The applicant seeks to adopt the Carmel Consolidated Comprehensive Plan, in order to update
and reformat the Carmel/Clay Comprehensive Plan (as previously amended), Filed by the
Cmmel Department of Community Services.
You should have received a copy of the proposed draft with the Committee packet mailing on
July 25. If you need an additional copy, please let me know as soon as possible.

CONTENTS
New content is proposed to more accurately reflect the City's evoluti.on since 1997 and to reflect
trends toward redevelopment and sustainability; however, one ofthe main goals of this plan is to
bring forward the critical elements of 2020 Vision and subsequent studies into a clear, concise
and user~friendly document. Currently, the 2020 Vision Plan and supplemental studies are
compiled into a binder measuring ab()ut two inches thick.
The proposed C3 Plan is organized into five parts:
1. Community Profile: Includes a brief summary of environmental and .demographic
infoffilation.
2. Comprehensive Plan Essence: Sets out planning policies and objectives both City-wide
and by geographic location (East Carmel, North Central Carmel, S.outh Central Carmel.
and West Carmel).
3. Land Classification Plan: Describes and establishes fifteen land classifications to be
applied across Clay Township. Each classification has a page dedicated to describing its
purpose, geographic location, land uses, intensity, site orientation and appropriate
adj acent classifications. This approach allows the plan to simultaneously adqress land
use, site design and building mass (form).
4. Transportation Plan: Identifies three types of transportation: automobiles,
bicycle/pedestrian and transit. The Thoroughfare Plan, which primarily addresses
automobiles, consists of twelve street classifications and a corresponding map. The
Bicycle and Pedestrian Plan identifies and maps seven facility types and also includes the
Bicycle Routes and Loops Plan adopted earlier this year. Finally, the Transit Plan
identifies key concepts when considering the need for regional and local transit. More
study needs to occur before identifYing specific routes or types of vehicles.
5. Critical Corridors and Subareas: Organizes a framework arid common fOIDIat for special
area plans and studies which Were previously adopted to supplement 2020 Vision. This
section will also serve as a place to incorporate future corridor or area plans.
REVIEW TIMELINE & SPECIAL COMMITTEE
As mentioned at the July Plan Commission meeting, a special committee will be formed to
review the draft outside of the regular committee schedule. We propose to meet the 2nd & 4th
Tuesdays of the month at 6pm, beginning after September's regular committee meetings.
Therefore, meeting dates would be:
III Tuesday, September 9th
. Tu-esday, September 23rd
It Tuesday, October 14th
We hope to establish the membership of the Committee before the August 19 Public
Hearing, so if you are interested, please let me (or Leo Dierckman) know.

I've just completed going through the CCCP revision and I think overnn it is well done
and reflects the Departinenfs thoughtfi.Uness in response to some of the community's
suggestions. I especially like how .'essence" was defined and clarified as well as the
change to W odd Class "Edge" City, I found the layout easy to navigate and well
organized. Separating South Central Carmel from the Core District was also important.
Following are several things in the see District that I would ask you to take a look at
along with some suggestions.

o (p. ~ I pa~. 6) "CoDve~ent east/west connectivity is limited to 106th Street and
116th Street," omitting 96th Street. Compare with pa.ge 90 describing 96th St as a
"major east/west arterial:'
G The updated Thoroughfare Plan shows 96th St. as a Primary Arterial serving as a
major east-west..arterial. The Transportation Plan indicates that the designation of
Primary Parkway is "equivalent to a Primary Arterial but is configured with a
median and more aesthetic characteristics,. H This seems to be an appropriate
designation for 96th St. between Haverstick and Westfield Blvd. (pp. 58, 63, 90)
. PART 5:Enhalll~E8StlWest Connectivity should include Connect
Pennsylvania Punay to WeStfield Boulevard in order to show the various
strategies being considered rather than separated out. lbis connection is also
referred to (p. 100) in the Homeplace section. If a straight alignment over 1-465
were implemented. would there be a need to connect to Pennsylvania Parkway
through the Monon?

. It appears from references that the 961b Street Conidor Study of 1999 has been
used throughout in context of the see District. (pp. 24, 60, 90 are a few
examples.) While the Study sheds some light on past history. most of the
assurnptionsmade in 1999 are by and large outdated and are no longer applicable
with little supportive or verifiable data- The updated Marion County
Comprehensive Plan change in land USe for examp'e. is significant from
Haverstick to Westfield Blvd. The land use has been changed from agriculture to
commercial and will impactthe,,resideritial character of 96th St. significantly; It is
our understanding that there has been an option placed on the vacant land with a
potential 3-5 story office complex. Some of the single.family homes are already
operating as businesses on both sides of the street or have become multi-family
rentals such as we see on Westfield aivd. Obviously, these changes no longer
reflect a stable residential neighborhood along this section of the corridor. Land
use has also changed from Westfield to College witb the Duke redevelopment
complex from Single-family homes to commercial. Inconsistencies havec been
created from section to section by using outdated assumptions and at the same
time putting forth a new vision,
Q Recognizing that this area bas ~n identified as a Critical Corridor (p.90),
Perhaps it would be helpful for the Special 'Study Committee appointed to review
the ceep be given copies of this study and reference made especially to several
comments in that report such as: "As stated previously, che travel simulation
model does not provide traffi.c forecasts at the level of detail needed for an
effective corridor study." (p.26) There are a number of qualifying statem~ts in
the report whith in essence, suggests as changes occur. along the corridor, new
studies with updated data be done. Recommend outdated assumptions be deleted
from the new Com.p Plan.
a In view of the changes in our area, following are several recommendations we
believe are in keeping with the vision of the new Comprehensive Plan. The
following'are references to these recommendations:
(p. 17) Essence Obj~tiVe 1.5 "Strongly promote mixed use in areas suitable for
commercial development, and protect residential areas' from unsuitable
commercial development.
(p. 24) Essence Objediye 1.4 '~Allow greater development intensity on the
north, west, and south edges of the district 10 serve as a transition from more
intensely developed areas,"
(p. 24) Essence Objective 3.2 "Endeavor to plan neighborhoods, gateways,
boundaries. and service areas through more detailed subarea plans.
(p. 36) Land Classification Plan (Geographic Location) "Strategically utilized
aroWld Carmel in walking or cycling proXimity to suburban. urban and attached
residential classifications.".

o In view of the changes in both. land uSe and traffic in our corridor, we believe it is
"the right time, as well as the highest and best use, for Wild Cherry Corner to be
designated an Appropriate Adjacent Classmc.anon as a Neighborhood S~n"ifo:e
Nod~ (pp.32 & 36) described in the Land Classification Plan.
Many of us have - successfully sought to Vf.otect this area for over twenty years bilt the
time has come for US to face the reality ofcbange. After over two years of discussion, a
majority of the homeowners in Wild Cherry Corner have placed our acreage on the
market as a unit of between 12~15 acres. (Please see attacbed land map.) Other
homeo\oVD.ers with adjacent acreage are waiting until "the time is right" bringing the total
to approximately 21 acres. It has been a process of lamenting the loss of what was, to
accepting the reality of what is. With its strategic location. Wild Cherry Corner "can
provide the kind of ameniti~ to the community that is envisioned in the new
Comprehensive Plan. It could also provide dedication of ROWand road improvements
to the City.. Please note the plan for a new. round~about at 961h St. and Haverstick which
will require land from the south-east comer of Wild Cherry Comer as well as a
significant amount of footage that will be required for ROW from the properties fronting
96th St. (p.91) Critieal Corridors & Subareas . "
