We have reviewed your response to our review letter #2 and your revised plans and offer the following
additional comments:
Regarding our review #2 and your comment letter dated July 8,2003, specine to comment numbers:
Item #13. - The demo plan is acceptable. Regarding the maintenance of traffic plan, our Inspector has
advised the contractor that he wants to see INTlOT standards utilized for this development. Therefore,
I am enclosing a set of these standards to be incorporated into tbe plans.
Item #18. and Item #52. - Have you discussed the Hazel Dell Parkway right of way dimensioning
issue with the City Engineer? Is she agreeable to omitting this dimension from the plans?

Item #59. - When will the stamped pattern information be presented for approval?
Item #62. - Do you have the casting specification for this stmcrure in Hazel Dell Parkway?
NEW COMMENTS
I. Regarding the neckdO\vnlocations on Wildcat Drive, the original suggestion from the City
Engineer was one either south of the inlets or prefened, just north, near Lots 10-11 and 19-20(as
shO\vn on the current revision) and one north of this location, just south of the drive to the
amenities area. Therefore, moving the neckdowll from Lots 13 -14 and 17-16 to just south of the
drive to the amenities area will be lllore appropriate.
2. The pad elevation for Lot 26 is too low. Water ponding in the rear of the lot will overtop @ 772.5
which is also the pad elevation. This also applies to Lot 25. Please check every pad elevation to
ensure that for stonns over the I O-year event (whieh is all the storm system can take), ,vater
call1ot overlop betw'een the lots and no pad/lot or walk-out elevation wi II be endangered.
Anywhere this overtopping occurs, the arrow -=> needs to be shown. Reference Lot 56. This lot
should have a second arrow along the side of the lot
3. There are still not sufficient inlets/pipes to drain back of Lots 14, 15 and 67-70. The City
Engineer is agreeable to the installation of private subsurface drains along these lots. Please mark
these subsurface drains as private on the plans.
4. Clarify lake elevations and overtopping. The detail showing EMERGENCY FLOOD ROUTING
shows elevations lower than noted on the Jakes. Make certain that these lakes hold up to the 100-
year storm and only overtops for storms over the I DO-year event.

5. Where does the s\vale at the northwest corner near Lot I connect? Please indicate the tie-in or
connection to an existing inlet on the plans.
6. I believe that there "vas a request from DOCS to provide a turn around (hammerhead) at the
termination of Cherry Tree at the southwest comer of the site and to provide proper signage to
deter traffic from using it. Please indicate these items on the plans and provide appropriate
construction details, including grading plans to accommodate this.

Please find enclosed 1 set of Construction Plans, which were revised per a comment
letter dated June 25,2003. Those.comments were addressed as follows:
SHEET C200
13. Per a fax. from Tim Walter, there is nothing to change, on the demo and
maintenance of traffic plan. . , .
14" Lane width dimensions were added on the lanes. Also the note referring 'to the.
Entrance Plan was made larger and bold.
15. Per a meeting with the. developer, you did approve the island with no curbing.
16. All median noses were provided 'withsuffici~nt stationing as welL as the
stamped asphalt. The contractor is not staking this proj,ect. Stoeppelwerth and
. Associates is providing all staking. .
18. Right-of-way dimensions were shown on Sheet C200 and the Entrance Detail
Sheet '. . . ,.
. 20. The'sidewalk stops at the' asphalt path west of the box culvert. This was noted
on the plans. The path should b~ installed at the time of the paving. This. is to
be coordinated with the developer. .
21. There are no. lots that drain from the rear to the front.
24. The area of the future pool is noted to be'futur~ Amenity Are~.
27. The intersection was changed per oUr meeting. This will be. affected in Section
2.
28. The swale was shown from the high point so it is deferred to drain to th~ West.
Also a pipe was added under the asphalt path. .
29. Proposed contours were shown in the rear of Lots 19-28 as requested.
30. The box culvert provides for a 48' wide span 4 - 12' lanes.

43. Information was provided concerning the depths of the lakes. Also easements
were labeled for the lakes.
51. Developer is aware of the strict policies of constructing the entrance and path
relocations in a short time. This work would be coordinated with the
Engineering Department inspector.
52. We have not been able to research the existing right-of-way of Hazel Dell. Our
west bOlUldary line is the right-of-way line.
55. Thermoplastic spelling was corrected.
56. A detail for the reversed slope curb is shown on Sheet C802.
57. Sumps were added to all inlets prior to entering a manhole.
58. 'What is street 3A There is to be a structure 3A, but was relabeled to 3. The
accellane was shown to stop at the existing curb inlet.
59. Notes were added that the developer coordinate the stamped asphalt with the
City of Carmel Engineering Department.
60. On the original submittal there were only 2 inlets. Structure 3 was added at the
curb return per a prior comment.
61. The added inlet is Structure 3.
62. The inlet is noted not t6 be removed and a heavy duty manhole by Neenah to be
installed.
64. The median shows consistent widths and then a taper per our meeting.
65. The traffic control sign which requires ordinances was shown on Sheet C409
and C410.
ADDITIONAL CO.lYfMENTS
o The p~destrian crossing on the west side of the box culvert was moved closer to the
intersection.
· Curbing will be installed at the time of the construction of the Amenity Area. As
we discussed in our meeting. '

· The plan that is in included is for dirt work only. This is shown per the. Soil &
Water comment because we are moving dirt at this time. The Section 2 Plan still
remains in the Construction Set.
· All easements were labeled on Sheet C405 of the Entrance Plan.
o The patterned pavement was squared up to be perpendicular fa traffic lanes. Grass
was labeled in the median where proposed.
III On all Plan and Profile Sheets the concrete cradles were changed to stone cradles.
iii On the Construction Detail Sheet C802, the concrete pavement was removed from
the typical cross section.
HAZEL DELL LEFT TURN LANE
4lI A note was added to the plans that the left turn lane is to be constructed with a
future section.

In reference to your letter dated May 5, 2003 addressing comments for secondary plat approval, I have
enclosed the covenants and restrictions and a copy of a letter sent to Scott Brewer on February 19, 2003
addressing our commitment to install trees on all lots that abut the Delaware Trace Subdivision. We have
not received any comments from Mr. Brewer regarding the overall landscape plan for the subdivision or the
February 19 letter. Stoeppelwerth and Associates is addressing the other comments on your letter and will
be forwarding revised copies of the plats and construction plans to you today.
Please take a moment to review the attached items and the information that Stoeppelwerth and Associates
is forwarding to you, and call me at 818-2906 if you have any questions. We would like to have the plat
signed and ready to be recorded in the next 1 to 2 weeks.

RE: Cherry Creek Estates - Delaware Trace Landscape Commitments
Dear Scott:
As part of the primary plat approval for Cherry Creek Estates we have committed to the installation of 3
additional trees in the rear yard for all lots within Cherry Creek Estates that contiguously abut lots in
Delaware Trace Subdivision, and we committed that a plan for these trees would be approved by you..
Since It is not possible to actually design a plan for actual locations of trees until the homes are selected
for each lot, we have prepared a list of possible trees that can be used to satisfy this commitment. I have
enclosed a copy of this list that I would like you to review. After you have reviewed and approved the list I
will provide it to Pulte Homes to use when selecting plant material. As for size and location of the trees, we
have added the following language to the Covenants and Restrictions: "...three (3) additional trees,
conifers of eight feet (8') in height and/or deciduous of at least two inch (2") oaliper, must be installed after
completion of each new home no closer to the front of the lot than the rear line of the house extended to
each side lot line".
After you have had an opportunity to review, please let me know if you have any additional items you
would like to see covered. Thank you in advance for your help,

Instructions for Completing the Sales Disclosure Form
Indiana law requires a sales disclosure form to be completed when a conveyance document (see definition below for use
of this form) is filed with the county auditor. The county auditor may not accept a conveyance document if (1) the sales
disclO~lJre form is not included with the conveyance document; or (2) the sales disclosure form is incomplete. A person
filil1ga sales disclosure form shall pay a fee of five dollars ($5,00) to the county auditor.
Part 1: Buyer, Seller, Exempt Transaction and Sales Information Section
Buyer and SeHer Information. The full first name, middle initial, and last name is requested from the buyer and seller.
Each transferor and transferee must provide their current address (use additional sheets if necessary). Either the buyer or
the seller should provide the full address, county, township, and school corporation for the property to be transferred.
The buyer and seller must also indicate if the property is the primary residence by checking the appropriate box.
Sales Information. The date of the property transfer is to be printed in the space provided. The selling price of the
property should be listed in line 1 .of the "Sales Information." If the seller paid any points or fees to facilitate the transaction,
the dollar value of those is requested in line 2. The Net Sales Price is the dollar amount of line 1 less line 2.

Sales Condition. For all the conditions that apply to the sale, the appropriate box or boxes must be checked. At least

that may affect the sales price or terms ofthe sales agreement should be described.
Part 2: County Auditor Section
The county auditor is responsible for verifying that the buyer and seller have completed Part 1 of the sales disclosure
form. If Part 1 of the sales disclosure form is complete, the county auditor must enter the parcel number for the property
being transferred, School Corporation Name, and indicate whether the transfer involves a warranty deed. In the event that
the buyer and lor seller fails to complete all or portions of Part 1 of the sales disclosure form, the county auditor may not
accept a conveyance document for the property being transferred. In addition, the county auditor is to verify that the buyer
and seller have signed the sales disclosure form (see Part 4: Signature and Verification Section).
Part 3: County Assessor Section
The county assessor is responsible for determining whether or not significant physical changes have been made to the
property between March 1 and the date of sale. If so, the county assessor should check the appropriate box. An example
of this would be a recently constructed house or building. After attaching the current property record, the county assessor
must check the indicated box and enter the .current property class code. Based on the current property record card, the
county assessor must enter the current assessed value (AV) for the land, improvements and the total AV in the space
provided. (NOTE: In Marion County, township assessors are responsible for this section).
Part 4: Signature and Verification Section
The seller, buyer, or their representatives must sign one (1) sales disclosure form, or if the parties do not agree on the
information to be included on the completed form, each party must sign and file a separate form. If anyone other than the
buyer, seller, or an attorney is filling outthe form (e.g.: bank official, title company official, orrealtor). a Power of Attorney
must be completed and attached. A person who knowingly and intentionally falsifies or omits any information required
on this form commits a Class A infraction.
Definitions
Conveyance' document means any document, deed, quitclaim deed serv-ing as a source of title, or other document presented
for recording, that purports to transfer a' real property interest fbrvaluable consideration.

Hazel Dell Left Turn Lane in Median:
. Ifpossible, the City would request that the left turn and median work be delayed until either this
fall or next spring to allow for the landscaping relocation work to be done at an optimum time and
provide for the best opportunity for survival of relocated and newplantings.
. You are asked to remove the 6 green ash trees in the median, under the direction of Scott Brewer,
the City's urban forestry coordinator, and deliver them to the location as specified by Scott.
o A landscape replacement plan will be provided to you by Scott, and will include smaller shrubs
and/or trees for this section.
o A full maintenance of traffic plan will be required for the following work.
o Mill existing inside yellow thermoplastic striping, remove 10 feet of grassed area to provide for
left turn lane (additional 10' of asphalt, full depth, matching existing Hazel Dell pavement

. Begin taper for left turn lane at point north where existing median for private drive is located,
which is also the approximate beginning point ofthe deceleration lane.
o Provide pavement marking plan, which will include new solid white between through and left
turn, yellow along inside of median on the inside of the turn lane, appropriate arrow(s) and
"ONL Y"(s). The three south bound lanes (including the deceleration, through and left turn)

wlll have an onsite meeting with Scott. Brewer for clearing procedure.
2. A bench cross section is shown for the Freemont Randall Drain for low flow.
3. Per our meeting, at Station 19+00 gabion baskets were added.
4. A sediment trap and temporary erosion control practices were added for the Cherry
Creek Bouley-ard and the Freemont Randall Drain, per our meeting.
5. A silt fence, temporary seedin~ was added on the temporary erosion control plan
per our meeting. .

Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes
have been made and comments addressed, please produce a Mylar copy for signature by this
Department. Two paper copies of the plat must be filed with the Mylar prior to recording, and
three paper copies and a Mylar of the recorded plat must be submitted following recording. Our
approval of the secondary plat (signature) will be forthcoming upon revision ofthe plans
according to the items listed above.

I woulcj appreciate it if you could distribute this letter to the members of the Carmel City Planning Commission and the
Carmel/Clay Plan Commission Subdivision Committee. I would also like a copy sent to John D (I apologize that I don't
know his last name), the individual from the town who presented the Department Report at the December 3 Subdivision
meeting.
I am writing with my concerns over the proposed Cherry Creek Estates subdivisiqn that is proposed in Carmel along Hazel
Dell Rd, north of Delaware Trace, South: of Spring Creek, and west of Haverstick. There are a variety of issues with this
proposed development and the impact that it will have on the surrounding neighborhoods. As a homeowner in Delaware
Trace, I will only address the concerns that I have related to this proposed development, although I recognize that
residents of both Spring Creek and also Avian Glen, where the new east-west road will directly intertace with at Hazel Dell,
have legitimate issues.
My home is at 5274 Arapaho Way, arid my property is adjacent to the proposed development. The representative from
Platinum Properties, at both the November Planning Board meeting and the December 3 SubdiVIsion Committee meeting
stressed that the proposed development would be compatible with the surrounding neighborhoods. Which neighborhoods
is he talking about? Spring Creek to the north is separated. by the east-west road, and seems to be getting further and
further away from the proposed development, with an increased buffer, extensive tree plantings, and fences. The eastern
side of the property is mostly undeveloped woods, so there are no homes there. The western side of the property is all
woo ds, with Hazel Dell behind it. Delaware Trace and part of Haverstick are the only areas that directly border the
proposed development.
A few questions. The developers have. said therewould be a 20' easement between the lots along the southern edge of
the property and Delaware Trace. Is that in addition to the easement that already exists?
Who owns this easement? If it is part of the new homeowner's lot, then nothing has changed. I believe, although I may
be wrong, that in an easement the area must be maintained but nothing permanent can be built. That means that things
like sheds, above ground pools, swing-sets, dog runs, etc., could be put there. If there is some type of covenant that
specifically prOhibits that type of building, it will make the lots less desirable and therefore less expensive. As a result the
homes would also most likely be lower in price.
If the easement does not belong to the new homeowners, but they must maintain it, then these Jots will also be less
desirable. In addition, the lots would be very, very, small, the smallest in the development. The homes that would be built
would not be at the top end of the $350-500,000 range that Platinum Properties is suggesting for this development.
If Platinum Properties is talking about compatibility with Delaware Trace, then they have not done their homework. A
number of properties on Arapaho, bordering on the proposed development, have sold in excess of $500,000 in the last 6
months. There are an additional 16 homes in Delaware Trace with prices ranging from $495,000 to $699,000 that are
either currently on the market, or have closed in November. Where is the compatibility?
The lots in Delaware Trace bordering the proposed Cherry Creek Estates are not large by any means, averaging around
0.5 acres. From the plot maps it appears there will be nearly 1.5 new houses for every one in Delaware Trace Where is
the compatibility?
In keeping with Platinum Properties' desire to be compatible with the surrounding neighborhoods I would like to make the
following recommendations.
1. Widen the lots bordering the southern edge of the proposed development to match the size in Delaware Trace. The

lots across the.street from these new lots are currently the widest in Phase I and II of the proposed development and
would make a good transition. If these lots are larger, the homes that are built on them would be in the upper price range
and cou Id allow recovery of revenue lost by eliminating a few lots. This suggestion would maintain the value of the
Delaware Trace homes,and would increase the value of the Cherry Creek Estate homes.
2. If these are the high end homes this probably a given, but the homes should be 4~sioed brick. This again would make
a reasonable transition between the two neighborhoods.
3. As Platinum Properties proposed at the Subdivision meeting, establish at least a 20' easement or buffer along the
souther boundary of the property and, as recommended in the Department Report (December 3, 2002) plant a significant
number of trees in that buffer. The number of trees should be enough to not only replace, to some extent, the trees that
are being removed by the builder in other areas, but to assure that non-permanent structures could not be put up in the
easement.
The intent of this letter has not been to suggest that one neighborhood should be walled off from another. It is also not the
intent to stop developm,ent. Wher:1 we purchased our home on Arapaho Way we knew fullwell that the property north of
Delaware Trace would be developed. The problem comes when a development is planned that will have a significant
negative impact on the property values in the adjoining neighborhood. It is then that walls go up. Regardless of what is
built in Cherry Creek Estates my family is what makes my home what it is. However, a house is most people's primary
investment, and maintaining the value of that investment, especially in these times, is vitally important. < /font>
I have not mentioned any ofthe other issues that I hope other's have taken the time to raise. Just briefly, for Delaware
Trace the increased traffic is going to be a major problem. With the new major east-west road exiting onto Hazel Dell with
only a stop sign, traffic is going to back up from the new neighborhood and from additional cars from Spring Creek. This
means that it will be extremely difficult for the entire portion bf the proposed development bordering D.elaware Trace to
make the left turn onto the new east-west road and then make a left turn onto Hazel Dell. I foresee almost all of this
proposed development exiting through Delaware Tr"1ce al)d Plum Creek to 131 st 81. This will have a major impact on the
quality of life. I don't know what can be done about this, but I do know that the traffic study commissioned by the builder
must not have been done in the morning or evening, when people and children are going to work and school

We are writing to express our concerns regarding the proposed developmen(ofCherrY,<=r.eek ]~smt;;:s.just
North of Delaware Trace.
We live at 5278 Arapaho Way in Delaware Trace subdivision. Our property will directly back up to the
new development of Cherry Creek Estates. We have two primary concerns regarding the development.
I. Increased Traffic: We have children in both Elementary School and Middle School. We are
extremely concerned about the increased traffic that will flow through our subdivision. It is
common sense that an additional 270 homes directly adjacent to the subdivision will result in
increased traffic through the Delaware Trace neighborhood. Rush hours in the morning and
afternoons, while children are going to and coming home from school are of particular concern.
Due to the natural increase in traffic flow during these times, we believe the increased traffic
will have the most impact during these times, Since Hazel Dell Parkway in front of Cherry Tree
Elementary School has a 25 mph speed zone from 7am to 7pm on weekdays, people will avoid
this area and cut through the subdivision streets. We want our children to be safe! Neighborhood
streets are not the place for rush hour traffic.
2. Destruction of Woodland Areas and Mature Trees: Our second concern is the reduction and
loss of mature trees'and woodlands. Moving to Carmel Indiana Irom Crestwood Kentucky this
past August was an eye opening experience for us. We were specifically shocked by the lack of
mature trees and the density 9fthe homes in Carmel. The landscape of mature trees and woods we
had grown accustomed to .in Kentucky and Southern Indiana was practically non-existent in
CarmeL The future residents of Cherry Creek Estates will also benefit from the value that mature
trees provide to a residential area. The destruction of mature trees is not something that can be
replaced. Once they are gone, there is no way to replace them. Planting a few shrubs and trees
does not make up for the loss ofmature trees and woodland areas. Along with the destruction of
trees also come the destruction of wildlife and the destruction of natural beauty that is native to the
state.
Carmel is soon becoming known as the "city of shingles and concrete" It is unfortunate.
Surrounding communities will soon benefit from the haste and lack of vision of the Carmel city
leaders.
In closing, it appears that the desire ofthe many is overlooked by the desire ofthe few. Maybe you
should take a poll of people in the community to see how many favor the needless destruction of
mature trees and woodlands. Of course, that will never happen because we all know what the
result would be. We hope that you wiIl carefully consider and review the concerns brought forth
to you by the people in this community who have invested in it.

I am writing to you about my concern about the planned
development of Cherry Tree Estates. lam very sorry
to see that the town has approved such a large
development without regard to the impact to the area
This development will directly impact the local
schools and roads in this area. While I can
understand that the land in this area will inevitably
be developed, I do not think that a housing with such
density was needed. There are many housing
developments in the immediate area that fill the niche
for this price range of home. We moved from Fishers
to Carmel because we were unable to find a home ion
the $300,00 range with any land to go with it. These
homes have nothing to offer for the amount of money
people are paying. There is a need for neighborhoods
with 1/2 acre or more lots. These neighborhoods are
scarce. The land on Cherry Tree Road is beautiful and
is not being done justice by cramming 270 houses onto
it. It is bad for the schools, it is bad for
traffic, it is bad for the overall feel ofthe area.
Is there a master plan for Carmel? Are there any
plans to control the massive influx of people that a
neighborhood like Cherry Tree Estates will bring? A
neighborhood such as this one will require the town to
build another school to hold all the children who will
be moving into the area. What about the already too
large High School? How many students does the town
want it to facilitate? Class sizes will be well
approaching 1,500 students if the growth is not
controlled. Keep in mind, that the development of
Hazel Dell Parkway area is only part of the
development that is taking place in Carmel, As a
resident of Carmel, I ask that stronger zoning
restrictions be implemented to control the growth of
the city.

I am concerned about the impact that the new Cherry Creek Estates development will have on Delaware Trace and my
family. After attending the public hearing on November 19th, I was shocked to learn about the negative impact this
development would have on the traffic congestion and the woodlands. I was also surprised to learn that the density
calculations include land that that is "not developable" (such as flood plains and well variances).
As the mother of two young children and a Carmel taxpayer, I am most concerned with the safety of children. I understand
that the developer had a traffic analyst review the plans and there were
"no problems". With the addition of the major east Iwest connecting street between River Road and Hazel Dell, traffic
would be backed up to turn left onto Hazel Dell in the mornings. Therefore, I cannot fathom how an unbiased traffic analyst
could determine there would not bean excessive amount of traffic detouring through Delaware Trace during morning rush
hour. This additional traffic would be zooming down our streets about the same time the children would be waiting to catch
the school bus.
When my husband was relocated to Indianapolis, one of the main reasons our family decided to purchase a home in
Carmel was due to the natural woodlands. I am hopeful that our planning commission values these mature trees in our
area as much as I do.

My name is Brett Ramsey and I live at 5280 Arapaho Way. I border the property that is being reviewed for the Cherry
Creek Estates development.
I have some concerns with the development and how it will impact the area of the community in which my family lives.
. Safety- I have reviewed the proposed layout of the streets and I feel it will significantly increase the flow of traffic on
Arapaho Way. I have two daughters that are 27 and seven months and increased traffic has a direct impact on their
safety.
o Value- Delaware Trace is a nice open community with large trees and wide lots. In the same space our
neighborhood has 9 homes, Cherry Tree Estates will have 13. This hurts the value of my property. I have invested,
with local Carmel contractors, over $60,000 to increase the value of my property. That value will be diminished
significantly by these smaller and lower quality homes.
I offer some suggestions that I believe will help with these issues.
iii Transition Space- Create an area of transition between Delaware Trace and Cherry Tree Estates. The transition
should have wider lots, and it should also have landscaping requirements to preserve the large trees between the two
properties.
I!I Additional Exits- At least two exits onto Hazel Dell should be included in the plan. Each morning when I try to make a
left turn onto Hazel Dell, the road is already packed. It is not unusual for me to wait for as many as 20 cars before I
can make a left turn. More traffic through a single exit will only exacerbate this Issue.
I appreciate your time in considering my perspectives on this issue.

We would like to have the opportunity to express our opinions on the current plans for Cherry Tree Estates. We should
make it clear that we understand that Carmel is a very attractive city for both homeowners and developers and that vacant
land will be developed, but feel the proposed plans are not in the best interest of many involved.
The density of the housing is our first concern. First of all, this will create traffic problems directly across the street from an
elementary school, with this being the biggest issue of all. The only way to channel traffic away fram the children is to
send it through the winding roads of Plum Creek and Delaware Trace, creating a nuisance and danger to those involved.
To make matters worse, there have been attempts for years to place high density housing including apartment complexes
on the. north side of 146th street. I attended a meeting held by the developer three years ago where he made it clear that
there would be a traffic problem south of 146th but it would be something Carmel would have to '''deal with". These
potential issues have been hanging over our heads for four years now, and I see no sign of them going away.
The density of the houses proposed is another issue. We moved to Carmel to escape the clutter we lived in previously,
. having spent 7 years living just off of 96th and Allisonville. Many of our neighbors did the same. Carmel allegedly prides
itself on land preservation and maintenance of the environment, but sometimes it is hard to see where. In Delaware
Trace, we basically have two retention ponds to avoid flooding and a wildflower preserve that mainly serves as a mosquito
breeding ground. Plans for Cherry Tree Estates are even worse, which says a lot
We again fully realize that any vacant land in Carmel will eventually be developed in some way, but hope that the city will
protect the safety of the children attending .school or living nearby while also protecting the rights of those already living
here.

overnight in Carmel and we are rapidly consuming the available vacant land inventory. As we allow
developement of our final parcels of c1e.ar ground and the demand for housing remains strong we
have a perfect opportunity to insist on greater and more stringent requirements, not lesser standards.
I strongly urge you to consider the conservancy of one of the few remaining mature wooded parcels
on HazelDel1 and the rejection of dense housing requests, not just here but wherever In Carmel they
are requested. Our roads, schools, services .and otherinfrastr:LJcture should not have to bear the
burden of overly agressive land use, particularly when market conditions and the demand to reside in
our City allow for greater standards.

I am concerned about the impact that the new Cherry Creek Estates development
will have on Delaware Trace and my family. After attending the public hearing on
November 19th, I was shocked to learn about the negative impact this development
would have on the traffic congestion and the woodlands. I was also surprised to
learn that the density calculations include land that that is "not developable" (such as
flood plains and well variances).
As the mother of two young children and a Carmel taxpayer, I am most concerned
with the safety of children. I understand that the developer had a traffic analyst
review the plans and there were "no problems". With the addition of the major east I
west connecting street between River Road and Hazel Dell, traffic would be backed
up to turn left onto Hazel Dell in the mornings. Therefore, I cannot fathom how an
unbiased traffic analyst could determine there would not be an excessive amount of
traffic detouring through Delaware Trace during morning rush hour. This additional
traffic would be zooming down our streets about the same time the children would be
waiting to catch the school bus.
When my husband was relocated to Indianapolis, one of the main reasons our family
decided to purchase a home in Carmel was due to the natural woodlands. I am
hopeful that our planning commission values these mature trees in our area as much
as I do.
