EXPLANATION OF REQUEST
Old Meridian, LLC, the principal of which is Ersal Ozedmir, is the owner of
approximately 2.5 acres of real estate located on the east side of Old Meridian, between
Main Street on the north and East Cannel Drive on the south. An aerial photograph of
the real state, on which the site plan is superimposed, is included under Tab 2.
The real estate is zoned OM/MU (Old Meridian/Mixed Use). Old Meridian, LLC
intends to develop the real estate to include two free-standing, upscale buildings, one of
which is a four-story, 60,000 square foot, landmark building, which was approved earlier
this year and which will occupy the portion of the site adjacent to Old Meridian Street
(the "Approved Building"). The second building (the "Proposed BuiLding"), located east
of the Approved Building, is the subj ect of this request. The location of both buildings is
identified on the site plan and aerial photograph included in tIus submittal.
By way of general background, a use variance allowing a veterinary hospital with
an indoor kennel, located within the Approved Building, was among the approvals
originally obtained in connection with the Approved Building. Subsequently, the
veterinarians and Old Meridian, LLC decided, instead, to relocate the veterinary hospital
from the Approved Building to the Proposed Building. The veterinary hospital will
occupy the entirety of the Proposed Building.
The site, Proposed Building, landscaping, and lighting are comprehensively
illustrated in the drawings and renderings within this submittal. The Proposed Building is
a total of 8,700 square feet, with 7,000 square feet on the first floor and 1,700 square feet
on the Second Floor. It exhibits a fresh, yet refined architectural vocabulary which is
consistent with the Approved Building. The exterior building materials include smooth
stone veneer, dark brick veneer, and two tones of EIFS. All mechanical equipment is
located on the roof and fully screened by the parapet.
The veterinary hospital will be identified, along with the other occupants, on the
landscaped monument sign already approved in cOlmection with the Approved Building.
The only additional sign will be a building sign illustrated on the enclosed elevations.
This building sign will be black during the day and white when illuminated and, as such,
will be consistent with the building signage approved in COilllcction with the Approved
Building.
It is anticipated that the veterinarians will own the Proposed Building, and also
the land beneath the Proposed Building. The establishment of this second lot necessitates
the requested primary plat amend. Further, (i) because the Proposed Building will not
have frontage on Old Meridian Street but, instead, will be accessed through cross-access
easements, a subdivision waiver is requested and (ii) because the Proposed Building is
within the Old Meridian Overlay but does not have frontage on Old Meridian Street equal
to or greater than 70% of the frontage of the 2.5 acre site along Old Meridian Street, a
zoning waiver is requested.

In addition to approvals requested of the Plan Commission, the Proposed Building
also requires developmental standards variances from the Board of Zoning Appeals.
These variances pertain to (i) a reduction of front yard, side yard, and rear yard setbacks
required because the perimeter of the lot for the Proposed Building is the same as the
footprint for the Proposed Building and (ii) the location of parking in front of the
Proposed Building, a reduction in building height and occupiable floor requirements, and
a reduction of requirement that 75% of all buildings face Old Meridian Street, all of
which are necessitated, in part, because the Proposed Building, while located behind the
Approved Building and not having frontage on Old Meridian Street, is nonetheless within
the Old Meridian Overlay. Regarding these variances, we will appear before the Board of
Zoning Appeals on the 25th day of August, 2008.

Optical Design I Versatility

Sharp Cutoff, Visual Uniformity, Maximum Pole Spacing
Anyone of these criteria is demanding. To achieve all three in a
single luminaire requires Kim's expertise. The CC optical system
utilizes a horizontal lamp orientation to achieve sharp cutoff and a
flat lens configuration for minimum visual brightness. The primary
reflector panels are highly specular to achieve precise
distribution and cutoff. A careful redirection of the uplight spreads
light downward to properly fill the mid-ranges, while excessive
straight down illumination is avoided by the elimination of
downward reflecting surfaces.

A. High-angle maximum candlepower and sharp cutoff are
produced by the smooth specular side panels.
B. A specular peened upper reflector spreads light into the
mid-range, gradually increasing the intensity toward higher
angles while avoiding any low-angle reflections.
C. At low angles, bare lamp illumination is adequate,
eliminating the need for downward reflecting surfaces to
optimize uniformity.

A. Typical horizontal lamp luminaires produce excessive straight-
down illumination in relation to the side throw. This causes poor
uniformity.
B. The CC's reflectors have reduced straight-down illumination with
increased side throw. This produces excellent pole spacing and

Rotatable Optics
All CC reflectors are field rotatable in 900 increments. This allows
design flexibility in producing very high illumination levels for
special applications, or maintaining a constant fixture geometry in
relation to surrounding architecture.

Types II, III or IV reflectors can
be rotated into a parallel
orientation with a standard dual
mounting configuration. This
provides very high illumination
levels often required for
tennis courts and automobile
dealerships.
Design Flexibility
If a constant fixture alignment is desired, single or dual mounts can
remain in the same orientation while rotating reflectors to change
light patterns.
For single post top mounts, the fixture yokes can be installed in
alignment throughout the site with reflectors rotated to optimize
light distribution.

Four Light Distributions
The CC series offers a selection of light
distributions to tailor the lighting system to
site geometry. The following distributions
are available:
Type II: Typically used as a single fixture
for narrow roadways or alleys, and as a
dual mount for site entrances.
Available in 17~ 21'and 25'.
Type III: Typically used as a single fixture
for roadways. pathways or site
perimeters, and as a dual or quad mount
for site lighting. Excellent for wall
mounting.
Available in 17~ 21 ~ 25' and 29~
Type IV: Typically used as a single fixture
for site perimeter or wall mounted.
Excellent results with houseside shield
option.
Available in 17~ 21~ and 25'.
Type V Square: Typically used as a
single. dual or quad mounting for general
open site lighting.
Available in 17~ 21~ 25' and 29',
Where light trespass must be controlled
on adjacent property, houseside shielding
is available on Types II, III, or IV

visual uniformity. For pole-mounted area
and roadway luminaires, optimum visual
uniformity is achieved when the maximum-

Strength Coupled with
Architectural Character
Engineering and design were
conceived as one discipline in
the ee series. The goal was to
produce a housing with very
high strength, low weight and
aerodynamic drag, simple
geometry, and basic architectural
compatibility. The logical solution
was a clean cylinder accented
by horizontal reveals.
Our precisicn ccmputer-controlled
spinning process is used to
produce the clean, crisp
housing with consistent wall
thickness and smooth sides.
Three reveals are rolled into the
housing for stiffening and to
create a smart, classic profile.
The final process adds a
support flange by mechanical
hemming, eliminating welds
and fasteners.

Post top mounted ees utilize
Kim's unique yoke configuration
which optimizes component
strength while reducing stress
on the welds. The key element
of this design is a single tube
system which spans the lens
frame with longitudinal welding
at the hub. This design
efficiently transfers the fixture
weight to the center hub and
away from the welds. Stress at
the weld is minimized to resist
wind and vibration forces. The
base hub serves as a splice
compartment and completes
the horizontal-plane design
developed in the housing.

highest quality finish with
absolute paint adhesion under
weather extremes. The Super
TGIC thermoset polyester
powder coat finish is applied

hour salt spray test, enduring
over 5000 hours without failure.

Low E.P.A. HousIng and Components
The choice between round or square housings becomes a "no
contest" selection when the effect of wind is compared. A round
housing produces 40% less E.P.A. (Effective Projected Area) than
a square housing having the same width and height. This
translates to a large potential savings, as lighter gauge poles may
be utilized.

Sealed Optics
In outdoor lighting it is not

chamber from outside air,
moisture and insects. Some of
these contaminants can also
enter through internal
wireways, which is why all CC
optics are totally sealed inside

Installation and Maintenance

Maintenance and Access
Fast installation and easy maintenance are achieved by modular
calstruction. Hinged lens frames (arm mounts) and housings (post
top mounts) lock in the open position freeing both hands for work.
Reflectors snap out for easy access to the housing interior. The
ballast module is factory prewired with quick-disconnect plugs. and
mounts inside the housing with keyhole slots. Pole mounting uses
the least number of fasteners, maintaining simple. clean detailing.
