the wildlife. While
it is possible to exterminate a population, it has been shown to be impossible to capture
all individuals of most speCies 'in a natural situation. An example would be the recent
attempts to capture white-tailed deer in Indiana's state parks. Even in "secure",
completely fenced areas, the researchers were unable to capture even a small
percentage of the population. Even if it were pOSSible to capture a significant number of
animals, there is no place to release them.

This issue was researched by internet; Indiana DNR, Audubon Society, Indiana Wildlife
Federation, University wildlife extension offices, and county extension offices. Phone
calls were made to wildlife biologists and conservation officers. All agree that relocation
of wildlife has many, many problems associated with it including: ineffectiveness,
humaneness, disease/pathogen transfer, political and regulatory issues,
This development should proceed without special attempts to "save" wildlife. There are
no conservative species or species of concern that we know about. It is physically
impossible to capture a significant percentage of the current populations. Even if we
could capture them, there is no place to relocate the animals that were captured. And,
finally, the animals that are displaced will move into the remaining areas and adapt to
those spaces.

. The pond is very small and will be a great nutrient trap. Aquatic weeds will be a constant
problem. The pond is too small for good fish habitat. It has a strong potential to be a
stinking mess.
o Recommendations for the erosion and sediment control plan:
o Better construction sequence
o Construction limits
o Excavate the pond prior to road construction.

Soils Infonnation:
Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional uplands.
It is deep and very poorly drained with moder;ate permeability. It has high available water for
plant growth and high organic matter content. It has compact till starting at a depth of 40 to 60
inches. The main soil features that affect the urban development uses are seasonal high water
table, high potential frost action, moderate shrink-swell potential, moderate permeability and
ponded surface water.
Crosby silt loam, 0-3 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and somewhat poorly drained with slow permeability. It has high available
water for plant growth and medium organic matter content. The soil has compact till starting at a
depth between 20 -40 inches. The main soil features that affect urban development uses are
seasonal high water table, moderate shrink-swell potential, high potential frost action and slow
permeability .
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an ollsite soils investigation.
I have reviewed the plans for this project and have the following comments:
.. Because of the poorly drained soils, basements are not recommended. Each lot should
have access to a subsurface drain.
Q Thank you for locating the wellhead Qn the plat. It will need to be abandoned correctly.
Co) The narrow pond section that extends up to the road will be hard to maintain and it will
serve as a trap for debris in the "vater. Recommend that the pond be at least 25' wide or
extend the storm sewer to eliminate this narrow inlet.

o To minimize land grading and tree removal, I would consider a system of "large"
subdrains that could provide the necessary surface drainage for each lot.

Meridian North Medical----The address for this property will be off , what willi be corrected as W Sma key Row Rd(not W
136th St). it will not get a Meridian St address. (Ask Laurence for c1arifiaction on this...Public Safety will not allow it to be off
of Meridian st unless there is access off of there). The Medical office next door was addressed incorrectly when it was
assigned a long time ago. I'm not going to continue addressing incorrectly, just because someone else did it that way. ,
believe Adam was advised of an address a couple years ago on this. The only change..is it should be W Smokey Row Rd,
not W 136th St.{as mentioned above).
Mark Swanson Building---Will have to get back with them on address...need to check to make sure the address they say
works in that area.
Town Pointe----I will need a street name for "A" and "S"(stub street). I would like to see a monumnet sign put up as you
leave Village of West Clay and enter this neighborhood(President Street). Easier for Public Safety to find it.
Wexley Chase----working on addresses now--would like to see Monument signs seperating the two developments they
border with(Aberdeen Bend & Hayden Run).
Ballantrae-----Need1 street name
Eagle Ridge----Revised addresses completed---lf Dave has not received them..please let me know and I can get him the
list.
Meridian Music-----Still thinking about. address assignment---the previous one give to Gary Murray will not work..(he is
clear). I will give him one as soon as possible.

We have reviewed the primary plat submitted for this project and offer the Jollowing comments:

4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and conm1ent letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drav,ings will not be
approved for construction until all Engineering Department and Utility Department issues have
been resolved. The design engineer must certify all drawings submitted for final approvaL This
office will require a minimum of five-sets of drawings for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
the Director of Carmel Utilities. The Ov.:ner will receive one-set \vhich is to be maintained on the
construction site at all times. Carmel Utilities will receive two-sets, our Public Works Inspector
wi1l receive one-set and one-set will be maintained in the Engineering Department.

The amount of Lhe Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Perfomlance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's/CetiifiedlOfficial Checks. Please reference the enclosures for more detailed explanation
of our procedures.
A V AlLABILlTY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have
been satisfied and prior to start of construction activities (the exception is that you are allowed to
move dirt on site). Availability Fees are based upon total platted acreage for the development at
the rate of$1 ,0 10.00 per acre for Water Availability and $1,365.00 per acre for Sanitary Sewer
Availability.
11. Connection Fees are S 1,31 0.00 per single-family residence and $795.00 per single-family
residence totaling $2,105.00. Connection Fees are paid when the infrastlucture has been
completed, satisfactory test results obtained and the subdivision has been released for permits.
Connection Fees are paid on a lot-to-Iot basis.
PROJECT COMMENTS
12. Entrance Details should indicate alignment of opposing left turn lanes with the entrance on the
north side of 146th Street. Entrance widths appear to be inadequate.

13. How will each lots drainage be transmitted to the retention ponds? No rear yard drainage
easements are indicated.
14. The lots are quite small. What type of homes are plaIUled?
15. The Thoroughfare Plan indicates 10' multi-use paths.
16. All storm sewer and sanitary sewer pipes should be entirely contained within easements.
Please share a copy of the drainage calculations for this project with us.' We reserve the right to provide
additional comments upon the submission of detailed construction plans.
The above comments are based upon the Engineering Department's initial review of the primary plat for
this project. Please provide our office with a follow up letter regarding these conmlents and revised plans
indicating all revisions. Second and subsequent reviews will focus only on revised items. It is critical that
this office be made aware of all modifications made on the plans being re-submitted, particularly if any
such changes are considered "new" or fall outside of our initial review.

Following are CTRWD comments on e agenda items effecting our sanitary sewers or service
area for the February 19, 200TAC meeting; Please feel free to copy and distribute this

Wes.twood' Estates' (S'econdary Plat and Construction Plans)
The District has received the plans for this project. These plans have been reviewed and
forwarded to IDEM for permit approval.
The Anderson Corporation (Primary Plat)
The plans received by the District need to be revised to show labeled sewer profiles and
manhole, lateral and bedding details which are in accordance with District specifications.
The plans also need show the most recent version of the District specifications. Revised
plans need to be submitted. An IDEM permit will be required and the submittal packet
should be sent to the District for review. The District will then submit the project to
IDEM for permit approval. A preconstruct ion meeting will need to be held before the
construction of the proposed sanitary sewers. Building permits should NOT be issued
unless the District has issued connection permits.
The Ridge at Hayden Run, Sections One & Two (Secondary Plat and Construction Plans)
The plans received by the District have been reviewed and comments were sent to the

Soils Information:
Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional uplands.
It is deep and very poorly drained with moderate permeability. It has high available water for
plant growth and high organic matter content. It has compact till starting at a depth of 40 to 60
inches. The main soil features that affect the urban development uses are seasonal high water
table, high potential frost action, moderate shrink-swell potential, moderate permeability and
ponded surface water.
Crosby silt loam, 0-3 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and somewhat poorly drained with slow permeability. It has high available
water for plant growth and medium organic matter content. The soil has compact till starting at a
depth between 20 -40 inches. The main soil features that affect urban development uses are
seasonal high water table, moderate shrink-swell potential, high potential frost action and slow
permeability.
Additional information about soils is available in thc "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils illvestigation.
T have reviewed the plans for this project and have the following comments:
· Because of the poorly drained soils, basements are not recommended. Each lot should
have access to a subsurface drain.
· Thank yo~ for locating the wellhead on the plat. It \vil1 need to be abandoned correctly.
· Pond #2 is very smalL It will be a maintenance problem to keep good water quality and
provide proper aquatic weed control.
· To minimize land grading and tree renioval, I would consider a system of "large"
subclrains that could provide the necessary surface drainage for each lot.

CD Native grasses are recommended along the Osborne Drain if the existing trees are
removed.
